All of the Commissioners were in attendance with the Clerk of the Board. The Commissioners read and approved the minutes of the preceding session as written. TEe Commissioners approved the request by the Juvenile Probation Department for refrigerator/freezer shelving and carpeting in the total amount of $2300. ' he Commissioners signed the Contract amendment with Washington Dental Services, :, As of this date the Board by a majority vote does approve for payment those vouchers included in the list filed in the Auditors Office 4/16/2001 in the total amount of $713,217.32. The Commissioners approved the salary increase of Susan Ramaker of the Treasurers Office to $2,228 per month. The Commissioners approved the salary increase of Ken Holloway of the Treasurers Office to $2,624 per month. The Commissioners approved the salary increase of Tammy Allen of the Auditors Office to $9.00 per hour effective April 1, 2001. The Commissioners held a Public Hearing regarding a proposed Ordinance relating to the Grant County Comprehensive Plan and Unified Development Code. A motion was made by Commissioner Snead, seconded by Commissioner Moore that Ordinance Number 2001 -56 -CC relating to the Grant County Comprehensive Plan and Unified Development Code in accordance with the Washington State Growth Management Act; adopting Technical Corrections to the Port of Moses Lake Land Use Designation and Grant County International Airport zoning designation be passed. The motion carried. The Commissioners held a Public Meeting regarding a reasonable use exemption requested by Misael Alvarado. A motion was made by Commissioner Moore, seconded by Commissioner Snead that Resolution Number 2001 -57 -CC in the matter of approving a reasonable use exemption for one parcel approximately 2.22 acres in size. Subject site is located on lot #5 of L -J Acres, in a portion of Section 11, Township 19 North, Range 28 East, W.M. be passed. The motion carried. The Commissioners met in executive session with legal counsel relating to potential for litigation and process to site/permit diesel generators. As there was no further business to come before the Board the session was continued until April 17, 2001. April 17, 2001 The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board. Commissioners met with the Interim Public Works Director regarding 10:30 a.m. Public Hearing for vacation request for S-SE/2.7-SE Roads, Bid Award -Bituminous Materials, Contract Award -Asphalt Hauling Services, Crack Sealing Services, Auctioneering Services, Solid Waste cell phone request, Cost Share -CRP Resolution for D -SW (10.4 -SW to end of road 0.15 miles south); Frank Martinez, Grant County Cities and Towns Resolution 01-01, CAMS computer software status -Cascade Software, Personnel. The Commissioners held a Public Hearing regarding a road vacation. A motion was made by Commissioner Moore, seconded by Commissioner Snead that Resolution Number 2001 -58 -CC in the matter of vacation a portion of road S-SE/2.7-SE lying southerly of the abandoned Chicago, Milwaukee, St. Paul & Pacific Railroad right of way, Road #22010, Milepost 0.00 (R -SE Rd.) to Milepost 1.36 (southerly right of way of the abandoned CMStP&P Railroad) and lying in Sections 17 and 18, Township 18 North, Range 30 East W.M., be passed. The motion carried. The Commissioners approved the request for out of State travel for Brian Reese of the Grant Mental Healthcare Office to travel to Idaho for the possible placement of a high need individual. A motion was made by Commissioner Snead, seconded by Commissioner Moore that Resolution Number 2001 -59 -CC in the matter of initiating County Road Project designated as CRP No. 0 1 -21 be passed. The motion carried. ,,IThe Commissioners approved the Public Works bid award recommendation for Bituminous Materials, with Item I and 3a to be awarded to KOCH Materials Company, Item 2 and 3 to Chevron Products Co. and Item 4 as required from each supplier (30 tons) @ $8-$8.50/ton. /y a_'W%The Commissioners approved the request for the Solid Waste Department to purchase 13 cell phones. 111,,t�57v The Commissioners approved the recommendation of the Public Works bid award recommendation for Auctioneering Services to Harold Mathers of Mathers Inc. with a bid of 8.33%. 'y,0'71 The Commissioners approved the Public Works bid award recommendation for Asphalt Hauling Services to Okanogan Seattle Transport at the bid rate of $0.0060/cwt/mile. Ff ).5��The Commissioners approved the recommendation of the Public Works Department and awarded the Crack Sealing Services to B.C.V.,Inc. in the amount of $574 per mile for a total cost of $44,944.20.
