Allison. All of the Commissioners were in attendance with the Clerk of the Board. The Commissioners read and approved the minutes of the preceding session as written. The Commissioners approved the special occasion liquor license requested by the Moses Lake Elks Lodge for the Ducks Unlimited Auction/Banquet on September 15, 2001. The Commissioners received a Claim for Damages from the Robert J Stewart Family. The matter was referred to the Prosecuting Attorney for handling. The Commissioners approved the starting salary for Nelly D. Tormozov of the District Court Department at $20.00 per hour as a Russian Interpreter. , > The Commissioners approved the Request for Transfer of Funds in the Juvenile Probation Department budget in the amount of $585 to replace a microwave. Chairman Allison was authorized to sign approval of the Special Occasion Liquor License for the Ducks Unlimited meeting on October 6 in Royal City. �I I I 1` The Commissioners received a Claim for Damages from Mark and Holly Rager. The matter was referred to the Prosecuting Attorney for handling. y t, i i -; The Commissioners approved the request by the Maintenance Department for an additional $100 per month for a route incentive for staff working in the Moses Lake GCCS building. lg.�11C- The Commissioners approved out of State travel for prevention specialist Wendy Hanover of Grant County PARC to attend the National Mentor Conference in California. =: The Commissioners were notified that William L. Varney would serve on the Grant County Reserve Officer Board of Trustees, with his Chief Deputy Margaret Dawson as an alternate. s n The Commissioners were notified that the Grant County Sheriff's Reserves elected Reserve Officer Scott Allsbrook to serve on the Grant County Reserve Officer Board of Trustees. As of this date the Board by a majority vote does approve for payment those vouchers filed in the Auditors Office 9/10/01 in the total amount of $698,853.38. /�"-- The Commissioners appointed Jim Fleming to a two-year term on the Horticultural Pest and Disease Control Board. <( The Commissioners set a Public Meeting for October 1, 2001 at 2:30 p.m. regarding the John and Patricia Heffner Reasonable Use Exception request. (y -;o,.,LThe Commissioners set a Public Meeting for October 8, 2001 at 1:30 p.m. regarding the Larry and Preta Laughlin request to amend the Unified Development Code regarding Water Ski Lakes. .1')/,)The Commissioners held a Public Hearing regarding the proposed emergency appropriation in the Current Expense Fund #001, Misc. General Government # 125 in the amount of $50,000. As there was no further business to come before the Board the session was continued until September 11, 2001. September H, 2001 The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board. : 2�' The Commissioners met with representative of the Port of Moses Lake, and Curtis L. Christensen. A motion was made by Commissioner Moore, seconded by Commissioner Snead that Resolution Number 2001- 145 -CC approving the issuance of revenue refunding bonds of the Port of Moses Lake Public Corporation pursuant to the resolution authorizing the same be passed. The motion carried. The Commissioners met with the Public Works Director regarding Resolution of Intent-C.R.I.D. 12.8 NW Road, Interlocal Agreement - Whitman County and Grant County, Landfill Status, Personnel -Service Award, Sunland Estates -Petition to abandon. The Commissioners signed the Public Works Claims Fund Voucher approval #8 -1 -through #8-188 in the total amount of $1,467,067.57. The Commissioners signed the Hold Harmless/Indemnification Clause, recognizing property owner's interests while not placing unacceptable liability on Grant County with Michael T. Ratigan. - � SI,A7 A motion was made by Commissioner Snead, seconded by Commissioner Moore that Resolution Number 2001 -146 -CC a Resolution; of Intent in the matter of establishing a County Road Improvement District inthe North %z of Section 33, Township 21 North, Range 26 East of the W.M. be passed. The motion carried. The Commissioners met in Executive Session regarding DOE litigation. The Commissioners approved the costs associated with Judge Antosz's attendance at Judicial college. / . ;'The Commissioners approved the salary increase of Linda L. Southwell of the Juvenile Probation Department to $2,920 per month. A motion was made by Commissioner Moore, seconded by Commissioner Snead that Resolution Number 2001 -147 -CC relating to the transfer within an existing County Petty Cash/Revolving Fund of the Mental Health Fund #408 be passed. The motion carried. A motion was made by Commissioner Moore, seconded by Commissioner Snead that Resolution Number 2001 -148 -CC authorizing an appropriation and expenditure of funds for the Current Expense Fund #001, Misc. General Government #125 in the amount of $50,000 be passed. The motion carried. The Commissioners held a Public Hearing regarding the Preliminary Plat application of David, Karel and Melinda Murphy for Murphy Estates, a subdivision on 57.55 acres in the Rural Residential -1 zone into 10 lots, located in a portion of the South half of the Northeast quarter of Section 18, Township 20 North, Range 24 E., Willamette Meridian. After taking testimony a motion was made by Commissioner Moore, seconded by Commissioner Snead to approve with Staff to provide findings and conditions. The motion carried. Chairman Allison was authorized to sign the GIS Consulting Contract with CanMap Systems. /r/.>/?w'Fhe Commissioners held a continuation of the appeal of the Grant County Planning Department Notice of Decision on the James and Dorothy Weitzel, Discretionary Use Permit, File No. 01-3050. The Hearing was continued at 3:30 p.m. Chairman Allison reminded those in attendance that the Public Comment period was closed. He recapped the action taken at the hearing. After due consideration a motion was made by Commissioner Snead, seconded by Commissioner Allison to uphold the Planning Department decision and allow this project to move forward. The motion carried. As there was no further business to come before the Board the session was continued until 7:00 p.m. September 11, 2001 The session was continued at 7:00 p.m. with all of the Commissioners in attendance. The Commissioners held a Public Hearing on the Columbia Basin GWMA Plan. This hearing, conducted jointly with the Washington State Department of Ecology was called to order at 7:00 p.m. by Chairman LeRoy C. Allison. He read provided information into the record, including response from all of the conservation districts and most of the municipalities in the 3 County area. Kirk Cook of the Department of Ecology stated that this Hearing was in accordance with the Public Hearing requirements; he also spoke in favor of the plan, and indicated that he was speaking for several state agencies. Feels that continued support can be expected from the State. Paul Stoker gave a presentation explaining the purpose of the Ground Water Management Area which allows people in the area to discuss and work on solving problems regarding nitrates in the water. A motion was made by Commissioner Moore, seconded by Commissioner Snead to submit the amended draft plan to the Department of Ecology. The motion carried. As there was no further business to come before the Board the session was continued until September 12, 2001. September 12, 2001 The session was continued at 1:00 p.m. with all of the Commissioners in attendance with the Clerk of the Board. i` 1,67 A motion was made by Commissioner Moore, seconded by Commissioner Snead that Resolution Number 2001 -149 -CC condemning the terrorist attack on the United States, and supporting the President of the United States as he works to find the perpetrators and bring them to justice be passed. The motion carried. As there was no further business to come before the Board the session was adjourned until September 17, 2001.
