The Board recognizes the importance of addressing homelessness in our community and is committed to supporting initiatives that align with the objectives outlined in our plan. The Lakeview Apartments affordable housing project directly contributes to the County" s strategic goals by providing much -needed affordable housing options for individuals and families experiencing or at risk of homelessness. The project has been evaluated based on the criteria set forth in the 5-Year Homeless Plan, including its alignment with the County's efforts to increase the availability of affordable housing, providing supportive services, and reduce barriers to housing stability. The project also complements existing programs and services in Grant County aimed at preventing and addressing homelessness. As the Board of County Commissioners, we affirm our support for the Lakeview Apartments Affordable Housing project and its contributions to the County's ongoing efforts to combat homelessness. We look forward to the successful implementation of this project and the positive impact it will have on our community. The Lakeview Apartments projects include: • Rehabilitation and preservation of 20 existing affordable rental units at 116 E. Hill Avenue in Moses Lake • Development of 44 new affordable senior rental housing units on Central Drive in Moses Lake • Housing opportunities for low- and moderate -income households and special -needs populations • Use of available federal, state, and private housing resources The projects are consistent with the following goals and policies in the Housing Element of the Grant County Comprehensive Plan: • Goal H-1: Meet the housing needs of the existing and projected population, including rental and purchase opportunities for all income levels. • Policy H-1.5: The County should work with the cities to accommodate low- and moderate -income families, recognizing that affordable housing is best located within urban areas due to the greater accessibility to transportation systems, jobs, support services, shopping, and businesses. • Goal H-2: Encourage the provision of housing in a wide range of costs, with emphasis on housing units for low- and moderate -income households; also encourage housing for special -needs populations. • Policy H-2.3: Any proposed County housing programs or assistance should be financed through federal, state, or private sources rather than funds raised through local taxes. • Goal H-3: Preserve the existing housing stock to the extent practicable. • Policy H-3.1: Conserve existing housing stock in the County through code enforcement, appropriate zoning, and possible participation in federal, state, and regional rehabilitation programs.
