AUDITOR'S OFFICE 1. Approve payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing, and made available to the Board. COMMISSIONERS' OFFICE 2. Approve request to change the Grant County privately owned vehicle (POV) mileage reimbursement rate from $0.725/mile to $0.76/mile to keep in line with the GSA rate. 3. Approve Invoices to Baker Tilly Advisory Group, LP for Internal Controls Review Services in the total amount of $10,893.76 to be paid from Fund 001,0125 (Mist. Gen Govt). Page 3of5 Grant County Commissioners Agenda Week of August 3, 2026 4. Approve Consultant Agreement between Chelan, Okanogan, Douglas and Grant County and Leah M. Becknell, LLC for the Facilitation of the North Central Washington Regional Diversion Workgroup. Term is 24 months from the effective date, at a fee of $115 per hour. 5. Approve Resolution and request for Karrie Stockton, Grants Admin Specialist, to DocuSign Blake Interagency Agreement between Washington State Administrative Office of the Courts (AOC) and Grant County for Blake reimbursement of extraordinary costs or re -sentencing and vacating sentences as required by State v. Blake, in the amount of $15,000. Term is July 1, 2026 through June 30, 2027. 6. Approve One Year Extension Request from the City of Ephrata on the Strategic Infrastructure Program (SIP) No. 2024-03 Water Pipe Project. New end date would be August 20, 2028. 7. Approve reimbursement request from Opportunities Industrialization Center (OIC) on the Community Development Block Grant (CDBG) No. 25-64210-005 in the amount of $391.96 for the month of June 2026. DEVELOPMENT SERVICES 8. Approve execution of Granicus SmartGov Code Enforcement Services Proposal (Order Form Q- 523831, dated May 8, 2026) in the amount of $2,.852.81,, under the existing Granicus Agreement effective July 1, 2024 with payment terms of Net 30 and a 12-month agreement term commencing upon signature. This will include the creation of three new code enforcement templates, associated project management and code enforcement training. 9. Approve request to waive demolition fees for all structures impacted by the Railroad Fire in Beverly, WA, to alleviate some of the burden on homeowners who recently lost their homes and outbuildings. Total fees requesting to be waived is $532.50. EMERGENCY MANAGEMENT 10. Approve request to purchase FLIR IdentiFINDER R425 Radionuclide Identification Device in the amount of $16,950.00. This cost will be reimbursed by 24SHSP Contract E25-205, Regional Hazmat Team Equipment NPA Project #1. FAIRGROUNDS 11. Approve Policy Update regarding equipment leasing for Fairgrounds food booth equipment. This is a change to the commission structure. PUBLIC WORKS 12. Approve Award Recommendation and Award Letter to Award Construction, Inc., as well as termination of agreement with Precision Industrial Contractors for the Ephrata Landfill Multi - Phase Extraction System Expansion. Contract amount is $2,084,288.10. Award Construction Inc. is bidder no. 2 for this project. 13. Approve Award Recommendation and Award Letter to Demtech for an HDPE Extrusion Welder in the contract amount of $10,,574.00. The lowest bidder was not selected because no certification was offered with the lowest bidder, whereas Demtech offered an extensive certification course. Approve Resolution to transfer jurisdiction of Road P-NW from Grant County to the City of Quincy. 16. Approve Resolution Notice of Hearing, Amendment to the Transportation Improvement Program for the 2027 — 2032 Years. RFNFW 17. Approve Resolution and Interlocal Agreement between Grant County dba Renew and the Royal School District regarding Counseling Services for the 2026 — 2027 school year. 18. Approve amended Out of State Travel Request for Eddy De Herrera to attend the NAADAC Conference in place of a resigning employee. Dates of travel are August 28 through August 31, 2026. Estimated cost is $2,067.00. SHERIFF'S OFFICE 19. Approve Out of State Travel Request for Deputy Jordan Ulrich to attend Master Taser Instructor Training in Chandler,. Arizona. Dates of travel are September 20 through September 26, 2026. The training is provided at no cost — estimated travel expenses are $2,720.00. 20. Approve. Out of State Travel Request for Sgt. Dan Simon and Sgt. John Querin to attend Correctional Risk Management Training in Midway, Utah. Dates of travel are September 22 through September 26., 2026. Estimated cost is $7.,113.00. TECHNOLOGY SERVICES 21. Approve Purchase Order No. 1092 to Axon Enterprises, Inc. for Annual Body Camera Renewal with Additions by the Sheriffs Office in the total amount of $149.,454.44. Grant County Technology Services will pay the budgeted amount of $74,727.21 and will bill the Sheriff's Office for the additional purchase of $74,727.23.
