People For People has been a trusted transportation provider throughout our region, delivering safe, reliable, and accessible transportation for older adults, individuals with disabilities, veterans, low-income individuals, children with special needs, and the general public. These services are especially important in rural communities where transportation options are limited. Many of the individuals we serve rely on People For People to access the services and opportunities our organization provides. Without dependable transportation, many would face significant barriers to receiving essential services, maintaining employment, attending school or training, obtaining groceries, and participating in community life. Good morning, People For People is requesting your support for our application to the Washington State Department of Transportation (WSDOT). Transportation services that People For People provides will terminate on June 30, 2027. The current transportation service provides trips for individuals with special needs, allowing them to remain independent in their communities and access critical health and human services. Our WSDOT application will provide grant funding from July 1, 2027 to June 30, 2031 to sustain transportation services in the rural and remote areas of Adams, Grant, and Lincoln counties. The focus of the projects is to ensure that vulnerable citizens have access to basic services; That elderly individuals can remain independent in their own homes; That individuals with special needs can access dialysis, cancer treatment, and other health care services; That individuals have access to employment, job training, educational opportunities, social services, nutrition, and shopping. The funding is extremely competitive. With that in mind, People For People would appreciate a letter of support in order to continue providing transportation services. Some facts that you may consider mentioning in your letter include the following: ■ The lack of transportation options for many of our residents. ■ The critical need to provide transportation service for individuals to access health care, education, employment, social services, nutrition, shopping, and other basic services. ■ The rising cost of fuel has a dramatic impact on low-income and fixed -income individuals who live in remote rural locations. ■ Your interest in coordinating services and opportunities that you provide to the public. ■ Any other information that would demonstrate the value of this service to the communities or specific customer needs. I have attached an Executive Summary detailing the projects, a Sample Letter of Support, and a copy of the Previous Letter of Support. The requested funding will enable People For People to continue providing safe, reliable, and accessible transportation for individuals with special transportation needs, ensuring access to essential services such as health care, education, employment, nutrition programs, shopping, and social services. Transportation Projects Adams, Grant, and Lincoln Counties - Preservation of Rural Special Needs Transportation: This project preserves critical rural transportation services for older adults, individuals with disabilities, veterans, low-income residents, and other transportation -disadvantaged populations throughout Adams, Grant, and Lincoln counties. The service provides demand -response transportation and fixed -route services, including the Health Express Shuttle and Community Connector routes, ensuring residents can access medical care, employment, education, nutrition programs, shopping, and other essential community services. The project also preserves vital regional transportation connections to Benton, Chelan, Douglas, Franklin, Okanogan, and Spokane counties, allowing riders to access specialized medical services, employment opportunities, educational institutions, and other destinations that are not available within their local communities. Adams, Grant, and Lincoln Counties Replacement Vehicles to Sustain Special Needs Transportation: This project replaces aging ADA-accessible vehicles that have exceeded or are approaching the end of their useful life. Replacing these vehicles is essential to maintaining a safe, reliable, and accessible fleet capable of meeting the transportation needs of individuals with disabilities, older adults, veterans, low-income residents, and other individuals who depend on specialized transportation. The replacement vehicles will improve reliability, reduce maintenance costs and service interruptions, enhance passenger safety and accessibility, and ensure the continued availability of demand -response and fixed -route transportation services throughout the QUADCO region. These projects will preserve the transportation services to populations with special transportation needs while addressing the priorities identified in the QUADCO Coordinated Public Transit -Human Services Transportation Plan: ■ Persons with disabilities lack access to employment, health care, social services, recreation, and social events. ■ Older adults need access to health care, as well as, shopping, nutrition, and socialization with friends and family. ■ Low-income individuals lack access to social services, health care, job search, employment, education, and taking children to childcare. ■ Youth lack transportation for after -school activities, summer activities, recreation, child care, alternative schools, and post -secondary education. ■ Veterans lack transportation for health care, employment, employment -related services, education, and other vital services.
