Week of July 30, 2001
The Grant County Commissioners session was called to order at 9:00
a.m. with all of the Commissioners in attendance with the Clerk of the
Board.
The Commissioners read and approved the minutes of the preceding
session as written.
/:233 The Commissioners met in executive session regarding the Pacific
Northwest Sugar Company.LLC in Moses Lake. Commissioner Moore was
not in attendance.
/// �9Z4,/fhe Commissioners signed approval of the Special Occasion Liquor
License for the Columbia Basin Rodeo Association.
/y_z4-'3 The Commissioners approved the starting salary of Robert C. Church
of the Grant County Sheriffs Office at $2219.55 per month effective July
18, 2001.
The Commissioners approved the starting salary of James E.
Anderson of the Grant County Sheriffs Office at $2219.55 per month
effective July 16, 2001.
The Commissioners approved the salary increase of 3 percent for
Marlene Price of the Cooperative Extension Office as an administrative
exempt employee.
/7-93/The Commissioners approved the salary increase of Angie Clark to
$52,000 per year effective June 1, 2001.
i�/� yThe Commissioners received the resignation of Jennifer Gilliland
from the Grant County Tourism Commission.
I-zl V�60 The Commissioners signed the Request for Transfer of funds in the
County Clerks budget in the amount of $1,000.
/-�0/�,LThe Commissioners approved out of State travel for Diana Wavra of
the Juvenile Probation Department to travel to Minnesota as a presenter at
the American Probation and Parole Association annual convention.
The Commissioners signed a Contract for Bookkeeping Services with
Mark Hallberg for providing bookkeeping services for the Grant County
Fair.
As of this date the Board by a majority vote does approve for payment
those vouchers included in the list filed in the Auditors Office 7/31 /01.
�f`j,3 The Commissioners were notified by the Treasurer that Susie Mora
would be moving into the Deputy Treasurer III position effective August 1,
2001 due to the retirement of Pat Gordon.
The Commissioners received a Notice of Claim from Bob Stewart for
John E. Stewart. The matter was referred to the Prosecuting Attorney for
handling.
_'0,17 The Commissioners held a Public Meeting regarding the Bruce and
Michelle Mathews reasonable use exception matter. A motion was made by
Commissioner Snead, seconded by Commissioner Moore that Resolution
Number 2001 -121 -CC upholding the Planning Commission
recommendation for approval, with findings and conclusions as presented by
the Planning Department be passed. The motion carried.
The Commissioners held a Public Meeting regarding the Billy and
Deenta Bangs reasonable use exception matter. A motion was made by
Commissioner Moore, seconded by Commissioner Snead that Resolution
Number 2001 -122 -CC upholding the Planning Commission
recommendation for approval, with findings and conclusions as presented by
the Planning Department be passed. The motion carried.
As there was no further business to come before the Board the session
was continued until July 31, 2001.
July 31, 2001
The session was continued at 9:00 a.m. with all of the Commissioners
in attendance with the Clerk of the Board.
The Commissioners met with Public Works regarding 11:00 a.m.-
Vacation Hearing -Road ROW in Trinidad, 11:30 a.m-Hearing-Six Year
Transportation Plan, Resolution -Initiating CRP Numbers, KULE Radio
Interference Issue, S.I.P. Funding Application -Chanute Street, Personnel-
Temp.Foreman, IMS Financial Software, Fairgrounds -Auction, Solid Waste
Issues-Fencing-Parametrix-Free Disposal.
/y The Commissioners signed the Public Works Claims Fund Voucher
Approval #7-1 through #7-2 in the total amount of $23,156.82.
The Commissioners signed the Public Works Payroll Journal for the
month of July in the total amount of $303,939.27.
idg yS 1 The Commissioners held a continuation of the Public Hearing on the
Trinidad Road vacation request. A motion was made by Commissioner
Moore, seconded by Commissioner Allison that Resolution Number 2001-
123 -CC in the matter of vacating portions of certain County roads and
rights-of-way in the Trinidad area be passed. The motion carried.
_ A motion was made by Commissioner Moore, seconded by
Commissioner Allison that Resolution Number 2001 -124 -CC in the matter
of initiating county road projects and assigning CRP numbers be passed.
The motion carried.
��J 3 The Commissioners held a continuation of the Public Hearing on the
six-year road program. A motion was made by Commissioner Moore,
seconded by Commissioner Allison that Resolution Number 2001 -125 -CC
in the matter of adopting a comprehensive six-year transportation
improvement program for the years 2002-2007 be passed. The motion
carried.
1��Z4 f� The Commissioners approved the starting salary of Raymond E.
Boyston of the Juvenile Probation Department at $908.40 per month
effective June 26, 2001.
Chairman Allison was authorized to sign the Internet Agreement with
iVisitorCenter.com.Inc. for Tourism services.
�. The Commissioners held a Public Meeting regarding the Mullett and
Sons Replat application and SEPA checklist. A motion was made by
Commissioner Moore, seconded by Commissioner Allison that Resolution
Number 2001 -126 -CC in the matter of creating two lots from Lot 10 of
Crook Estates requested by Muffet and Sons with findings and conditions as
provided by the Planning Department be passed. The motion carried.
)1j,,iA motion was made by Commissioner Snead, seconded by
Commissioner Moore that Resolution Number 2001 -127 -CC approving the
action of the State of Washington Economic Development Finance
Authority and the issuance of non-recourse revenue bonds to finance an
economic development facility for Smith Brothers Farms,Inc. be passed.
The motion carried.
%` •gib The Commissioners approved the request for a salary increase for
Larry Howall of the Maintenance Department to $1818.60, effective July 1,
2001.
ru,1j�stiThe Commissioners signed the July payroll warrants list 9124992
through #125626.
As there was no further business to come before the Board the session
was adjourned until August 6, 2001.
