AUDITOR'S OFFICE 1. Approve payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing, and made available to the Board. COMMISSIONERS' OFFICE 2. Approve Commissioners' Minutes for the week of August 24, 2026. 3. Approve letter of support for the proposed Land and Water Conservation funded leased by the US Fish and Wildlife Service of the Washington Department of Natural Resources for the addition to the Columbia National Wildlife Refuge. 4. Approve Request to Rescind Board Appointment for Alternate Member of the Board of Equalization per Appointee's request. 5. Approve Recommendation of Denial for Cannabis license Change of Location for Cloud Nine Reserve LLC Located 22745 Road 4 SE STE C Warden WA, 98857 for Cannabis Producer Tier 3. This was sent to Development Services for review. 6. Approve Agreement with Columbia Basin Dispute Resolution Center (CBDRC) for civil filing fees in District Court and on small claims actions. Term of the Agreement is January 1, 2026, through December 31, 2028. EMERGENCY MANAGEMENT 7. Approve Request to Amend Hazard Mitigation Grant Agreement No. D26-006. Amended amount of $56,484 with the same term as the original contract of May 23, 2025, through May 30, 2028. FACILITIES AND MAINTENANCE 8. Approve Request to Purchase Air Compressor and Air Dryer for the Central Shop. Northwest Pump submitted the lowest bid with a total cost of $10,,743.53. Costs will be paid out of Central Shop Operating Funds. 9. Approve Request to Purchase Services to Repair a section of Roof for the Wheeler Road Facility. Garland Roofing was the only company to provide a bid using Omnia Contract Pricing for this project. The Cost will be paid from Public Works operating funds, estimated cost is $32,101. Approve Request to Purchase Portable Yard Ramp as an Emergency Capital purchase up to $151000 to be paid out of Capital fund 132. This was reviewed by accounting. 11. Out of State Travel Request for Jim McKiernan to speak at the RMAF Conference in Salt Lake, Utah. Dates of travel are November 10, 2026, through November 14, 2026, all expenses paid except incidentals (per diem) Estimated cost $200.00. JUVENILE COURT & YOUTH SERVICES 12. Approve Request to Sign Memorandum of Understanding with Ephrata School District to establish communication and define roles and responsibilities with Grant County Juvenile Court & Youth Services effective September 30, 2026, until amended or terminated. 13. Approve Request to Sign Memorandum of Understanding with Grand Coulee School District to establish communication and define roles and responsibilities with Grant County Juvenile Court & Youth Services effective September 30, 2026, until amended or terminated. 14. Approve Request to Sign Memorandum of Understanding with Moses Lake School District to establish communication and define roles and responsibilities with Grant County Juvenile Court & Youth Services effective September 30, 2026, until amended or terminated. 15. Approve Request to Sign Memorandum of Understanding with Quincy School District to establish communication and define roles and responsibilities with Grant County Juvenile Court & Youth Services effective September 30, 2026, until amended or terminated. 16. Approve Request to Sign Memorandum of Understanding with Royal City School District to establish communication and define roles and responsibilities with Grant County Juvenile Court & Youth Services effective September 30, 2026, until amended or terminated. 17. Approve Request to Sign Memorandum of Understanding with Soap Lake School District to establish communication and define roles and responsibilities with Grant County Juvenile Court & Youth Services effective September 30, 2026, until amended or terminated. 18. Approve Request to Sign Memorandum of Understanding with Wahluke School District to establish communication and define roles and responsibilities with Grant County Juvenile Court & Youth Services effective September 30, 2026, until amended or terminated. 19. Approve Request to Sign Memorandum of Understanding with Warden School District to establish communication and define roles and responsibilities with Grant County Juvenile Court & Youth Services effective September 30, 2026, until amended or terminated. PUBLIC DEFENSE 20. Approve Agreement with Thompson Reuters to provide Westlaw Patron access for the law library for a 5-year term. The service will meet the county obligation as required in RCW 27.24. The cost is covered by civil filling fees that are dedicated to law libraries pursuant to RCW 27.24.070. Approve Amendment of the Certification Acceptance Agreement between Grant County and Washington Department of Transportation (WSDOT). WSDOT requires the first sentence of the agreement be changed to "full CA Status" instead of "Cade Egbert CA Status". 22. Approve Amendment 9 Change No. 2A between Grant County, Nossaman LLP & Parametrix for Landfill Remedial Investigation and Feasibility Study (RI/FS) Engineering Services. Increasing the budget amount from $270,802 to $1,649,718. 23. Approve Resolution to Amend Resolution No. 26-054-CC Transferring jurisdiction of Road 11- NW Roadlog 32780. Milepost updated to 1.000 to 1.510 in Sections 3 & 10. RENEW 24. Approve Request for Dell Anderson, Director, to electronically sign Amendment #8 Agreement for Provision of Services by and between Carelon Behavioral Health, Inc. and Grant County dba Renew. 25. Approve out of State Travel for Brooke Decubber to attend the Annual Rocky Mountain Laserfiche User Group in Boise, Idaho. Dates of travel are October 7, through October 8, 2026. Approve Resolution and Request for Kim Pope, Director, to Sign Federal Interagency Agreement #27-31103-021 with the Department of Commerce for the Office of Crime Victims Advocacy (OCVA) Domestic Violence High Risk Team Program Grant in the amount of $80,000 for the July 01, 2026, through June 30, 2027, grant cycle. 27. Approve Request to Kim Pope, Director, to Sign Contract #26-31219-010 with the Department of Commerce for the Office of Crime Service Center Grant in the amount of $260,000 for the July 1, 2026, through June 30, 2027, grant cycle. 28. Approve Request to Kim Pope, Director, to Sign Contract #170-A-GRANT-CAP-26 with the Children's Advocacy Centers of Washington (CACWA) for the CACWA Capacity Building Grant in the amount of $60,300 for the July 1, 2026, through June 30, 2027, grant cycle.
