HomeMy WebLinkAboutCommissioners Proceedings - Commissioners - 20 (121)♦/ COMMISSIONERS' PROCEEDINGS Week of November 13, 2001 The Grant County Commissioners session was called to order at 9:00 a.m. by Chairman LeRoy C. Allison. All of the Commissioners were in attendance with the Clerk of the Board. The Commissioners read and approved the minutes of the preceding session as written. The Commissioners signed Form Amendment 41 with the North Central Washington Regional Support Network. The Commissioners approved the salary increase of LeAnne Symonds of the Clerks Office to $2,045 per month. The Commissioners approved the starting salary of Melissa R. Johnson of the District Court Office at $6.72 per hour beginning November 1, 2001. The Commissioners approved the starting salary of Katie R. Long of the District Court Office at $6.72 per hour beginning November 1, 2001. /e,yy The Commissioners approved the starting salary of Amber C. Elliott of the District Court Office at $6.72 per hour beginning November 1, 2001. /�47 The Commissioners received a Notice of Appeal of Decision of Official Administrative interpretation on the Wilcox Farms matter. y;>ii/ The Commissioners signed an investment services agreement with the City of Soap Lake. y The Commissioners approved the Request for Transfer of funds from the /juvenile Department #117, Operating Fund #001 in the amount of $34,800. The Commissioners approved out of state travel for Sheriff William A. Wiester to attend the BPA meeting on November 15 and 16 in Portland, Oregon. /y,3�y/The Commissioners approved the request for an extension to PARC's 2001 budget in the amount of $6,000 from a DSHS Grant program. fzl �, ;7,yAThe Commissioners signed approval of the Public Works Claims Fund #10-1 through #10-207 in the total amount of $1,649,732.78. As of this date the Board by a majority vote does approve for payment those vouchers filed in the Auditors Office November 13, 2001 in the total amount of $479,534.51. / ';3,) 9YA motion was made by Commissioner Snead, seconded by Commissioner Moore that Resolution Number 2001 -177 -CC regarding an application to DCTED for a grant be passed. The motion carried. '-- n The Commissioners met with the Public Works Director regarding an Order Creating County Road Improvement District 2001-1, Execution of Fuel Management Contracts, Hearing on Trinidad Vacation, Order Granting Vacation -Trinidad, Wilson Creek Loop Road -Speed Limit, Road 12 -SE Complete, 35 MPH Speed Zone on Stratford Road, Free Dump and Landfill Hours, a 25% Match for the Hazardous Waste Disposal, Personnel -Road District No. 2 Truck Driver. The Commissioners signed the contract with Don's Equipment, Inc. for a Public Works Fuel Management System. The Commissioners held a Public Hearing and a motion was made by Commissioner Moore, seconded by Commissioner Snead that Resolution Number 2001 -178 -CC authorizing an appropriation and expenditure of funds in the Current Expense fund #001, Disability Board Department #113 in the amount of $625 be passed. The motion carried. A motion was made by Commissioner Snead, seconded by Commissioner Moore that Resolution Number 2001 -179 -CC in the matter of approving an amendment to the Unified Development Code regarding the allowance and location of Accessory Uses located on a parcel of Ground within the unincorporated areas of Grant County prior to the location of the primary use be passed. The motion carried. /y ;mak A motion was made by Commissioner Snead, seconded by Commissioner Moore that Resolution Number 2001 -180 -CC allowing Sandra McMichael to be designated to provide the services of a County Designated Mental Health Professional be passed. The motion carried. �,l A motion was made by Commissioner Snead, seconded by Commissioner Moore that Resolution Number 2001 -181 -CC approving a $50,000 loan to Samaritan Hospital Foundation from SIP funds be passed. The motion carried. 3x A motion was made by Commissioner Moore, seconded by Commissioner Allison that Resolution Number 2001 -182 -CC creating County Road Improvement District 200 1 -1 be passed. The motion carried. j4v5o jhe Commissioners held a Public Hearing and a motion was made by Commissioner Moore, seconded by Commissioner Snead that Resolution Number 2001 -183 -CC in the matter of vacating portions of certain County Roads and Rights -of -Way in the Resurvey of and Addition to Trinidad, Book 1, Page 61 of Plats, records of the Grant County Auditor be passed. The motion carried. /'/,'0"o0 The Commissioners held a Public Hearing regarding the 2002 CDBG Public Service Grant application of North Columbia Community Action Council. Mr. Ken Sterner of North Columbia Community Action Council was in attendance and provided copies of the Public Hearing Handout in both English and Spanish. There was no other public in attendance. A motion was made by Commissioner Snead, seconded by Commissioner Moore to approve the grant application. The motion carried. 141 )0? The Commissioners set a Public Meeting for November 27 at 3:00 p.m. regarding a re -plat request of lots 326 and 327 in Desert Aire #1 by Mathew and Kim Gosney. ,. y The Commissioners set a Public Meeting for December 3, at 2:30 p.m. regarding the Reasonable Use Exemption request to establish residential development rights on a 3.88 -acre site, made up of two parcels in the rural Residential -1 Zone requested by David and Juanita Niesinger. The Commissioners set a Public Meeting for December 4, 2001 at 2:00 p.m. regarding a minor rezone of a 6.2 -acre parcel from Public Facility to Urban Light Industrial requested by William Perdue.
