The MOE1 is for the following pu rposes:
1. Establish appropriate cnmmunicawn and understanding between the paroles.
2, peflne the roles of each of the parties.
. 3. Facilitate the acts of all parties toward a more collaborative and uniform process for
truancy cases,
4. Bch party is responsible for their own negligent acts and this Memorandum of
Understanding does not create rights for thin park€es.
AUTHORITY
The parttes'actlons regarding truancy are .governed by KCW 28A.225, Second Substitute House
Bill 2449 — effective date 61912016.. Engrossed second Substitute Senate Bill 5290 -- effective

appropriate practices and evidence b,ase4 services that Include but are not limited to
Community Engagement Boards (also known 'as CEB or EBs) and stay petition$.

In writing between the partles hereto, shall be binding.

1) AssEgn a school distrlct designee to work with the juvenlle department to continue and
establish a Community Engagement Baard(s) to address truancy concerns,,
2) File necessary documentation slang with the Petrtlon Regardlng Truancy that requests a
STAY of the proceedings to allow the matter to go before a CAB.
8) Prepare a letter to be sent to the family Informing them of the filed Petition Regarding
T*raancy that requests a STAY of the proceeding and inviting them to attend a M on a
specific date and time In the language they are fluent; copy to be provided to the
juvenile department.
4) Collaborate -with the Juvenile department as needed to coordinate Intervention's for
truant and chronically absent students.
5) Utilizo data to determine appropriate Interventions,
6} once established, the school district agrees to jointly coordinate, participate and
maintain one br,rnultiple Community Engagement Boards comprised of Community
members, School administrator, School RepresentatIve and Juvenile department (as
stated In 69ND 2440 Section )A
7) The School District agrees to recruit and train all volunteers on Identifying barriers to
school attendance, risk/needs essessrnentg, treatment and services available In the
school and In the community,
8} provide the appropriate Interpretive services for families during the CEB.
9) Provide the juvenile department with the original CE8 Contract and retain a copy
developed during the CEB if a petition or stayed petition Is in place,
10) Once the CEB Contract has been developed, the school designee will monitor students
based on the level of concern and attendance for each student. The designee will offer
suggestions as to possible Interventions related to specific students based on Individual
situations and behavlor^sr
11) Keep the Juvernile department Informed of the outcome of the CEB If petition is
submitted;. re uast further court Interventioo If deemed necessary (Lo, C60 Return o
Cass to request setting a court date to address continued truancy issues).

to all hearings sat before the court,
13) The School District, Its employees, subcontractors, and their employees (including CEB
members) shall maintain the confl entiality of all Information providod by the County or
acgWred by the County In performance of this MOU$ except upon the prior written
consent of the County or as required by other applicable law or an order entered by a
court of competent jurisdIctioni
14) Sege the paperwork oft the student and parent that compels him/her to appear in Court
and provide Return of servico to the court five days prior to scheduled Fearing,

1) Assign Staff to collaborate with the school district as needed to train the district on
updates, legislattva changes (SSHB 5 o) and the process of filing a Petition Regarding
Truancy that requests a STAY of the proceedings to allow the matter to go before a CE90
and assist whenever possible to coordinate Interventions for truant students.
2) Utilize date to determine appropriate Interventions,
) At each Community En a o ant Board, the Juvenile department shall assign staff to
attend and participate with CEWs as staffing scheb!ules allow. The assigned staff will:
(a) Partic1pate with CEO members to offer suggestions to remove harriers and
make suggestions fear Interventions based on the Individual needs of the
students-'
(b) Assist with the flow of Information In Court.

RCW 28A.225,035., This Includes
(a) .Provide the necessary documents for the School Dlstrlet to prepare for filingr

(d) Return the Paperwork to the school for distribution to the student / parent,
5) File the CEO Agreement and Docume- nt Cover Sheet and any additlonal paperwork If
there Is a petition with stay fie. copies of letters sent to the farnIly InvItIng them to the
CEBI the CEB Agreement, description of Interventions and timellne) provided by the
CEB/ghool with the Clerk of the Court.
6) Process the CEB Return of os received from the school that asks the court to set a
court hearingto address continued attendance Issues; seek the Court's approval and
sIgnature of the Order L(ftfng Stay and Scheduling Hearing; and prapsra the Notice of
HearinglOrder to Appearfor Heating that will set a, hearing date and time, This
Includes.
(a) Preparing the necessary documents for review and signing by the School
District and by the Court,
(h) Me the documents with the Clerk of the Courts
7) Provide appropriate Interpretive services for fa m 11.1es during count,
8) Provide schools with a copy ofoach court order that Is developed 4uring a Wurt
hearing.,
9) Me any motions to set show cause contempt motions to strike or reset; motions to

mIss the truancy case after receiving the appropiote Information from the School
District.
10) Report to the School District regarding any, further hearings, Information or other
matters relating to the truancy case,
11) The County and Its employees shall malntaln the confidentlailty of all Information
provided by the School District or acquired by the School District In performance of this
