HomeMy WebLinkAboutCommissioners Proceedings - Commissioners - 20 (013)COMMISSIONERS' PROCEEDINGS Week of March 31, 2003 The Grant County Commissioners session was called to order at 9:00 a.m, by the Chair of the Board, Deborah Moore, with Commissioner Allison in attendance with the Clerk of the Board. Commissioner Snead was attending a meeting out of town. The Commissioners approved the minutes for the week of March 24, 2003, session. The Commissioners approved the request from the Prosecutor's Office to purchase one laptop computer w/docking station and three computers with monitors. The Commissioners received a Claim for Damages from Sunshine Jimenez -Alexander. The matter was referred to the Prosecuting Attorney for handling. The Commissioners received a Claim for Damages from Jose Jimenez. The matter was referred to the Prosecuting Attorney for handling. The Commissioners appointed Mary Allen, Operation Manager of the Multi Agency Communications Center, as the E911 Coordinator for Grant County. The Commissioners approved the Grant County Equal Employment Opportunity Plan, effective April 1, 2003 through December 31, 2005. The Chair of the Board was authorized to sign approval of the Special Occasion License Application of the Desert Aire Mens Club, Desert Aire, Washington, from the Washington State Liquor Control Board. As there was no further business to come before the Board the session was continued until April 1, 2003. April 1, 2003 The session was continued at 9:00 a.m. Commissioners Moore and Allison in attendance with the Clerk of the Board. Commissioner Snead was attending a meeting out of town. The Commissioners signed the Payroll Final Register for the month of March, 2003. As of this date the Board by a majority vote does approve for payment those vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement c ]aims c ertified a s required b y RCW 4 2.24.090, and It ave b een recorded o n a listing which has been made available to the Board in the amount of $477,940.87. The Commissioners met with Derek Pohle, Director/County Road Engineer, Public Works Department, regarding the following: 1:30 p.m. Bid Opening — Crack Sealing Services — 2003; Contract Recommendation for Landfill Scale Access road — CWA; Resolution — Amending the Comprehensive Six Year Transportation Improvement Program for 2003 — 2008; Local Agency Agreement Supplements—N-NE/SE Road, Valley Road Relocation, Valley Road; Contract Award — Pacific Utility/Equipment Co./Digger Derrick; Reimbursable Work Requests — City of Grand Coulee; Town of Coulee City; Town of Electric City; City of Soap Lake; Associate Engineer Position; Software GASB (Bill Varney and Zola Myers); Marc Norberg — Started March 31st. The Commissioners held a Bid Opening on Crack Sealing Services. A motion was made by Commissioner Allison, seconded by Commissioner Moore, to refer the bids to Public Works for their review and recommendation. The motion carried. A motion was made by Commissioner Allison, seconded by Commissioner Moore, that Resolution No. 2003 -037 -CC, setting Notice of Hearing in the matter of amending the Comprehensive Six Year Transportation Improvement Program for the years 2003 to 2008, be passed. Motion carried. Hearing date: April 15, 2003, 2:00 p.m. The Chair of the Board was authorized to sign the following Washington State Department of Transportation, Local Agency Agreement Supplement, Agency: Grant County Public Works: Federal Aid Project # Agreement # CFDA # Description STPUS-6077(001) LA 5350 20.205 Valley Road STPUS-6077(002) LA 5351 20.205 Valley Road Relocation STPR-M135(001) LA 5396 20.205 N-NE/SE Rd The Commissioners approved the following Requests to the County Road Department for Reimbursable Work: City Location City of Grand Coulee Chip Seal, Mead Avenue Town of Coulee City Chip Seal, Misc. Locations Town of Electric City Chip Seal, Misc. Locations City of Soap Lake Gravel, East Beach The Commissioners approved the recommendation of Derek Pohle, Director/County Road Engineer, Public Works Department, that the Landfill Scale Access Road, be awarded to Central Washington Asphalt, Washington. The Commissioners signed the Contract between Grant County and Pacific Utility Equipment Co., Spokane, Washington, for Equipment Contract 2003-11. The Commissioners approved the starting salary of Vernica Mount, DD Residential, at $7.50 per hour, effective March 4, 2003. The Commissioners approved the separation date of March 11, 2003, for Vemica Mount, DD Residential. The Commissioners held a Closed Record Public Hearing regarding Donald Tucker's plat alteration/replat and SEPA application #03-3533 to create three lots from Lot #413 of Larson Subdivision, as recorded in the Grant County Auditor's Office on April 25, 1978. A motion was made by Commissioner Allison, seconded by Commissioner Moore, to uphold the Planning Commission's unanimous recommendation to grant this plat alteration/replat and SEPA application to create three (3) lots from Lot #413 of Larson Subdivision, with the 15 Conditions of Approval as presented and the seven Findings of Fact as presented, be passed. Commissioner Moore seconded. Motion carried. April 2, 2003 The session was continued at 9:00 a.m. Commissioners Moore and Allison in attendance with the Clerk of the Board. Commissioner Snead was attending a meeting out of town. The Commissioners approved the recommendation of Derek Pohle, Director/County Road Engineer, Public Works Department, that W -NE Rd, CRP 01-18 be awarded to Tommer Construction Company, Inc., Ephrata, Washington. The Commissioners approved this date the appointment of the Reed Weber to the Grant County Fairgrounds Facility Advisory Committee as the 4-H Youth representative effective April 2, 2003. The Commissioners approved the recommendation of Vern Cummings, Facilities Maintenance, that the Chiller Maintenance bid, be awarded to All Temp Heating and Air, Ephrata, Washington. A motion was made by Commissioner Allison, seconded by Commissioner Moore, that Resolution No. 2003 -039 -CC approving a replat of Lot #413, consisting of 1.149± acres, located in Larson Subdivision in order to create three (3) lots, Lot #1 will be 0.427± acres, Lot #2 will be 0.406± acres, and Lot #3 will be 0.316± acres (Donald Tucker Plat Alteration), be passed. Motion carried. April 4, 2003 The session was continued at 9:00 a.m. Commissioners Moore and Snead in attendance with the Clerk of the Board. Commissioner Allison was attending a meeting out of town. The Chair of the Board was authorized to sign the 2003 Washington State Emergency Shelter Grant Application, North Columbia Community action Council. As there was no further business to come before the Board the session was adjourned until April 7, 2003.
