HomeMy WebLinkAboutCommissioners Proceedings - Commissioners - 20 (036)COMMISSIONERS' PROCEEDINGS Week of September 15, 2003 The Grant County Commissioners session was called to order at 9:00 a.m. by the Chair of the Board, Deborah Moore, with all the Commissioners in attendance with the Clerk of the Board. The Commissioners approved for distribution to Elected Officials and Department Heads the following Policy Memos: 03-07 — Revision, Expense Reimbursement Policy 02-02 and 03-08 — Revision, Sick Leave Donation Policy 02-05. The Chair of the Board was authorized to sign the Thomas Ellestad (Ellestad SP) Final Plat Submission and Review, File #03-3601. The Chair of the Board was authorized to sign the Kent and Amy Yamane (Yamane SP #1) Final Plat Submission and Review, File #02-3515. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amounts of $847,520.22 as recorded on a listing and made available to the Board. The Commissioners Allison and Snead approved the Special Occasion License Application 090080 of the Desert Aire Mens Club, Desert Aire, Washington, from the Washington State Liquor Control Board. The Commissioners approved the salary, wage, and/or position changes as recommended by Angie Clark, Human Resources Director, for Tami Zeigler, DCL — Home Care; Linda Miller, DCL — Home Care; Karen Maedke, DCL — Home Care; Krista Hunt, DCL Home Care; Brenda Cleis, DCL Home Care; Jaime Deleon, DCL Home Care; Cynthia Griffiths, DCL Home Care; and Lesa Plaisted, DCL — Supported Living. The Commissioners approved the request of Angie Clark, Director of Human Resources, to combine two part-time Admitting Assistant positions into one full-time position for Grant Mental Healthcare. The Commissioners approved the request of Sharon Kiehn, Executive Director, Grant Mental Healthcare, for a budget amendment for the New Hope Domestic Violence and Sexual Assault Service due to receipt of an increase in funding by state and federal grants for services to victims of domestic violence and sexual assault. The Commissioners signed the Contract for Personal Services, Land Use Hearing Examiner Pro Tent, between Grant County and Andrew L. Kottkamp. September 16, 2003 The Commissioners set a Public Hearing, pursuant to RCW 36.40.100, for October 6, 2003, at 2:30 p.m., Commissioners Hearing Room, Grant County Courthouse, Ephrata, regarding request for a supplemental extension in the 2003 budget for Developmental Disabilities Fund #125, Department #167, in the amount of $3,237. The Commissioners met with Derek Pohle, PE, Director/County Road Engineer, Public Works Department, regarding: Award Recommendation — District No. 1 and Bridge Crew Addition; Authorization to Call for Bids — Beverly -Burke Overlay; Public Works Auction- Equipment Detail; Point of Royal Slope and F -SW; Harris Road — Road Dist. #2; Jenson Short Plat. The Commissioners signed the Authorization to Call for Bids on Beverly -Burke Rd. SW Overlay, CRP 03-01. Bids opening date: September 20, 2003 at 1:30 p.m. A motion was made by Commissioner Snead, seconded by Commissioner Allison, that Resolution Number 03 -125A -CC, a resolution authorizing an appropriation and expenditure of funds for the following department/fund: Public Hearing, Sheriff's Department #114, Current Expense Fund #001, in the amount of $2,837, be passed. The motion carried. The Commissioners signed the State of Washington Invoice Voucher, Department of Community, Trade and Economic Development, CDBG Contract No. 03 64003 004, Payment Request #8 as certified by the North Columbia Community Action Council ("NCCAC). The Chair of the Board was authorized to sign the Washington State Department of Social and Health Services ("DSHS"), County Program Agreement 0363-33353, Real Choices Grant, bete cen Grant County and the DSHS which provides support services to enhance skills of persons with developmental disabilities and their families in the community. The contract was sent to DSH S to obtain further signatures. The Commissioners approved the request of Warren R. Swanson, Administrator, Juvenile Department, to fund computer replacements within the Cumulative Reserve fund. The Commissioners signed the Contract for technical GIS Services between Yakima County and Grant County. As there was no further business to come before the Board, the session was adjourned until September 22, 2003.
