This Change No. 2A adds interim scope and budget for ongoing task management, Interim Action Monthly Performance Reports, PIC-related construction contract transition support, technical documentation and coordination, and grant -ineligible services when authorized by the County. By �,�- �8 Title Regional Division Manager Date July 30, 2026 553-1860-014 July 2026 W Aft Parametrix let's create tomorrow, together Grant County Exhibit A: Amendment Nine Change No. 2A Ephrata Landfill RUFS Engineering Services EXPANDED MULTI -PHASE EXTRACTION (MPE) PILOT TESTING Amendment Nine of the Ephrata Landfill RI/FS Engineering Services contract supports cleanup of the old Ephrata Landfill under Agreed Order No. DE3810 Amendment No. 3 (AO). The AO requires Grant County (County) to restart the existing multi -phase extraction (MPE) system, expand the MPE system, and conduct additional pilot testing of the expanded system. The MPE System Expansion construction contract was awarded to Precision Industrial Contractors, Inc. (PIC) following completion of the design and bidding phase. PIC did not complete the corrective actions required by Grant County, and Grant County has terminated the PIC construction contract. The County will continue to need services from Parametrix to support PIC construction contract transition, construction -status documentation, Ecology coordination, technical support related to the terminated contract, and planning for completion of the remaining MPE system expansion work. Cha*nge No. 2A adds limited interim scope and budget for work performed from May 1, 2026Y through September 30, 2026. This change covers ongoing task management, AO -required monthly performance reporting, PIC contract transition support, technical documentation and coordination related to the terminated PIC contract, engineering support during contracting and preconstruction with the replacement contractor through Notice to Proceed, and grant -ineligible services when authorized by the County. This interim change is being prepared separately from the broader construction -phase and pilot - testing amendment so that ongoing AO -required reporting and PIC contract transition, technical documentation, County/Ecology coordination, and related support can continue without a gap in authorization. The September 30, 2026 end date aligns with the County's quarterly Ecology reimbursement cycle. To avoid confusion with the Interim Action Progress Report addressed in Task 05 of the broader amendment, the monthly reports will be referred to as IVIPR going forward. Task O1PM -Task Management and Administration (Joo2) Extension, budget addition Task Management and Administration (M&A) is extended through September 30, 2026 Subtask 01-Task Management and Administration Task M&A was previously extended through April 30, 2026. Change No. 2A extends M&A through September 30, 2026, and adds budget. Scope and budget addition Parametrix completed MPE system expansion PS&E development, site survey, permit evaluation, bid document preparation, advertisement support, bidding support, and construction contract award support under previously authorized Subtasks 03.01 through 03.06 and prior scope and schedule extensions through April 30, 2026. Subtasks 03.01 through 03.06 are complete and will be inactivated after April 30, 2026. This amendment adds budget and scope beginning May 1, 2026, under Subtask 03.07 for limited engineering and construction administration support associated with contracting and preconstruction for the replacement contractor through NTP. Task 03 services will be tracked by activity to document their relationship to the construction contract, AO -required implementation activities, and Ecology grant eligibility. Parametrix will provide technical recommendations and documentation support but will not assume -the County's contractual authority or direct Contractor means, methods, or safety programs. Subtask 03.01- 03.06 Subtasks completed and inactivated after April 30, 2026. Subtask 07 - Engineering Support During Construction Extension, scope and budget addition Grant County 553-1860-014 Exhibit A: Amendment Nine Change No. 2A 2 July 2026 Ephrata Landfill Rl/FS Engineering Services Proposal Change No. 2A activates the portion of Subtask 07 needed to support construction contracting and preconstruction activities through the Notice to Proceed (NTP). Construction -phase services after NTP will remain under Change No. 3. Activities Parametrix will perform the following construction -phase activities: • Assist the County during construction contract execution and coordination with the Contractor. • Attend County coordination, preconstruction, and weekly construction meetings through NTP. Prepare meeting agendas, summaries, and action -item documentation. Review the preliminary construction schedule, submittal register, procurement information, and preconstruction planning documents. Review required early submittals, related resubmittals, and initial product submittals received through NTP. Coordinate technical discipline reviews and prepare submittal comments and dispositions. Respond to pre-NTP RFIs and technical clarification requests. 0 Support documentation of the NTP date for Ecology and AO schedule purposes. Deliverables 0 Submittal review comments and review dispositions. RFI responses and written clarification documentation. 0 Payment application recommendations. Assumptions The budget for Subtask 07 is based on the anticipated level of effort for a 6 month construction project involving civil, mechanical, electrical, instrumentation, and controls construction. Following are assumed quantities of discrete activities used to establish the Subtask 07 budget: Construction contract execution and preconstruction support through NTP. The quantities assumed above provide a tangible basis for comparison should the necessary level of effort exceed what is anticipated for Subtask 07 under Change No. 2A and are not a promise or guarantee that the exact amounts mentioned will be needed or delivered. 0 Task 06 � Interim Act3Lon Monthly Performance Reports (MPR) (JO02) Scope and budget addition Subtask 01-Monthly Report Development Scope and budget addition Scope and budget is added for monthly reporting (MPR) from May through September 2026. %_0 This subtask is for development of monthly performance reports required under the AO. The reports will summarize interim action activities, schedule status, deviations, field measurements, monitoring results, system performance metrics, extraction network metrics, estimated VOC/NAPL mass removal, and upcoming deliverables. Activities Parametrix will perform the following monthly reporting activities: • Obtain available field notes, operations records, monitoring data, analytical results, system performance data, construction -phase information, pilot testing information, and other reporting input for the prior month. 0 Summarize site activities completed during the reporting period. Summarize system performance metrics, extraction network metrics, and treatment efficiency information where available. Estimate VOC/NAPL mass removed from groundwater and vapor where supporting data are available. Compile raw data received during the reporting period for inclusion or attachment. 0 Prepare monthly reports for submittal to Ecology. Deliverables Monthly Performance Report to Ecology, with copies to the County and PLP Group. Assumptions The Subtask 01 budget is based on the following assumptions: Monthly reports will be prepared for the period from May 1, 2026 through September 30, 2026. • Reports will be prepared using information available at the time of report development. • Field implementation, pilot testing, sampling, laboratory analysis, data validation, semiannual groundwater monitoring report preparation, Interim Actio*n Progress Report (IAPR) preparation, and Interim Action Completion Report (IACR) development are addressed under separate tasks in the broader amendment. 0 Any groundwater monitoring data and summaries prepared by others will be provided with sufficient time for incorporation into the monthly report. 0 Additional effort caused by late data, revised Ecology direction, additional review cycles, substantial report format changes, or reporting requirements beyond the AO may require additional budget. This task is intended for PIC-related services from May 1 through September 30, 2026. Some services continuing under Task 21 started before prior authorization ended April 30, 2026. This task provides budget for PIC-related support from May 1 through September 30, 2026. Grant County has terminated the PIC construction contract. This task provides budget for as -needed support related to the terminated PIC contract, including transition, documentation, County/Ecology coordination, grant reimbursement support, and other follow-up support authorized by the County. Services will be performed on a time -and -expense basis up to the authorized task budget. Parametrix will track services by activity to support County review, Ecology grant reimbursement review, grant - ineligible service tracking, and construction contract documentation needs. Subtask 01- PIC Contract Transition Labor Subtask 01 provides PIC-related construction administration, technical review, field observation, documentation, coordination, transition support, and County/Ecology grant reimbursement support. Services under this subtask include PIC-related support already performed beginning May 1, 2026 and additional services authorized by the County through September 30, 2026. Activities Parametrix will perform the following activities, as authorized by the County: • Provide construction administration and technical support related to the PIC construction contract. Review and respond to PIC submittals, RFIs, written clarification requests, and related construction correspondence. • Attend construction, transition, cure -related, and coordination meetings and prepare related meeting documentation. Provide field observation and prepare daily field observation reports and photo documentation. Review construction schedule, progress, and status information. Document construction status, unresolved technical issues, and items requiring County direction. Review PIC corrective -action, cure -related, termination -related, or transition -related materials submitted by PIC or requested by the County • Support County and Ecology coordination related to AO implementation and Ecology grant reimbursement documentation. • Assist the County with technical documentation and supporting information needed for Ecology grant reimbursement review. • Compile technical information from the current construction contract that may be needed for future construction contract planning. Assumptions The Subtask 01 budget is based on the following assumptions: 0 Services will be performed on a time -and -expense basis up to the authorized subtask budget. • Services include PIC-related construction contract support, contract transition support, termination -related documentation, and follow-up technical support performed or authorized from May 1, 2026, through September 30, 2026. • Services will be performed only as needed and as authorized by the County. • Field observation is for documenting observed construction progress, field conditions, and items requiring follow-up; it does not include Contractor means, methods, safety supervision, quality control, or exhaustive inspection of all Work. • Parametrix will provide technical documentation and supporting information for Ecology grant reimbursement review when requested by the County. • Technical documentation related to disputes, claims, termination, or legal counsel coordination will be limited to Parametrix's technical role and will be provided only as authorized by the County. • Services identified as not eligible for Ecology grant reimbursement will be tracked separately when identified. • Replacement bid package preparation, advertisement support, bid -phase support, award support, and construction -phase support for a replacement contractor are not included unless separately authorized. This subtask includes direct expenses already incurred beginning May 1, 2026 and additional direct expenses authorized by the County through September 30, 2026. Activities This subtask is for Parametrix's direct expenses related to authorized PIC construction contract support, including travel, lodging, meals/per diem, mileage, vehicle costs, field supplies, printing, shipping, and other direct expenses needed to support field observation, construction documentation, coordination, and transition support. I Deliverables 0 Direct expense backup submitted with invoices, as applicable. Assumptions The Subtask 01EXP budget is based on the following assumptions: Expenses will be billed on a time -and -expense basis up to the- authorized subtask budget. Direct expenses include PIC-related expenses incurred from May 1, 2026 -through September 3072026. Direct expenses may include travel, lodging, meals/per diem, mileage, vehicle costs, field supplies, printing, shipping, and other direct expenses related to authorized PIC construction contract support. Lodging, meals/per diem, mileage, and other travel -related expenses will be billed consistent with the contract and applicable reimbursement requirements. Additional field observation, extended construction duration, weekend work, after-hours work, additional travel, failed testing, retesting, or additional County requests may require additional budget. Task 30 - GrantmIneligible Services Subtask 01 inel - Grant -ineligible Services Extension, budget addition This subtask is for services identified as not eligible for Ecology grant reimbursement. Parametrix and the County will endeavor to communicate in advance when services may not be grant -eligible and mutually confirm which activities fall under this task. Examples of services that may be tracked under this subtask include legal coordination support, contract dispute support, claims -related support, and procurement or contractor -termination support that is not directly related to AO -required technical implementation, documentation, reporting, or compliance support.
