CALL TO ORDER The Grant County Commissioner's Session was called to order Tuesday, September 8, 2026, at 8:30 a.m. with Commissioners Burgess, Jones and Carter (via Zoom) in attendance. (Held to the 9/15/26 Consent) 5. Approve Letter of Support for the proposed Residential Treatment and Withdrawal Management Facility, Holman Recovery Center (HRC), in Moses Lake, WA. (Held to the 9/15/26 Consent) 6. Approve Letter of Appreciation to Susan Freeman for service on the Grant County Planning Commission. 7. Approve Reimbursement Request from Beverly Water District on the Strategic Infrastructure Program (SIP) No. 2025-04 New Reservoir project, in the amount of $121,249.85. 8. Approve Reimbursement Request from Housing Authority of Grant County on the Consolidated Homeless Grant (CHG) No. 26-46108- 10 in the amount of $158,577.95 for July 2026 services. DEVELOPMENT SERVICES / FIRE MARSHAL 9. Approve Out of State Travel Request for Katie Smithson to attend the National Fire Academy in Emmitsburg, Maryland for required training. Dates of travel are November 8 through November14, 2026. Estimated cost is less than $750.00, all other costs are covered by the federal government. This is planned expense, to be paid from the 2026 CRR Budget line. DISTRICT COURT 10. Approve Resolution No. 26-068-CC and request for Kristen Arizmendi, District Court Administrator, to DocuSign Interagency Reimbursement Agreement AOC3579 between Washington State Administrative Office of the Courts and Grant County District Court. Reimbursement not to exceed $8,107.00 during the period from July 11 2026 to June 30, 2027. FACILITIES & MAINTENANCE 11. Approve Request to Proceed with moving the stairway at the Grant County Solid Waste Facility on Neva Lake Road in Ephrata. Montcada Sons LLC was the lowest bidder at $30,296. This is a 2026 planned Capital Project to be paid out of Public Works 401 funds. FAIRGROUNDS 12. Approve Out of State Travel Request for Lisa Sniff in and Tess Kaleohano to attend the Rocky Mountain Association of Fairs in Layton, Utah. Dates of travel are November 10through November 14, 2026. Approve Resolution No. 26-069-CC and Request for Kira Pope, Director, to DocuSign Federal Interagency Agreement #F24-31219- 450 with the Department of Commerce for the Office of Crime victims Advocacy Community Services Division, Children's Advocacy Center Child Centered Services Grant in the amount of $106,868 for the July 1, 2026 through June 30, 2027 grant cycle. PUBLIC WORT<S 14. Approve Request to Purchase Alternate Daily Cover, for the Ephrata Solid Waste Landfill, from New Waste Concepts, Inc. in the amount of $73,170 delivered, excluding sales tax. This will consist of ProGuard SB 2, green dye packs & Hydro Lok. 15. Approve Award Recommendation and Award Letter to Moses Lake Iron &Metal for Scrap Metal Crushing 2026 in the amount of$105 per net ton for scrap metal and $0.15 per pound or$300 per net ton for refrigeration compressors. The first crushing work is to be completed no later than December 31, 2026. 16. Approve Federal Aid Project Prospectus AND Local Agency Agreement between Washington State Department of Transportation (WSDOT) and Grant County for County Road Project 24-03 (Desert Aire Pedestrian Safety), amended from the Walk -On Consent Items from August 31, 2026, excluding the addendum & additional documents originally included by the County. 17. Approve Federal Aid Project Prospectus AND Local Agency Agreement between Washington State Department of Transportation (WSDOT) and Grant County for County Road Project 24-04 (Rd 24-NW Palisades Reconstruction), amended from the Walk -On Consent Items from August 31, 2026, excluding the addendum &additional documents originally included by the County. 18. Approve Federal Aid Project Prospectus AND Local Agency Agreement between Washington State Department of Transportation (WSDOT) and Grant County for County Road Project 24-02 (Rd U-NE Overlay), amended from the Walk -On Consent Items from August 31, 2026, excluding the addendum & additional documents originally included by the County. Approve Purchase Order #1096 for CDW-G for (12) Replacement Laptops with a 3-year warranty total amount $25,886.74. This is a budgeted computer replacement to be paid out of fund 501.
