COMMISSIONERS' PROCEEDINGS
Week of May 12, 2003
The Grant County Commissioners session was called to order at 9:00 a.m. by the Chair of
the Board, Deborah Moore, with all the Commissioners in attendance with the Clerk of the
Board.
The Commissioners approved the minutes of the May 5, 2003, session.
The Commissioners held a Closed Record Public Hearing regarding the Faucher Land
Investments, LLC, Westridge Preliminary Plat Application #02-3524 A motion was made by
Commissioner Snead, seconded by Commissioner Allison, to include the subdivision of 165±
acres into 33 lots and two open space tracts, in the Rural Residential -1 zone, with the 12
Conditions of Approval and seven Findings of Facts. Motion carried.
As of this date the Board by a majority vote does approve for payment those vouchers
audited and certified by the auditing officer as required by RCW 42.24.080, and those expense
reimbursement claims certified as required by RCW 4 2.24.090, and have been recorded on a
listing which has been made available to the Board in the amount of $1,892.21.
The Commissioners received the original Master Services Agreement — Contract
Amendment between Grant County and Rapidigm, Inc.
The Chair of the Board was authorized to sign the State of Washington Invoice Voucher,
Department of Community, Trade and Economic Development, CDBG Contract No. 03-64003-
004, Payment Request 44.
The Commissioners approved the salary/wage change as recommended by Angie Clark,
Human Resources Director, for: Brenda Cleis, DD Residential; Miranda Bridges; DD
Residential; Tina Gee, DD Residential; Linda Anderson, Grant County PARC.
The Commissioners approved the separation date of March 14,2003 for Vemica Mount,
DD Residential; April 28, 2003, for Rebecca Mulamba, DD Residential; and May 5, 2003, for
John Edmonson; Grant Mental Healthcare.

The session was continued at 9:00 a.m. with all of the Commissioners in attendance with
the Clerk of the Board.
As of this date the Board by a majority vote does approve for payment those vouchers
audited and certified by the auditing officer as required by RCW 42.24.080, and those expense
reimbursement c laims c ertified a s r equired b y RCW 4 2.24.090, a nd h ave b een recorded o n a
listing which has been made available to the Board in the amount of $1,266,788.90.
As of this date the Board by a majority vote does approve for payment those vouchers as
presented by the Grant County Health District: Payroll, Payroll vouchers #1 — 5, and General
Fund Vouchers #6 — 70, and have been recorded on a listing which has been made available to
the Board in the amount of $110,258.04.
The Commissioners reviewed and approved the request to purchase a lightweight power
point projector for Grant County PARC.
A motion was made by Commissioner Snead, seconded by Commissioner Moore, that
Resolution Number 2003 -056 -CC, a resolution fixing the boundaries for that portion of the
proposed Joint Park and Recreation District in the Grand Coulee Dam Area that lies within Grant
County and, other matter properly relating thereto, passed and adopted by the Board of County
Commissioners on May 6, 2003, be passed. The motion carried. Commissioner Allison was
absent from the May 6`h Public Hearing and did not vote.
The Commissioners met with Derek Pohle, Director/County Road Engineer, Public
Works Department, regarding the following: Cost Share Project Recommendation for 2003;
CRP's for Cost Share Projects; Q -NW Rd. Reconstruction — Local Agency Supplement; Award
Letter — Re -Striping Program; Speed Limit for Arnold.
A motion was made by Commissioner Snead, seconded by Commissioner Allison, that

The Commissioners approved the recommendation of Derek Pohle, Director/County
Road Engineer, Public Works Department, regarding the 2003 Re -Striping Program contract be
awarded to Stripe Rite, Inc., Auburn, Washington.
The Chair of the Board was authorized to sign the Washington State Department of
Transportation Local Agency Agreement Supplement, Grant County Public Works, Supplement
Number 1, Federal Aid Project Number STPR-J131(001), Agreement Number LA 5457, CFDA
No. 20.205, Q -NW Rd Reconstruction.
The Chair of the Board was authorized to sign the Gary Piercy Final Plat Submission and
Review, File #03-3554.
The Commissioners signed the Public Works Claims Fund Voucher Approval No. 04-1
through No. 04-165 in the total amount of $893,387.67.
The Commissioners set a Public Hearing for June 2, 2003, at 2:30 p.m., Commissioners
Hearing Room, Grant County Courthouse, Ephrata, regarding requests for supplemental/new
budget for PARC Fund #115, Department 157, in the amount of $9,000.
As there was no further business to come before the Board the session was adjourned
until May 19, 2003.
