All of the Commissioners were in attendance. The Commissioners read and approved the minutes of the preceding session as written. 441'10 The Commissioners approved the request by David Nelson, Director of DCD to attend the ICBO Annual Conference for Building Officials. 141 1aI The Commissioners approved the salary increase of Wanda Stratton of the District Court Office to $2,289 per month. I q I Chairman Moore was authorized to sign the Notice of Separation of Molly Bates of the District Court Office. I,(Iir�_3 The Commissioners signed Contract Number EM010284 with the Washington State Military Department and Grant County Emergency Management. 1 1 q The Commissioners spent the remainder of the day interviewing applicants for the Public Defender Contracts. As there was no further business to come before the Board the session was continued until July 11, 2000. July 11, 2000 The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board. The Commissioners met with the Public Works Director regarding 10:00 a.m. bid opening (`U' SW), 10:30 a.m. Public Hearing(Six Year Transportation Improvement Program), 11:00 Franchise Hearing (City of Moses Lake), 11:30 Franchise Hearing (Behling Dairy), WSDOE Fuel Tank License, Road Log-Mineage Update, Purchase Request -Caliche, Road Establishment Request -Harold Nelson, Personnel. } 1 7,�;51he Commissioners held a Bid Opening on U -SW Road. A motion was made by Commissioner Snead, seconded by Commissioner Allison that the bids be referred to Public Works for their review and recommendation. The motion carried. I411A -The Commissioners met with Planning staff on the Tommer SEPA Appeal. The matter was continued until July 11, 2000. 1111 7�7 The Commissioners held a Public Hearing regarding the 6 Year Transportation Improvement Program. A motion was made by Commissioner Snead, seconded by Commissioner Allison to approve adopting of Resolution Number 2000 -73 -CC adopting the Transportation Program for the years 2001 through 2006. The motion carried. }178 The Commissioners held a Public Hearing regarding the Application for a County Road Franchise by the City of Moses Lake to construct, operate and maintain water and sanitary sewer infrastructure under, across, and along certain County Roads. A motion was made by Commissioner Snead, seconded by Commissioner Allison to approve the Franchise. The motion carried. j 4 i7,7 j The Commissioners held a Public Hearing regarding the Application for a County Road Franchise by Behling Dairy Management, Inc. A motion was made by Commissioner Snead, seconded by Commissioner Allison to approved the Franchise to construct, operate and maintain a 4 inch water line along Road 23 and Road "O" SW. The motion carried. Igi'1?�n The Commissioners signed the Public Works Claims Fund Voucher Approval #6-1 through #6-212 in the total amount of $1,672,820.88. j41131 The Commissioners signed an amendment to WDFW Contract No. 57350795 extending the period of performance to April 19, 2005. 41-75a,The Commissioners approved the request for a budget extension to the Grant Mental Healthcare budget in the amount of $55,678.02 utilizing increased revenue from the NCWRSN. 1 The meeting on the Tommer SEPA appeal was completed, and the Prosecuting Attorney was to write up the findings. '� 173y The Commissioners approved the request for a transfer of funds from buildings in the amount of $100,000 and from Machinery & Equipment in the amount of $59,542 to professional services in the amount of $159,542 to cover architectural fees for the Moses Lake Office. 14 The Commissioners awarded the contract for the `U' SW Road project to Tommer Construction in the amount of $287,325.84. f 417.3 As of this date the Board by a majority vote does approve for payment those vouchers included in the list tiled in the Auditors Office 7/10/2000 in the total amount of $1,094,396.68. ( 41'/37 Chairman Moore was authorized to sign the Application for Public Interest Determination by James and Eleanor Cherf on Assessor Parcel Number 15-1952-018, located in Section 33, Township 20 N., Range 25 E. W.M. j (7j� The Commissioners received a Summons and Complaint from Alan Bassani. The matter was referred to the Prosecuting Attorney for handling.
