Allison. All of the Commissioners were in attendance with the Clerk of the Board. The Commissioners read and approved the minutes of the preceding session as written. The Commissioners approved the salary increase of Corrections Office Jeff Wentworth of the Sheriff s Office to $2,480.68 per month. �jgThe Commissioners approved the salary increase of Jail Clerk Merrilyn Ferebee of the Sheriff's Office to $2,154 per month. /,04 -,.>The Commissioners approved the salary increase of Deputy John Wallace of the Sheriff s Office to $2,900.34. The Commissioners approved the salary increase of Control Room Operator Muriel Hardebeck of the Sheriff s Office to $2,154 per month. /-�,,O ,The Commissioners approved the starting salary of Tamara Cardwell of the Superior Court Department as a CASA/GAL Coordinator at 90 percent of the salary for this position. 14,'�Xo3 Chairman Allison was authorized to sign the Notice of Separation of Kirsten Rukke of the Grant County PARC. The Commissioners held a Public Hearing and a motion was made by Commissioner Moore, seconded by Commissioner Snead that Resolution Number 2001 -95 -CC relating to a supplemental extension in the 2001 budget of the Emergency Services fund #102, Department 4144 in the amount of $9,300 be passed. The motion carried. ly,1The Commissioners held a Public Hearing regarding readopting the Interim Development Regulations for the Desert Aire Rural Village as identified in the Comprehensive Plan. A motion was made by Commissioner Moore, seconded by Commissioner Snead that Ordinance Number 2001 -96 -CC relating to the extension and adoption of Interim Official Controls for the Desert Aire Rural Village as identified in the Grant County Unified Development Code, allowing limited development to occur in the Rural Village Residential 1(RVR1) and the Rural Village Residential 2(RVR2) areas as identified and recommended by the Desert Aire Advisory Committee; and the Temporary Suspension of acceptance of development permits in the area not identified as RVR1 and RVR2 by the Desert Aire Advisory Committee; and rescinding Ordinance #00 -136 -CC, be passed. The motion carried. /4{�o (-As of this date the Board by a majority vote does approve for payment those vouchers filed in the Auditors Office 6/25/01 in the total amount of $248,460.66. y yJ� The Commissioners signed approval of the Request for Transfer of funds in the Capital Outlay and Other Department #141 in the amount of $1,200 for telephones. The Commissioners approved the starting salary of Tammera J. Roloff of the Juvenile Probation Department at $1,816.80 per month effective June 15, 2001. The Commissioners approved the starting salary of Rowdy G. Yates of the Juvenile Probation Department at $1,816.80 per month effective June 18, 2001. 111',3416 The Commissioners approved the request by the Building Department Director Dave Nelson to consider the position held by Rosetta J. Grubb as supervisory, and to adjust her salary to reflect the 3 percent increase. 1 y)1/ The Commissioners approved the salary increase of Camille De Vantier of the Prosecuting Attorney's Office to 100 percent of a secretary II position effective July 1, 2001. /,�Z,g//,The Commissioners approved the salary increase of Keri Sonnabend of the Prosecuting Attorney's Office to 100 percent of a secretary III position effective July 1, 2001. The Commissioners approved the salary increase of Jean Adamson of the Prosecuting Attorney's Office to 100 percent of a secretary III position effective July 1, 2001. / The Commissioners held a Public Hearing regarding the Reasonable Use Exception requested by Mark Bergman to allow the development of a one-half acre parcel in the Recreation Development Zone of Grant County. A motion was made by Commissioner Moore, seconded by Commissioner Snead that Resolution Number 2001 -97 -CC upholding the Planning Commission recommendation for approval with findings and conditions as provided be passed. The motion carried. /,�;///-The Commissioners held a Public Hearing regarding the Reasonable Use Exception request by Jon Bergman to allow the development of a one half acre parcel in the Recreation Development Zone of Grant County. A motion was made by Commissioner Moore, seconded by Commissioner Snead that Resolution Number 2001 -98 -CC upholding the Planning Commission recommendation for approval with findings and conditions as provided be passed. The motion carried. As there was no further business to come before the Board the session was continued until June 26, 2001. June 26, 2001 The Commissioners session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board. The Commissioners met with the Public Works Director regarding Intergovernmental Cooperation Agreement -Whitman County, Initiating of CRP No. 01 -25 -7 -NW Road, Execution of Reimbursable Work -City of Grand Coulee, Notice of Hearing -Speed Limit Ordinance, Six Year Transportation Plan- (Draft Copy). o A motion was made by Commissioner Snead, seconded by Commissioner Moore that Resolution Number 2001 -99 -CC in the matter of initiating County Road Project designated as CRP No. 0 1 -25 be passed. The motion carried. A motion was made by Commissioner Snead, seconded by Commissioner Moore that Resolution Number 2001 -100 -CC setting a Public Hearing for July 17, 2001 at 11:00 a.m. in the matter of modifying certain sections of Chapter 11.04 of the Grant County Code entitled "Maximum Speed Limits" be passed. The motion carried. The Commissioners signed a Request for Reimbursable Work with the City of Grand Coulee. Chairman Allison was authorized to sign the Notice of Separation of Jenna C. Yedinak of the District Court Department. The Commissioners approved the starting salary for Kerri Spurbeck of the District Court Department at $1,847 per month effective June 25, 2001. i> Y?,� I The Commissioners approved the appointment of 011ie Click, Bonnie Rea, Mary Harrington and Bill West to positions on the Grant County Fair Association. The Commissioners held a Request for Proposals opening regarding electronic maintenance for the Justice Center. A motion was made by Commissioner Snead, seconded by Commissioner Moore to refer the bids to Vern Cummings and Pete McMahon for their review and recommendation. The motion carried. The Commissioners held a Public Meeting regarding the Reasonable Use Exemption request from Richard Larsen to allow the development of a 2.06 -acre parcel in the Agriculture Zone of Grant County. After consideration a motion was made by Commissioner Snead, seconded by Commissioner Moore to uphold the Planning Commission denial with findings of fact as provided by the Planning Department. The motion carried. A motion was made by Commissioner Snead, seconded by Commissioner Moore that Resolution Number 2001 -101 -CC regarding the distribution of the PUD Privilege Tax be passed. The motion carried. /5 A motion was made by Commissioner Moore, seconded by Commissioner Snead that a hearing be set declaring fixtures on County property be sold as surplus. The motion carried. The Commissioners held a Public Meeting regarding the Preliminary Plat application from D/J Land and Cattle Company for Sunset Acres #3, a fourteen lot clustered subdivision on approximately 71.6 acres in the Rural Residential -One Zone. After due consideration a motion was made by Commissioner Snead, seconded by Commissioner Moore that Resolution Number 2001 -102 -CC upholding the recommendation of the Planning Commission and approving Sunset Acres #3 Preliminary Plat be passed. The motion carried. Chairman Allison was authorized to sign the County Program Agreement for Domestic Violence Shelter Services with the Department of Social and Health Services for the term of July 1, 2001 through June 30, 2002. /.'a yThe Commissioners signed the Intergovernmental Cooperation Agreement between Grant County and Whitman County. /-';y,_;�yThe Commissioners signed the Public Works Payroll Journal in the total amount of $303,512.70. The Commissioners signed the Public Works Claims Fund Voucher approval #06-1 through #06-8 in the total amount of $86,218.82.
