This request is being made due to the Port receiving reimbursable Commerce Grants and financing is needed. At today's Commissioner Meeting, this request was affirmed. Duly 2, 2026 Carrie Heston Grant County Treasurer PO Box 37 Ephrata, WA 98823 RE: Washington State Department of Commerce - Project Funding Dear Carrie I am following up on our conversation about the Port of Mattawa (Port) budget, available funds, and projects that we have planned for 2026. As we discussed, the Port is the recipient of 3 Washington State Department of Commerce (Commerce) grants that total $1,919,630 dollars. Attached are 2 of those the Commerce Contract Readiness Forms. These are the only 2 grants we are currently moving forward with in 2026 and are currently out to bid. The grant funds are for the Port water Infrastructure project and the Sentinel Gap Community Park. The Commerce grant funds are key to the Port's economic development plans as detailed in our adopted Comprehensive Plan and Park Plan. As I conveyed to the Finance Committee in 2024, the Port is thankful for these 2 grant funds, however one facet of the grants that is problematic for the Port is that they are reimbursement grants. We must pay for eligible grant activities/work first and then request reimbursement for funds spent. The Port does not have $1,569,460 dollars in its General Fund. For this reason, I am requesting loan options from Grant County that might be available. It would he a hardship forthe Port if we could not move forward with the projects that have been awarded grant funds. On May 7 2024, the Board of County Commissioner approved the Finance Committee's recommendation to allow the Port to increase our debt limit of registered warrants.
