HomeMy WebLinkAboutCommissioners Proceedings - Commissioners - 20 (022)COMMISSIONERS' PROCEEDINGS Week of June 2, 2003 The Grant County Commissioners session was called to order at 9:00 a.m. by the Chair of the Board, Deborah Moore, with all the Commissioners in attendance with the Clerk of the Board. The Commissioners approved the minutes of the May 27, 2003, session. A motion was made by Commissioner Snead, seconded by Commissioner Allison, that Resolution Number 03 -067 -CC, a resolution in support of the Boeing Company 7E7 Project, be passed. The motion carried. The Chair of the Board was authorized to sign the Wayne & Janet Wicks Final Plat Submission and Review, File #02-3477. The Chair of the Board was authorized to sign the Harry Yamamoto Final Plat Submission and Review, File #03-3547. Sharon Kiehn, Executive Director, Grant Mental Healthcare (the "Agency"), provided training to the Commissioners regarding the Failure Mode and Effects Analysis (FMEA) process and how the Agency is implementing the process to enhance a safe work environment and reduce risk of injury to employees and individuals served by the Agency. The Commissioners held a Closed Record Public Hearing regarding the Grant County Port District #1, c/o Sherry Harrington, Inland Inter -modal Industrial Park, Binding Site Plan Application #03-3543. A motion was made by Commissioner Snead, seconded by Commissioner Allison, to uphold the Planning Commission's recommendation and approve Grant County Port District #1, c/o Sherry Harrington, Inland Inter -modal Industrial Park, Binding Site Plan creating 33 approximately 10 acre lots from 328 acres, with internal roads, a railroad loop, and water and sewer trunk lines, with the 13 Conditions of Approval and eight Findings of Fact. The motion carried. The Commissioners signed the Payroll Final Register for the month of May, 2003. A motion was made by Commissioner Allison, seconded by Commissioner Snead, that Resolution Number 03 -068 -CC, Resolution relating to a supplemental extension in the 2003 budget of the PARC Fund #115, Department #157, due to unanticipated state and/or federal funds, in the amount of $9,000. The motion carried. The Commissioners approved the salary, wage, and/or position change as recommended by Angie Clark, Human Resources Director, for: Keith Siebert, Sheriff's Office; Tom Jones, Sheriff s Office; Kevin Davis, Maintenance; and Trudy Black, Grant Mental Healthcare. The Commissioners approved the separation date of June 5, 2003, for Debbie Gonzalez, PARC and May 30, 2003, for Bobbie Moser, Prosecutor's Office. The Commissioners approved the starting date of June 1, 2003, for Brenda Gentry, Grant Mental Healthcare; May 28, 2003, for Michael E. White, Grant County Fair; and May 28, 2003, for Alice M. Larsen, Grant County Fair. The Chair of the Board was authorized to sign the State of Washington, Military Department Emergency Management Division, amendment to the Grant County Operations Contract #E03007 (E911 Operations Contract Amendment). The Commissioners received notice from Gary Ribail, President of the Grant County Fair Association, of the resignation of 011ie Click from the Grant County Fair Facilities Advisory Committee. Notice was also given that Keith Parkison was appointed to the Fair Facilities Advisory Committee to fill the term remaining upon the resignation of Bob Buys. The Commissioners authorized County legal representation for a Superior Court employee in the Gary Evans matter. The Commissioners authorized that a contribution in an amount up to $6,900 be made to the Hanford PILT (Local Governments working together to preserve Hanford Payments in Lieu of Taxes). The Chair of the Board was authorized to sign the 2003 DAYdrive Guide Contract between Grant County and DAYtours, Inc. June 3, 2003 The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board. The Chair of the Board was authorized to sign the Daniel Dietrich, White's Addition to Lakeview Country Club Phase 4, replat #1 Final Plat Submission and Review, File #02-3403. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of $759,958.74, as recorded on a listing and made available to the Board. The Commissioners met with Derek Pohle, PE, Director/County Road Engineer, Public Works Department, regarding the following: Execution of Contracts — 2003 Re -Striping Program; 2:00 p.m. Bid Opening — 20 Portable Litter Control Fence; Arnold Drive; GCPWD Short Plat; Drop Box Theft/Audit Finding/ SW Delinquent Accounts. The Commissioners signed the Contract between Grant County and Stripe Rite hic., Auburn, Washington, to improve and complete Re -Striping Program 2003. The Commissioners held a Bid Opening on 20 — Portable Litter Control Fence. A motion was made by Commissioner Snead, seconded by Commissioner Allison, to refer the bids to Public Works for their review and recommendation. The motion carried. June 4, 2003 The session was continued at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board. The Chair of the Board was authorized to sign the Grant County Fairgrounds Services and Equipment Contract for the 2003 Grant County Fair Entertainment Contract #03-03 ENT between Grant County, by and through the Grant County Fair Association, and Ford Audio Service, Burbank, Washington. The Commissioners met with Nancy Warner, Nature Conservancy, and toured the Beezley Hills and McCarney Creek Preserve. The Commissioners approved the Request for an Emergency Purchase of a Heating and Air Conditioning Unit for the Grant County Work Release facility. The Commissioners approved the Tri -Party Agreement between Grant County, Town of Mattawa, and Mattawa Housing Associates Limited Partnership.
