All of the Commissioners were in attendance with the Clerk of the Board. The Commissioners read and approved the minutes of the preceding session as written. -/,----The Commissioners approved the request by the County Clerk for a salary increase to 100% of Deputy Clerk I wage for Sandra Muder. ,,,The Commissioners approved the request by the County Clerk for a salary increase to $2,510 per month for Barb Smith as the Financial Collector. fit:,.,,. i -r The Commissioners approved the Request for Transfer of Funds in the amount of $14,000 from Capital Outlay to Small Tools and Minor Equipment for the Grant County Fair. ��,4,� /4' The Commissioners signed the Professional Services Agreement with Paul Stoker & Associates for a Coordinator and Facilitator Consultant for the Columbia Basin Ground Water Management Area. ; 1 The Commissioners approved the request by the Sheriff s Office for a budget extension in the amount of $9,628.06 to accommodate a contract recently agreed upon between the Sheriff's Office and Washington State Park and Recreation. The Commissioners signed a Professional Services Agreement with S.C. Communications for Public Information and Communications Consultant on the Columbia Basin Ground Water Management Area Project. As of this date the Board by a majority vote does approve for payment those vouchers included in the list filed in the Auditors Office in the total amount of $744,735.89. ,i.Chairman Allison was authorized to sign the Special Occasion Liquor License for the Desert Aire Mens Club Golf. A motion was made by Commissioner Moore, seconded by Commissioner Snead that Resolution Number 2001 -72 -CC regarding the Coordinator and Facilitator Consultant for the Columbia Basin Ground Water Management Area be passed. The motion carried. motion was made by Commissioner Moore, seconded by Commissioner Snead that Resolution Number 2001 -73 -CC regarding the creation of the Ground Water Management Areas Administrative Board be passed. The motion carried. A motion was made by Commissioner Moore, seconded by Commissioner Snead that Resolution Number 2001 -74 -CC regarding the Ground Water Management Areas Drinking Water Sampling Program be passed. The motion carried. „ _ A motion was made by Commissioner Snead, seconded by Commissioner Moore that Resolution Number 2001 -75 -CC setting a Public Hearing for June 11, 2001 at 1:00 p.m, relating to the facts requiring an appropriation and expenditure of funds for the Fair Fund 9116, Department 4158 in the amount of $56,000 be passed. The motion carried. /_'/'-,,Y/ / A motion was made by Commissioner Snead, seconded by Commissioner Moore that Resolution Number 2001 -76 -CC setting a Public Hearing for June 11, 2001 at 1:00 p.m. relating to the facts requiring an appropriation and expenditure of funds for the Developmental Disabilities Fund 4402, Department #176 in the amount of $113,580 be passed. The motion carried. A motion was made by Commissioners Snead, seconded by Commissioner Moore that Resolution Number 2001 -77 -CC setting a Public Hearing for June 11, 2001 at 1:00 p.m. relating to the facts requiring an appropriation and expenditure of funds for the Current Expense Fund #001, Operating Transfers -Out Department #142 in the amount of $31,000 be passed. The motion carried. A Public Hearing was held and a motion was made by Commissioner Snead, seconded by Commissioner Moore that Resolution Number 2001 -78 - CC authorizing an appropriation and expenditure of funds for the Current Expense Fund #001, Elections Department #108 in the amount of $37,052 be passed. The motion carried. As there was no further business to come before the Board the session was continued until May 22, 2001. May 22, 2001 The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board. The Commissioners met with the Public Works Director regarding Bid Opening -10:30 a.m. for 8 -SE Road, Public Hearing at 11:00 a.m., Trinidad Vacation, Personnel -District 43, 25 -SW & S -SW Contract Execution. i The Commissioners signed a Contract with Tommer Construction Company, Inc. in the amount of $307,003.23 for Road 25 -SW project. The Commissioners held a bid opening for Road 8 -SE. A motion was made by Commissioner Snead, seconded by Commissioner Moore to refer the bids to Public works for their review and recommendation. The motion carried. The Commissioners held a Public Hearing on the requested road vacation in the Trinidad Area. Testimony was heard from those both in favor and opposed to the vacation. A motion was made by Commissioner Snead, seconded by Commissioner Allison to continue the hearing until 11:00 a.m., May 291h to consult with legal council. The motion carried. 1., The Commissioners approved the request by the Sheriff's Office for the salary increase of Deputy Mike Crowder to $3,418.37 per month. The Commissioners approved the request by the Sheriff's Office for the salary increase of Records Clerk Kris Trowbridge to $1,938.60 per month. The Commissioners approved the request by the Sheriff's Office for the salary increase of Deputy Keith Siebert to $3,418.37 per month. /,,/ —,G,,/( -The Commissioners approved out of state travel for Gail Davis to attend the TASH Annual Conference in California. The Commissioners approved the request by the District Court Office for the salary of Enedina Garcia as a Spanish interpreter at the rate of $20.00 per hour on an as needed basis. / r • , h' The Commissioners approved the starting salary of Joy M. Huesties of the Juvenile Probation Department at $1,816.80 per month effective May 15, 2001. :... y The Commissioners approved the recommendation of the Public Works Director and awarded the contract for the 8 -SE Road project to Hilmes Construction, Inc. in the amount of $399,539.00. -� The Commissioners continued the Public Hearing on the proposed Ordinance amending the Grant County Code by the creation of a new chapter regarding public records. A motion was made by Commissioner Snead, seconded by Commissioner Allison that Ordinance Number 2001 -75 - CC amending the Grant County Code by the creation of a new chapter to be numbered as Chapter 2.72, relating to public records, defining terms, requiring the safe keeping of public records, and establishing procedures for granting and denying access to public records by the general public, and other matters properly relating thereto be passed. The motion carried. As there was no further business to come before the Board the session was adjourned until May 29, 2001.
