All of the Commissioners were in attendance with the Clerk of the Board. The Commissioners reviewed the minutes For the week of February 24, 2003, and requested the following correction be made: That on page one, paragraph four, Hector Torres, "Jail" be corrected to read "Planning." With this correction, the Commissioners approved the minutes of the February 24, 2003, session. The Chair of the Board was authorized to sign the Newt Thornton Short Plat Final Plat Submission and Review, File #02-3424. The Chair of the Board was authorized to sign the Bob Bersanti Final Plat Submission and Review, File #02-3472. A motion was made by Commissioner Snead, seconded by Commissioner Allison, that Resolution No. 2003 -024 -CC in the matter of Tren Jones application for a Reasonable Use Exception for the allowance of a single family dwelling unit on a five (5) acre parcel in the agriculture zone, located in a portion of Section 18, Township 19 North, Range 29 EWM, Grant County, Washington, be passed. The motion carried. Commissioner Moore opposed the motion. A motion was made by Commissioner Snead, seconded by Commissioner Allison, that Resolution No. 2003 -025 -CC in the matter of Tren Jones application for a Reasonable Use Exception for the allowance of a single family dwelling unit on a five (5) acre parcel in the agricultural zone, located in a portion of Section 18, Township 19 North, Range 29 EWM, Grant County, Washington, be passed. The motion carried. Commissioner Moore opposed the motion. A motion was made by Commissioner Allison, seconded by Commissioner Snead, that Resolution No. 2003 -026 -CC in the matter of Tren ,Tones application for a Reasonable Use Exception for the allowance of a single family dwelling unit on aN 8.14 acre parcel in the agricultural zone, located in a portion of Section 18, Township 19 North, Range 29 EWM, Grant County, Washington, be passed. The motion carried. Commissioner Moore opposed the motion. The Commissioners approved the following salary increases: Don Garrison Grant Mental Healthcare $13.85 per hour Sharon Moore Jail $2,375.00 per month Kim Bohnet Treasurer's Office $2,469.00 per month Susan Ramaker Treasurers Office $2,541.00 per month Kenneth M. Jones Sheriff s Office $3,328.82 per month The Commissioners approved the starting salary of Brandon E. Root, Juvenile Department, at $7.01 per hour. The Board re -appointed Commissioner Snead as a member of the Grant County Disability Board. The Commissioners approved the recommendation of Derek Pohle, PE, Director/County Engineer, Public Works Department, that Bridge 4377, A -NW Rd., CRP 02-17; and Bridge #378, 9 -NW Rd., CRP 02-18 be awarded to Tommer Construction Company, Inc., Ephrata, Washington. A motion was made by Commissioner Snead, seconded by Commissioner Allison, to refer the bids, received March 4. 2003, in the matter of leasing and selling a portion of Farm Unit 64, Block 75, in the Columbia Basin Irrigation Project, to Public Works for their review and recommendation. The motion carried. The Commissioners held a Public Hearing and a motion was made by Commissioner Allison, seconded by Commissioner Snead, that Resolution Number 2003 -027 -CC authorizing an appropriation and expenditure of funds for the Current Expense Fund #001, Auditor's Department #104, in the amount of $50,000 be passed. The motion carried. The Commissioners held a Public Hearing and a motion was made by Commissioner Snead, seconded by Commissioner Allison, that Resolution Number 2003 -028 -CC relating to a supplemental extension in the 2003 budget of the Current Expense Fund #001, Sheriffs Department 4114, due to unanticipated state and/or federal funds in the amount of $31,517, be passed. The motion carried. The Commissioners held a Closed Record Public Hearing regarding the James Barney Rezone/SEPA request 403-3535. A motion was made by Commissioner Snead, seconded by Commissioner Allison, to uphold the Planning Commission recommendation approving the minor rezone request to change lots 1 — 17 of the J. Barney Industrial Plat from the existing zoning district, Urban Commercial 1 to Urban Light Industrial with the seven Findings of Facts and two Conditions of Approval, be passed. Motion carried. The Commissioners approved the request for Transfer of Funds in Department 4125, Current Expense Fund 4001, in the amount of $6.200 to re -allocate budget for animal control costs committed to in a prior period. The Chair of the Board was authorized to sign the following contracts by and between Big Bend Community College and Grant County: Intermediate Access (2 each); Intermediate Excel (2 each); Intermediate Word (2 each); Introduction to Access (2 each); Introduction to Excel (2 each); and Introduction to Word. A motion was made by Commissioner Snead, seconded by Commissioner Moore, that Resolution No. 2003 -029 -CC In Re: Strategic Infrastructure Committee Recommendations for Funding, City of George, Municipal Water System Study, $12,500 Grant, $5,500 Loan, be passed. Motion carried. A motion was made by Commissioner Allison, seconded by Commissioner Snead, to that Resolution No. 2003 -030 -CC In Re: Strategic Infrastructure Committee Recommendations for Funding, City of Ephrata, Infrastructure Design for Ephrata Municipal Golf Course, $50,000 Grant, be passed. Motion carried, Commissioner Allison opposed the motion. The Chair of the Board was authorized to sign the Community Mobilization Program Memorandum of Understandings, March 2003, between Grant County Prevention and Recovery Center and Grant County Prevention and Recovery Center Advisory Board for governing Community Mobilization grant funding and program operations. The Chair of the Board was authorized to sign the State of Washington, Office of Community Development Request for Qualifications Signature Page, Community Mobilization Against Substance Abuse and Violence Program, Local County CM Policy Board submitted by Grant County Prevention and Recovery Center Advisory Board. The Commissioners signed the following Authorization to Call for Bids: • 10.5 Rd SE, CRP 02-10. Bids are to be opened March 18, 2003 at 1:30 p.m.; • A Rd NW, CRP 02-06. Bids are to be opened March 18, 2003, at 1:45 p.m.; • Equipment Contract 2003-11, one Digger Derrick. Bids are to be opened March 18, 2003 at 2:00 p.m.; and • W Rd NE, CRP 01-18, STPR-T139 (002) TA 2273. Bids are to be opened March 25, 2003, at 1:30 p.m. March 11, 2003 The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board. The Commissioners signed the Payroll Final Register for the month of February 2003. The Commissioners held a Final Public Hearing regarding the Community Development Block Grant (CDBG) Contract 401-64021-061, Community Investment Grant. The purpose of the public hearing was to inform citizens of the outcome of the project. Kenneth Sterner, Executive Director, North Columbia Community Action Council, Inc., advised the Board that the grant for the Rent -A -Tent program, which housed migrant farm workers during the cherry season, was a successful project and done very well. They are maintaining the program through June of this year and beyond. Purpose: keep people off the riverbank and keep them safe. Mr. Sterner congratulated the Board on their decision to participate in the grant and that it was important for the public to know that all funds were not used. A motion was made by Commissioner Snead, seconded by Commissioner Allison, to close public portion of hearing. Motion carried. A motion was made by Commissioner Allison, seconded by Commissioner Snead, to authorize the Chair of the Board to sign the Final Labor Standards Compliance Report and related documents for the Washington State Community Development Programs. Motion carried. The Commissioners met with the Public Works Department regarding the following: Annual Certification; Resolution — Assigning of CRP Numbers; Bid Authorization — Central Shop Fence, Landfill Scale Approach Road; Jurisdiction Transfer — Old Royal City Shop; Contract Execution — Equipment Sales Co., Automotive Lift, Hyster Sales Company, Fork Lift; City of Moses Lake Meeting, Longview Tracts; Frenchman Hill Road Draft Letter — Charles E. Graaff; Request for 4 - 10s: Royal City Shop Grant Opening/Budget; Saddle Mountain Road Project; Solid Waste Supervisor Position A motion was made by Commissioner Allison, seconded by Commissioner Snead, that Resolution No. 2003 -031 -CC in the matter of initiating county road projects and assigning CRP numbers, be passed. Motion carried. The Commissioners signed the following Authorization to Call for Bids: • Landfill Access Road. Bids are to be opened March 25, 2003, at 1:45 p.m. • Central Shop Fence. Bids are to be opened March 25, 2003, at 2:00 p.m. The Commissioners approved the recommendation of Derek Pohle, Director/County Engineer, Public Works Department, that Contract 2003-09, be awarded to Equipment Sales Co., Inc., Woodinville, Washington. The Commissioners approved the recommendation of Derek Pohle, Director/County Engineer, Public Works Department, that Contract 2003-09, be awarded to Hyster Sales Company, Wenatchee, Washington. As of this date the Board by a majority vote does approve for payment those vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090, and have been recorded on a listing which has been made available to the Board in the amount of $1,299,804.40. The Commissioners held a Bid Opening for the Jail Lock Replacement Project. A motion was made by Commissioner Snead, seconded by Commissioner Allison, to refer the bids to the Sheriffs Office for their review and recommendation. The motion carried. March 12, 2003 The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board. A motion was made by Commissioner Allison, seconded by Commissioner Snead, that Resolution No. 2003 -032 -CC setting the salary for the Grant County Prosecuting Attorney at $8,772.00 per month, be passed. The motion carried. The Commissioners received a Claim for Damages from Darry Aire, Inc. The matter was referred to the Prosecuting Attorney for handling. A motion was made by Commissioner Snead, seconded by Commissioner Allison, that Ordinance 3 -2003 -CC approving a minor rezone request for Lots #1-17 of the J. Barney Industrial Plat consisting of parcels: 412-2051-000, 412-2052-000. #12-2053-000, #12 -2054- 000,#12 -2055 -000,#12 -2056-000,#12-2057-000,#12-2058-000,#12-2059-000,#12-2060-000, #12-2061-000, #12-2062-000, 912-2063-000, 912-2064-000, 912-2065-000, 412-2066-000, and 412-2067-000, consisting of 31.83 +/- cumulative acres. The subject parcels are located in a portion of Section 4; Township 19 North; Range 28 East; Willamette Meridian, and in a portion of Sections 32 and 33; Township 20 North; Range 28 East; Willamette Meridian, Grant County Washington, be passed. Motion carried. The Commissioners approved the voluntary separation date of March 4, 2003, for John R. Darling, Juvenile Department. The Commissioners approved the following Salary/Wage Changes Henry A. (Trey) Severin Juvenile Department $1,076.50 per month Michelle M. Slininger Juvenile Department $3,497.00 per month Linda L. Southwell Juvenile Department $3,237.00 per month Shareen E. Laughlin Juvenile Department $2,469.00 per month Arnold Garza Juvenile Department $2,536.00 per month As there was no further business to come before the Board the session was adjourned until March 17. 2003.
