The SIP committee reviewed the City of Ephrata's original SIP application in early May. The committee
urged the city to get an actual 3rd party quote for the work that needs to be done and not us
e old data
to estimate the price.
The city updated the project, and the SIP committee has voted (thru email) to unanimously recommend
full grant funding for this program.

Grant County Strategic Infrastructure Program Application
Eligibility Requirements
The Strategic Infrastructure Program fund is available because of a state program authorized by the legislature
in 1997 (RCW 82.14.370). The legislature has established eligibility requirements for using these funds:
FIRST: Funds can only be used to finance "public facilities" such as "bridges, roads, domestic and
industrial water facilities, sanitary sewer facilities, earth stabilization, storm sewer facilities,
railroads, electrical facilities, natural gas facilities, research, testing, training, and incubation
facilities in innovation partnership zones designated under RCW 43.330.270, buildings,
structures, telecommunications infrastructure, transportation infrastructure, or commercial
infrastructure, and port facilities in the state of Washington." RCW 82.14.370(3) (c)(i).
YES. The existing Ephrata Flood Diversion Channel is an important public facility for the City
of Ephrata. A Flood Hazard litigation Plan (FHMP) is needed to start the process to remove
the Special Flood Hazard Area from 533 Acres of downtown properties (see attached map).
SECOND: The public facility must also serve "economic development purposes," which is defined as
"those purposes which facilitate the creation or retention of businesses and jobs in a county."
RCW 82.14.370(3)(a), (c)(ii).
YES. There is a massive economic benefit to the removal of 533-Acres of Special Flood
Hazard Area (SFHA) designation from downtown Ephrata (see attached map).
THIRD: Finally, to be eligible for funding: "The public facility must be listed as an item in the officially
adopted county overall economic development plan, or the economic development section of
the county's comprehensive plan, or the comprehensive plan of a city or town located within
the county for those counties planning under RCW 36.70A.040. For those counties that do not
have an adopted overall economic development plan and do not plan under the growth
management act, the public facility must be listed in the county's capital facilities plan or the
capital facilities plan of a city or town located within the county." RCW 82.14.370(3)(a).
YES. The 2023 Ephrata Comprehensive Plan pages 43 & 44 details the flood area problem.
In addition, the Economic Develo2ment Section (page 20) specifically identifies the
downtown flood area as a major problem for attracting business, in addition to the cost of
flood insurance payments.

Economic Impact of the Project
1. What economic goals and/or objectives (identified in the comprehensive plan) does this project help the
community achieve?
The removal of 533-Acres of downtown flood zoning will greatly aid the economic growth of
downtown community, as it is a major issue with attracting businesses and/or expanding existing
businesses. In addition,, the monthly cost of flood insurance payments for the downtown community
would be lifted. Thus there would bean immediate encomic benefit from removing flood insurance
payments and a long-term benefit of removing this major impediment to economic growth in the
heart of the community.
2. How will this project foster economic growth, development, and address future economic needs?
The goal of this project is to remove 533-Acres of downtown flood zoning. The current flood zone is
a major impediment to economic growth in the downtown heart of the community. Removal of the
flood zone would foster economic grown, attract development, and greatly address future economic
needs for the community.
3. How will this project improve local infrastructure capacity?
The current Ephrata Flood Diversion Channel Infrastructure currently does not have the capacity to
handle the 100-Year Flood. Future Flood Diversion Channel infrastructure improvements include; #1
construct a debris basin, #2 replace the bridge, #3 concrete line the channel, and #4 repair the existing
levy walls. These future improvements will greatly improve local flood infrastructure capacity.
4. Will the project result in training or other opportunities for the local workforce? [@Yes 11 No
If yes, please describe:
The Phase I & 2 work ("v$150,000) will result in workforce training for 4-6 public works and
engineering workers. The future Phase 3 Construction work ("`$10,000,000) work will result in
workforce training for 15-20 construction field and office staff workers. The large amount of State
and Federal grant money coming into the Ephrata community to construct the project will also
provide economically related, materials suppliers, and subcontractor workforce training for the
community. The future Phase 3 removal of the flood zone work would result in many more
workforce training opportunities, over time, as the downtown area grows.

Yes. Several agencies will be working together including the City of Ephrata, Grant County, US
Bureau of Reclamation., US Army Corps of Engineers, Federal Emergency Management Agency
(FEMA), and WA State Department of Ecology. The City of Ephrata will take the lead for the project
and will form a strategic alliance with the other partner agencies to make the project a success.

Project Readiness
1. When did or will you start work on the project?
Phase I of the Ephrata Flood Hazard Mitigation Project will begin immediately after the potential
SIP grant award. The project will be conducted by the City Project Engineer, Dave Bren, a licensed
professional engineer. The City website has a page dedicated to the Ephrata Flood Hazard
Mitigation Project (www.ephrata.org/447/Flood-Hazard-Mitigation-Project). The project is
currently in the research and grant funding phase.
2. How many months will the work on this project take to complete? (12) Months This phase?
The Phase I Flood Hazard Mitigation Plan (FHMP) preparation is expected to take (24) months. The
Phase 2 LOMA Map Amendment is expected to take (12) months. This schedule includes a large
amount of time for FEMA Approval process of the Flood Plan and LOMA Map Amendment

4. Summarize efforts taken to date in terms of project funding:
a) Amount and source of funds?
None yet, as there is no FEMA Approved Flood Hazard Mitigation Plan (FHMP) for non -
emergency FEMA funds eligibility yet. Hence the SIP funding request is needed to
initiate the eligibility process.
b) Matching funds?
City Council Resolution 26-30 authorizes a 25% ($37,500) in -kind match from the City
Streets fund for the project. This authorizes City engineering staff time for the project.
c) If conditions are attached to any of these funds, please describe
The Phase I & 2 work is estimated to cost $150,000. 75% ($112,500) is estimated for the
consultant work and 25% ($37,500) is estimated for the in -kind match work by City
engineering staff.
(The Consultant Work Proposal provides details for the project scope and fees. The City
and Consultant will work closely together throughout the project.)
S. What engineering reports and feasibility studies have prepared?
a) When?
1973 Army Corps of Engineers Dry Creek Flood Control Report.
b) With what recommendations?
The Flood Control Report included several options. One of the options was to
improve the existing flood diversion channels capacity to provide the full 100-Year
flood diversion. unfortunately, the full 100-yearflood diversion was not
constructed in 1974. Therefore, the City has remained in a unusual "sheet flog"
alluvial fan flood plain, ever since.
6. What permits are necessary for the project? (Please list with approval dates)
There are no permits required for the Phase I & 2 work proposed. These phases
represent critical FEMA administrative planning, design, and approvals steps.
7. Are there other factors significant to this project that we should be aware of?

c) Inability to secure alternate funds?
The proposed FEMA Approved Flood Hazard Mitigation Plan (FHMP) is needed to
make the project eligible for future federal construction Grant funding. In short,
the proposed SIP Grant funding will prepare an FHMP, which opens the door, for
federal non -emergency grants.

8. If your project receives a commitment for an SIP grant or loan, when will you need the funds?
The funding needed would be spread out over the expected (24) month project schedule. The first
(12) months would be more intensive design and plan preparation work, expected to cost $5000 -
$8000 per month. The last (12) months of FEMA approval coordination work is expected to cost
$1000 - $2000 per month, as there will be various reviews, updates, presentations, and meetings
over longer periods.
9. Identify funds (General Fund, Utility Fund, Property taxes, etc.) that are eligible to repay a SIP loan.
The City of Ephrata does not have a fund for a flood utility. In addition, Grant County does not have
a flood district set up for the Dry Creek basin.
10. In the context of the local government's overall annual budget, explain the need for SIP assistance. It
the applicant has reserve funds or budget reserves, please explain why these funds are not available for
the project.
The City of Ephrata does not have a fund for a Flood utility. In addition, Grant County does not
have a flood district set up for the dry Creek basin. Therefore, there has been no engineering or
construction funding for flood management. The 1974 Army Corps of Engineers construction
work did not provide a Flood diversion facility that could divert the 100-Fear flood. Therefore,
businesses and residents have been paying flood insurance for the (5) decades since.

Local and Regional Support & Investment for the Project
1. Are Cities, Port Districts, the County, Schools, or other entities involved in funding the project?
The City of Ephrata is taking the funding lead for the administrative phases 1 & 2 of the Flood
Hazard Mitigation Project. The future construction phase 3 will likely be largely FEMA grant
funded, with match support from other federal, state, and local partners.
2. Are there any regional, State, or Federal funds being used for the project?

3. What is the private sector investment in the project?
NONE. However it should be noted:
The downtown Businesses and Private Property owners have been paying an
estimated $250,000+ per year in the national flood insurance program (NFIP).
This annual investment is lost to the community, effectively a negative
investment. The economic consequences over the past (50+) years of this
annual negative investment has been devastating to the Ephrata Community.
The project goal is for the Flood Diversion Channel to provide for the 100-year
flood diversion, so that the City can be removed from the "sheet -flow alluvial
fan"flood .zone. Then the payments to the national flood insurance program
can stop.

SCOPE OF WORK
CITY OF EPHRATA
FLOOD HAZARD MITIGATION PLAN AND LETTER OF MAP AMENDMENT
BACKGROUND
The City of Ephrata (herein referred to as City) has requested the services of Gray &
Osborne to assist with a flood mitigation project. As stated on the City's website, the
Flood Mitigation Project (IMP) consists of three phases:
Phase 1. Prepare a Federal Emergency Management Agency (FEMA)-approved
local Flood Hazard Mitigation Plan (FHMP)
Phase 2. Develop a Letter of Map Amendment (COMA) to be approved by
FEMA for immediate use while waiting for the Flood Insurance Rate
Map (FIRM) to be updated
Phase 3. Develop a Conditional Letter of Map Revision (CLOMR) that will be
used to revise the Federal Emergency Management Agency (FEMA)
Flood Insurance Rate Map (FIRM) for the City of Ephrata. The
CLOMR will be developed following the FEMA-approved
construction plan for the improvement of the existing flood diversion
channel. The CLOMR will be needed for the approval of the flood
control construction work.
Following the completion of all three phases, five capital improvement projects will be
planned for construction after which the City will be able to apply to FEMA for the
redesignation of the AO Flood Zone.
The City has requested Gray & Osborne's services to assist with Phase I and Phase 2 of
the IMP. Phase I consists of three steps that include:
Step 1. Develop a draft FHMP. The FHMP would utilize the 1972 Army
Corps Plan to divert the 1 00-year flood around the City in the existing
flood channel.
Step 2. Submit the City's draft FHMP to the Disaster Resilience Unit of
Washington Emergency Management Division for review. The review
comments will be used to improve and prepare the FHMP for a review
by FEMA.
Step 3. Submit the updated City's FHMP to FEMA Region 10 for review. The
comments will be used to improve and prepare a final plan for
approval by FEMA.

Phase 2, which is the development of the LOMA, consists of three steps:
Step 1. Led by the City Project Engineer, develop a draft LOMA application
for submittal to FEMA for their review. Utilize the FHMP flood
mapping results (generated using high -resolution LiDAR data) in the
LOMA application.
Step 2. The City Project Engineer shall coordinate any updates that are needed
to the LOMA based on the comments received by FEMA
Step 3. Once FEMA approves the LOMA, it will be utilized immediately,
while the FIRM update will occur later in the future.
In 1972, the United States Army Corps of Engineers (USAGE) preliminary engineering
design of the existing Flood Diversion Channel included a concrete lining in order to
improve the conveyance efficiency of the I 00-year flood event. However, the
construction of the channel in 1974 did not include concrete lining. Lining the channel in
addition to four other capital improvements should improve the conveyance of the
I 00-yearr flood. Following improvement to the I 00-year flood conveyance system, the
City may apply for a CLOMR to remove the 533-acre Sheet Flow Floodplain Zone (AO
Zone) in the downtown area of Ephrata.
Gray & Osborne proposes to assist the City with the completion of Phase I and Phase 2
by completing the following seven tasks:

SCOPE OF WORK
Task I — Project Management and Administration
Objective: Provide overall project management, coordination, and oversight of the
FHMP and LOMA technical work by the Principal in Charge and senior
staff members.
Overall project management and oversight services shall include:

Task 2 — Existing Information Acquisition
Objective: Acquire and review previous floodplain mapping, GIS data, historical
studies, and supporting technical data necessary to complete the FHMP
and associated hydrologic and hydraulic analyses.
A. Acquire effective FENIA flood hazard models and data, mapping, Flood
Insurance Studies (FIS), and available FEMA supporting documentation,
and previous flood mitigation studies.
B. Acquire the most recent high -resolution topographic data (i.e., LiDAR).
C. Acquire and review existing stormwater infrastructure data and
information (and model results if available) from the City.
D. Acquire available GIS/LiDAR data that are relevant to this project.
E. Acquire and review precipitation data that are available in the vicinity of
the project area.
F. Acquire and review relevant as -built plans including but not limited to the
1972 USAGE flood control engineering plans.

G. Review City -provided drainage basin delineations, hydraulic information,
bridge and culvert data, and available historical flood information.
H. Conduct limited field reconnaissance to verify existing stormwater
infrastructure and natural landscape runoff features, flood diversion
channel conditions, and constraints, as well as other features.
Task 3 —Data Analysis and Modeling (Including Hydrologic and Hydraulic)
Objective: Perform hydrologic and hydraulic analyses necessary to evaluate current
flood risks, support mitigation planning, and develop technical
documentation for FEMA coordination and LOMA support.
A. Hydrologic Analysis and Modeling
1. Conduct a flood frequency analysis for the study area. The flood
frequency results will include a I 00-year streamflow rate that will
be used in subsequent hydraulic modeling and analyses. Use
appropriate rainfall -runoff modeling software for conducting the
flood frequency analysis. Several factors including available data,
existing infrastructure, and the extent of the study area will
determine which modeling software to use for this analysis.
2. Review drainage basin characteristics, watershed boundaries
provided by the City, runoff assumptions, and available
precipitation data.
3. Describe hydrologic model technical approach (including methods,
input parameters, and assumptions) and results for inclusion in the
FHMP and the LOMA documentation.
B. Hydraulic Modeling and Analysis
1. Develop a hydraulic model for the study area using HEC-RAS
software in order to identify existing flood hazard risks to the City.
Use the most recently acquired high -resolution topographic data
i.e., LiDAR as the geometry for the HEC-RAS model. Depending
on the infrastructure that exists in the study area, additional
modeling software such as XPSWMM may be used in addition to
or as a substitute for HEC-RAS.
2. Compare the updated HEC-RAS model results with FEMA's
effective FIRM that was developed using historic topographic data
and flood frequency results.

3. The hydraulic model results will be used to support Phase 2 of the
City's FMP, i.e., LOMA development.
4. Conduct a qualitative calibration and validation of the model,
which may include limited field reconnaissance.
5. Prepare floodplain mapping exhibits (including maps and figures)
and technical documentation to support FEMA review and
coordination as well as LOMA review and coordination.
6. Prepare a technical memorandum summarizing our hydraulic
model(s) technical approach (including methods, input parameters,
and assumptions) and results for inclusion in the FHMP and the
LOMA documentation.

guidance.
A. Describe conceptual design associated with the 1972 USACE flood
diversion plan. Basic conceptual plans with basic alignments will be
prepared based on the 1972 plans, including:
1. Debris basin and flood gauge weir improvements.
2. Preliminary bridge box culvert sizing evaluations.

4. Levee repair and stabilization concepts.

Task 5 — FNMA Report Development
Objective: Develop a Flood Hazard Mitigation Plan (FHMP) that shall comply with
FEMA standards with the goal of acquiring FEMA's approval. A FEMA-
approved FHMP is required for eligibility for FEMA's pre/non-emergency
Building Resilient Infrastructure and Communities (BRIO) grants. The
City's FHMP may include the following chapters as stated in FEMA's
Local Mitigation Planning Handbook (2025):
• Introduction Background, and Purpose;
• Planning Team Overview;
• Outreach Strategy;
• Risk Assessment;
• Community Capabilities Review;
• Mitigation Strategy;
• Plan for Future FHMP Updates;
• Appendices (including, but not limited to, H&H technical
approaches and results).
A. Two versions of the FHMP shall be completed. A draft version shall be
provided to the City and stakeholders for review and comment. Following
the incorporation of feedback from reviews of the draft version, a final
version will be completed. In close coordination with the City, Gray and
Osborne will develop the FHMP report by completing the following tasks:
1. Develop an outline for the FHMP. The outline shall be developed
with guidance from the FEMA's State hazard Mitigation Officer.

2. Develop a draft FHMP report with an organization that likely
includes a similar list of chapters listed above.
3. Submit draft FHMP report to the City as well as Disaster

reviews.
5. Incorporate feedback from agency review including review by the
Disaster Resilience Unit of Washington Emergency Management

meeting shall take place during the development of the draft FHMP as
well as the final FHMP. Review shall include all of the components of
FHMP including but not limited to the written descriptions, results from
technical analyses, and figures. Gray and Osborne shall ensure
incorporation of relevant recommendations and suggestions from the
QA/QC review into the final permit -ready design.

ASSUMPTIONS
This scope of work and the resulting maximum amount, payable is based on the following
assumptions as required for the development of the project.

2. The City of Ephrata will provide the Part 107 UAS mapping as part of
their project match.
3. The City of Ephrata will provide LIDAR contours and preliminary basins
for the flood zone mapping effort.
4. The City of Ephrata will act as the lead for the FHMP and LOMA
applications.
5. All analysis that requires topography will use available LiDAR data and
will not require consultant topographic surveying.
6. No subconsultants, are anticipated for this project.
7. This scope assumes up to two review cycles by the City, stakeholders, and
Washington Emergency Management Division, and FEMA Region 10 for
draft deliverables.
S. The City of Ephrata will provide timely review of project submittals and
technical deliverables.
9. Final construction plans, permitting, and bid -ready documents are not
included unless specifically authorized by amendment.
10. Consultant obligations related to public outreach and meeting coordination
is limited to that described in this scope.
11. Fieldwork is cursory and limited to this scope.

Authorization for Strategic Infrastructure Program (SIP) Grant Application
Flood Hazard Mitigation Plan Development
WHEREAS, the existing Ephrata Flood Diversion Channel is a critical public facility for the
City of Ephrata. The channel needs to be improved to fully protect the City from floods.
WHEREAS, the 2023 Ephrata Comprehensive Plan identifies the special flood hazard area
impacting 533-Acres of downtown properties on pages 20, 43, & 44 including attracting
business, building construction, building remodeling, and cost of flood insurance.
WHEREAS, the City does not have a Flood Hazard Mitigation Plan (FHMP) and this plan is
needed to make the City eligible for FEMA non -disaster flood mitigation grants.
WHEREAS, a Flood Hazard Mitigation Plan (FHMP) would complete the 1972 Army Corps of
Engineers flood design and identify grant funding options to construct the needed flood
improvements, over several phases.
WHEREAS, City staff met with the Economic Development Council (EDC) grant committee
and received comments on a potential Strategic Infrastructure Program (SIP) grant. Comments
included a grant match by the City and a detailed scope of work from a consulting engineer.
WHEREAS, the preparation of a Flood Hazard Mitigation Plan (FHMP) is estimated to cost
$150,000. The 25% grant match ($37,500} would come from the City Street Fund in 2027, as in -
kind City engineering staff work on the project. The 75% grant funding ($112,50fl} would
provide for the consultant costs.
WHEREAS, the City Staff is ready submit the EDC SIP grant application; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF EPHRATA,
WASHINGTON, as follows:
The City Council authorizes the Mayor and City Staff to submit the grant application.

Frequently Flooded Areas
Frequently flooded areas are areas that are
subject to a one percent or greater chance
of flooding in any given year as identified
by the Federal Emergency Management
Administration (FEMA).
The City of Ephrata designates frequently
flooded areas as those identified as Special
Flood Hazard Areas (SFHA) by the Flood
Insurance Rate Map, as amended. The
designated SFHA in Ephrata shown in Figure
19 covers a significant portion of the City,
including all of downtown, the Grant County
courthouse and offices, and many historic
residential neighborhoods west of SR 28.
All development within the designated
SFHA is subject to development procedures
as outlined in Ephrata Municipal Code
Chapter 19.11.
Discussion
The following discussion summarizes findings
from the 1973 Dry Creek Flood Control Report
by the Army Corps of Engineers:
Ephrata lies near the mouth of the Dry
Creek drainage basin at the east end of the
Beezley Hills. Dry Creek is the longest of a
network of 10 major ravines draining the
27-square-mile basin within the Beezley
Hills. In its 9-mile length the creek bed falls
1,400 feet from elevation 2,700 to 1,300 feet.
The gradient is fairly uniform, averaging
about 150 feet per mile. The Creek bed is
about 20 feet wide with steep sides near its
mouth at Ephrata.
Surface water runoff in the Dry Creek
drainage basin takes place intermittently
when a thunderstorm or rapid snow
melt, combined with rainfall occurs.
Often the water is absorbed into the
hillside soil or stream beds. However,
if the ground is frozen or wet, runoff in
substantial quantities reaches the mouth
of Dry Creek. Peak flow frequencies are
estimated as follows:

The most severe combination of weather and
runoff conditions reasonably characteristic
of the area, such as an intense thunderstorm
centered over the drainage basin, could result
in a peak flow of 15,000 cfs.
Flood waters are diverted at the mouth
of the creek to the north by a corrugated
metal arch culvert 10 feet high, 24 feet
wide and 100 feet long. A steel sheet pile
training wall, 250 feet long, turns the creek
in the direction of the culvert. Creek waters
are thence carried northward in a channel
paralleling the adjacent West Irrigation
Canal. About 3,S00 feet north of 1st Avenue
NW the channel turns eastward, releasing
discharges into a ponding area north of
Ephrata. The poncling area is 1.S miles long
and nearly one-half mile wide and has a
capacity for storing about 1,800 acre-feet.
A low embankment is intended to prevent
the extension of poncling southward into
Ephrata, but has a top elevation three feet
below the maximum potential poncling
elevation. Because of the fine materials
used in construction, the embankment is
subject to failure from erosion whenever
flow exceeds S60 second -feet, which is
approximately a 4-year flow.

The Federal Emergency Management Agency (FEMA) has defined areas showing the
extent of the 100-year flood boundary in order to establish flood insurance rates and assist
communities in efforts to promote sound flood plain management. Figure 19 depicts the area
susceptible to flooding.

Economic Development
Respondents were asked to consider their
top priorities for economic development in
Ephrata. The highest priority, with 63.9%,
was to encourage new businesses to locate
in Ephrata and create more local jobs.
The next highest priorities were "focus on
inf ill development and redevelopment of
vacant properties" (51.9%) and "support
existing businesses to ensure long-term
sustainability of Ephrata's culture" (51.2%).
Figure 10 shows how many selections were
made for each priority.
Another question asked how important
it is to the local economy and culture
that Ephrata is the Grant County Seat.
64.1% chose very important, 23.2% chose
important, 9.9% were neutral, 1.S% chose
less important, and 1.3% chose not
important at all.
Respondents were asked to share their
thoughts on Downtown Ephrata. The
most popular response was that "it's
not so much Downtown Ephrata that
is important to the local economy,
but rather ensuring the success of
local industries and small businesses,
regardless of location." That statement
was selected by 46.9% of respondents.
The statement that was selected the least
(20%), was "it would be fine if Ephrata's
economic core migrated out of downtown
to areas with new development."
These two statements, and the rest of the
options and their selection rates shown in
Figure 11, show that there are mixed feelings
about the future of Downtown Ephrata,
indicating the need for further study.

The survey asked respondents if their
property or business has been impacted
by the floodplain designation in Downtown
Ephrata. 17.3% of respondents (129 people)
said yes. When asked to explain how they
have been impacted, the overwhelming
response was the high cost of flood
insurance and the additional burden that it
adds to doing business.
Parks andRecreation
Respondents were asked to identify
what they would consider to be the top
priorities for parks and recreation. The
most popular answer (56.9%) was "update
and modernize park amenities such as
playgrounds, shelters, bathroom facilities,
etc." The next top selections were "expand
parks and recreation programs, such as
sports clubs, youth and senior activities,
etc." (42.7%) and "improve city parks safety
and accessibility by ensuring safe walking
and biking routes to parks, lighting, and
ADA accessibility" (31.7%).
A majority of respondents identified top
priorities that focused on improving and
updating the existing parks and recreation
opportunities in the city.
8% of respondents wrote in top priorities
for parks and recreation. Most of these
responses related to the need to improve
and update the existing infrastructure.
There were also several requests for new
park locations and amenities. Figure 12
illustrates the survey results.
