AUDITOR'S OFFICE 1. Approve payment of vouchers certified by the auditing officer as required by RCW 42.24.080., and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090., as recorded on a listing, and made available to the Board.. COMMISSIONERS" OFFICE 2. Approve Commissioners' Minutes for the week of August 17., 2026. 3. Approve Subrecipient Agreement between Grant County and Beverly Water District (BWD) on the Community Development Block Grant (CDBG) No. 25-64210-021. Term is April 17,.2026, through January 31., 2030, in the grant amount of $2,000,000. 4. Approve Resolution for Q2 Recommendation from Grant County Economic Development Council (EDC) on the Strategic Infrastructure Program (SIP) No. 2026-05 Ephrata 100 Year Flood Hazard Mitigation Plan (HMP), total request of funding $112,500. 5. Approve Recommendation to promote Rosa Dekker from Alternate Member to the vacant Primary Member Position to the Board of Equalization. Rosa has completed all required Department of Revenue training courses for the eligibility to serve on the Board. 6. Approve Recommendation of Appointment to appoint Sally Catlin as an Alternate Member of the Board of Equalization. 7. Approve Recommendation for Denial of Cannabis License Change of Location for Bev Green Located 4290 SR 283 N Quincy, WA 98848 for cannabis processor privilege. This was sent to Development Services for review. 8. Approve Reimbursement Request from Big Bend Community College on the American Rescue Plan Act (ARPA) in the amount of $15,.882.38 for the month of July 2026. 9. Approve Reimbursement Request from Renew on the behalf of Boys and Girls Club, On the American Rescue Plan Act (ARPA) in the amount of $6,726.10 for the month of July 2026. 10. Approve Reimbursement Request from New Hope on the American Rescue Plan Act (ARPA) in the amount of $23,743.98 for July 2026 services. 11. Approve Reimbursement Request from Royal Water District on the American Rescue Plan Act (ARPA) in the amount of $49,116.64. 12. Approve Reimbursement Request from HopeSource on the Consolidated Homeless Grant (CHG) No. 26-46108-10 in the amount of $54,527.59 for the month of July 2026. 13. Approve Reimbursement Request from New Hope on the Consolidated Homeless Grant (CHG) No. 26-46108-10 in the amount of $33,361.27 for July services. DEVELOPMENT SERVICES 14. Approve Resolution and Interagency Agreement between Grant County and Washington State Department of Commerce Growth Management Services (GMA) for the 2027 GMA Periodic Update Grant. Agreement # 27-63114-017 for Fiscal Year 2027 in the amount of $343,910. Page 4 of 5 Grant County Commissioners Agenda Week of August 24, 2026 FACILITIES AND MAINTENANCE 15. Approve Request to Purchase Kitchen Exhaust Hood and Installation Services from East Side Contractors LLC in the amount of $29,160 for food booth one, to be paid from the Fairgrounds Food Booth Upgrade Capital Fund. East Side Contractors provided the lowest bid for this project. PUBLIC WORKS 16. Approve Resolution Initiating County Road Project designated as CRP 26-01. 17. Approve of Expansion Contract of the Ephrata Landfill Multi -Phase Expansion Contract between Award Construction Inc. and Grant County. 18. Approve Reimbursable Work Agreement between Grant County and Washington Railroad, for the county to apply asphalt patching on the railroad crossing on Highway 2 and Road L-NE, to be completed by September 15, 2026, and up to a maximum of $10,000. TECHNOLOGY SERVICES 19. Approve Purchase Order #1096 for CivicPlus Subscription Renewal for Social Media Archiving Subscription and Upgrade to Premium Plan term April 4, 2026, through April 3, 2027, for $11,301.24. This is a budgeted software renewal to be paid out of fund 501. VETERAN SERVICES 20. Approve Recommendation for Denial of Application for appointment to the Veterans Advisory Board. 21. Approve Recommendation to Eliminate the Vacant At -Large Position on the Veterans Advisory Board. The Board currently has two (2) filled At -Large Positions, which meets the requirements for RCW 73.08.035.
