Week of May 13, 2002
The Commissioners session was called to order at 9:00 a.m. by
Chairman Tim Snead. All of the Commissioners were in attendance with the
Clerk of the Board.
The Commissioners read and approved the minutes of the preceding
session as written.
iz{�. ji/ The Commissioners approved the salary increase of Sandy Muder of
the Clerks Office to $2,106.15 per month.
�,� Jif The Commissioners approved the request by Grant County PARC for
chairs in the amount of $840.84 from their small tools budget.
1X-V/3The Commissioners approved the request by Grant County Juvenile
Department for the purchase of protective shields in the amount of $760.00
from their small tools budget.
The Commissioners approved the salary increase of Corrections
Officer James Weaver of the Sheriff's Office to $2,711.24 per month.
/,r/'),,IisThe Commissioners appointed Sally Cassella to a position on the
Grant County PARC Advisory Board.
The Commissioners signed a Proclamation regarding the celebration
of the Columbia Basin Project's 50'h anniversary.
=� ,7 As of this date the Board by a majority vote does approve for payment
those vouchers filed in the Auditors Office 5/13/02 in the total amount of
$1,067,023.02.
The Commissioners held a Public Hearing regarding the proposed
code text amendments to Chapter 3.60 of the Grant County Code, the
Admissions Tax Ordinance. A motion was made by Commissioner Moore,
seconded by Commissioner Allison that Resolution Number 2002 -73 -CC,
Ordinance Number 2002 -73 -CC amending Chapter 3.60 of the Grant County
Code, and adding new sections thereto relating to non-taxable events be
passed. The motion carried.
The Commissioners held a continuation of the Public Hearing
regarding the Minor Zone Change of three, somewhat contiguous parcels
requested by Larry and Jan Hall. All of the Commissioners stated that they
had listened to the tape of the Planning Commission Hearing in order to
address the question at the hearing on April 30 regarding a possible mis-
representation in the Planning Commission minutes. A motion was made by
Commissioner Allison, seconded by Commissioner Moore that Resolution
Number 2002 -74 -CC approving the minor zone changes as follows, (1) A
6.8 -acre parcel currently zoned Urban Residential -2 to become Urban
Commercial -1, (2) A 12.66 -acre parcel currently zoned Public Facility to
become Urban Light Industrial, (3) Lots 2 & 3 of the Jan Marie Short Plat
currently zoned Urban Residential -4 and Urban Commercial -1 to become all
Urban Commercial -1 be passed. The motion carried.
As there was no further business to come before the Board the session
was continued until May 14, 2002.
May 14, 2002
The session was continued at 9:00 a.m. with all of the Commissioners
in attendance with the Clerk of the Board.
The Commissioners met with the Public Works Director regarding the
Easement -Port of Royal Slope, Execution of Contracts -6.5/M.5/6 -SW
Roads, Request for Consultant Services-BBCC Campus Parkway, Speed
Limit Petition -10 -NW Road (east of Rd. H), Six Year Program, 12.8 CRD
Update, Irrigation System, 6-NE(first shot starting Wednesday), Visa Card.
psi?' The Commissioners signed an easement to the Port of Royal Slope for
the location and establishment of a potable water line and fire hydrant, to
maintain a Class A water system.
The Commissioners signed a Contract with Selland Construction, Inc.
for CRP 01-31, Adams Rd. to C -SW Road.
/-�/ ,The Commissioners signed the Request for Architectural &
Landscape Consultant Services. Qualification packages are due by May 28,
2002 at 5:00 p.m.
;,/CThe Commissioners received information on the Landfill status and
2002 County road projects.
The Commissioners approved the starting salary of Kristy L. Sanchez
of Grant County PARC at $7.00 per hour.
ji/The Commissioners approved the salary increase of Cecilia Garza to
$3,084.20 per month as the Treatment Supervisor at Grant County PARC.
y_1Z)kThe Commissioners approved the request by the Sage -N -Sun Festival
for the use of the Courthouse Lawn, bathrooms and parking lots during the
festival weekend.
zJThe Commissioners approved the Public Works Claims Fund Voucher
Approval #4-1 through #4-169 in the total amount of $1,877,178.27.
The Commissioners held a Public Hearing regarding the adoption of
Interim RAID Boundaries in the Rural Communities, Agriculture Service
Center, Recreational Development, Rural Village, Shoreline Development 1,
Shoreline Development 2, Shoreline Development 3, Shoreline
Development 4, Rural General Commercial, Rural Neighborhood
Commercial, Rural Freeway Commercial, Rural Recreational Commercial,
Rural Light Industrial, and Rural Heavy Industrial zoning districts. After
taking testimony from various persons a motion was made by Commissioner
Moore, seconded by Commissioner Allison to continue the hearing to May
22, at 1:00 p.m. The motion carried.
As there was no further business to come before the Board the session
was continued until May 15, 2002.
May 15, 2002
The session was continued at 10:00 a.m. with all of the
Commissioners in attendance with the Clerk of the Board.
'`�"' MThe Commissioners met with the Grant County Housing Authority
and North Columbia Community Action Council regarding House Bill 2060
regarding a $10.00 surcharge on filings.
/y' APThe Commissioners received a copy of Grant County Finance
Committee Resolution No. 2002-2 adopting an amended policy for
investment of County funds.
As there was no further business to come before the Board the session
was adjourned until May 20, 2002.
