Week of August 11, 2003
The Grant County Commissioners session was called to order at 9:00 a.m. with
Commissioners Allison and Snead in attendance with the Clerk of the Board. Commissioner
Moore was out of town and excused.
The Commissioners approved the minutes of the August 4, 2003, session.
The Commissioners signed the Public Works Claims Fund Voucher Approval No. 07-1
through No. 07-154 in the total amount of $1,784,859.57, as recorded on a listing and made
available to the Board.
As of this date, the Board, by a majority vote, does approve for payment those vouchers
certified by the auditing officer as required by RCW 42.24.080, and those expense
reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the
amount of $460,187.72, as recorded on a listing and made available to the Board.
August 12, 2003
The session was continued at 9:00 a.m. with Commissioners Allison and Snead in
attendance with the Clerk of the Board. Commissioner Moore was out of town and excused.
The Commissioners approved the recommendation of Derek Pohle, PE, Director/County
Road Engineer, Public Works Department, that Q Rd NW and Bridge #341, CRP 02-27, STPR-
J131(001) TA 2445 be awarded to North Central Construction, Inc., Moses Lake, Washington, in
the amount of $164,289,53.
As of this date the Board by a majority vote does approve for payment those vouchers as
presented by the Grant County Health District: Payroll, Payroll vouchers #1 — 5, and General
Fund Vouchers #6 — 86, in the amount of $175,101.75, as recorded on a listing and made
available to the Board.
August 13, 2003
The session was continued at 9:00 a.m. with Commissioners Moore and Allison in
attendance with the Clerk of the Board. Commissioner Snead was out of town and excused.
The Chair of the Board was authorized to sign the Final Plat Submission and Review for
Ralph and Josephine Bacon (Desert Aire No 1, Replat Number 9).
The Commissioners approved the salary, wage, and/or position change as recommended
by Angie Clark, Human Resources Director, for Maureen R. Deile, District Court;
The Commissioners approved the starting date of July 31, 2003 for Lucky M. Atkins,
Juvenile Department; August 1, 2003 for Kelly Lynn Desgrosellier, Juvenile Department; and
August 1, 2003 for Becky Myra Garcia, Juvenile Department.
The Commissioners approved for distribution to Elected Officials and Department Heads
Policy Memo 03-06 regarding Exempt Guidelines.
The Commissioners signed the State of Washington Department of Corrections and Grant
County Prevention and Recovery Center (PARC) Contract No. COCO5513, Amendment No. 2.
The contract was sent to PARC to obtain further signatures.
The Commissioners signed the State of Washington, Department of Community, Trade
and Economic Development Community Mobilization Contract M04-67003011 for Grant
County Prevention and Recovery Center. Contract is to provide funds for communities to reduce
the incidence of substance abuse and violence for youth and families. The contract was sent to
PARC to obtain further signatures.
As there was no further business to come before the Board, the session was adjourned
until August 18, 2003.
