CALL TO ORDER
The Grant County Commissioner's Session was called to order at 8:33 a.m. with
Commissioners Burgess and Carter in attendance. Commissioner Jones was out and
excused for the day.

RCW42.30.110(l)(i) Commissioner Burgess called an Executive Session to order
Potential Litigation beginning at 9:32 a.m. to go until 9:37 a.m. In attendance were
Commissioners Burgess and Carter, Trevor Bevier.and Barbara
Duerbeck. The session continued until 9:42 a.m.
Commissioner Burgess closed the session at 9:42 a.m.
RCW42.30.110(l)(i) Commissioner Burgess called an Executive Session to order
Potential Litigation beginning at 9:43 a.m. to go until 9:53 a.m. In attendance were
Commissioners Burgess and Carter, Andy Booth, Cade Egbert,
Caitlin Martell, Tiffany Neier (via Zoom), Trevor Bevier and
Barbara Duerbeck. Commissioner Burgess closed the session
at 9:5 3 a.m.
Following the Executive Session,, it was
MOVED BY COMMISSIONER CARTER, SECONDED BY COMMISSIONER BURGESS, TO
FOLLOW THE RECOMMENDATION OF PUBLIC WORKS, TERMINATE THE CONTRACT
WITH PRECISION INDUSTRIAL CONTRACTORS FOR THE MPE LANDFILL CONTRACT,
AND PROCEED WITH CONTRACT NEGOTIATIONS. MOTION PASSED WITH TWO
COMMISSIONERS IN ATTENDANCE,

AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by
RCW 42-24.080, and those expense reimbursement claims certified
by the auditing officer as required by RCW 42.24.090, as recorded on
a Listing, and made available to the Board. (in the amount of
$1,294,100.29 and $151,451.27)
COMMISSIONERS' OFFICE
2. Approve Commissioners' Minutes for the week of July 13, 2026.
3. Approve Public Comment Letter to the Washington Department of
Ecology regarding the VoLtaGrid Electric Generation Plant Air Quality
Notice of Construction Application (NOC).
4. Approve reimbursement request from Renew, on behalf of the
Boys and Girls Club, on the American Rescue Plan Act (ARPA) in the
amount of $5,688.29 for the month of June 2026.
5. Approve reimbursement request from Beverly Water District on the
American Rescue Plan Act (ARPA) in the amount of $83,027.50 for
the Water Distribution System Project. 1
6. Approve reimbursement request from Big Bend Community
College on the American Rescue Plan Act (ARPA) in the amount of
$41,979.77 for the month of June 2026.
7. Approve reimbursement request from McKay Healthcare on the
Strategic Infrastructure Program (SIP) No. 2025-03 Kitchen
Expansion Project, in the amount of $5,584.50.
8. Approve reimbursement request from McKay Healthcare on the
Strategic Infrastructure Program (SIP) No. 2026-03 Community
Center Expansion Project in the amount of $2,400a
9. Approve reimbursement request from Beverly Water District on the
Strategic Infrastructure Program (SIP) No. 2025-04 New Reservoir
Project in the amount of $205,947.89.
10. Approve reimbursement request from HopeSource on the
Consolidated Homeless Grant (CHG) No. 26-46108-10 in the amount
of $88,973.40 for June 2026.

FACILITIES &MAINTENANCE
11. Authorize request for Arc Electric to run cable and install five time
clocks at the new jail in the amount of $13,996.96 to be paid from
the Tyler Implementation Fund (123.0000). This fund has a balance
to cover the cost. These clocks were not part of the original project
as the jail was not yet built.
JUVENILE COURT & YOUTH SERVICES
12. Approve Resolution No. 26-050-CC and request for Suhail
Palacios, Juvenile Court Administrator, to DocuSign Interagency
Agreement AOC3392 with the Washington State Administrative
Office of the Courts (AOC) for the CASA/Volunteer GAL Program.
Term is July 1, 2026 through June 30, 2027.
13. Approve Resolution No. 26-051-CC and request for Suhail
Palacios, Juvenile Court Administrator, to DocuSign Interagency
Agreement AOC3328 with the Washington State Administrative
Office of the Courts (AOC) for the Juvenile Court Early Intervention
Programs and Services. Term is July 1, 2026 through June 30, 2027.
RENEW
14. Approve County Program Agreement for DDA County Services
between Washington State Department of Social and Health
Services (DSHS) and Grant -Adams County Service, Contract #2663-
71263 with a maximum program agreement amount of
$1,017,954.00. Term is July 1, 2026 through June 30, 2027.
15. Approve Out of State Travel request for Matthew Truman to attend
the 2026 Community Health Conference in Las Vegas, NV. Dates of
travel are August 15 - August 18,' 2026. Estimated total cost is
$3,000.
16. Approve Out of State Travel request for Isidro Alvarez to attend
CrisisCon26 in Atlanta, GA. Dates of travel are October 4 - October
81 2026. Estimated cost of travel is $2,755.52.
17. Approve Out of State Travel request for Marisol Gonzales,
Fernando Galarza and Dayana Ruiz to attend the 2026 Texas Suicide
Prevention Symposium in New Braunfels, TX. Dates of travel are
August 10 - August 12, 2026. Estimated cost is $3,300-
SHERIFF'S OFFICE
18. Approve request for Chief Deputy Philip Coats to sign amended
contract with HomeWAV for add -on features at no cost to the county.
HomeWAV will activate mail scanning on the tablets installed at the
facility.

TECHNOLOGY SERVICES
19. Approve Purchase Order #1089 to CDW-G for annual Barracuda
Premium Protection Plan Renewal -Quote #PXSL878 in the amount
of $89,781.22. Term is August 13, 2026 through August 12, 2027. This
is a budgeted software renewal to be paid from Fund 501.0000.
MOVED BY COMMISSIONER CARTER, SECONDED BY COMMISSIONER JONES, TO
APPROVE THE CONSENT AGENDA ITEMS 1 THROUGH 19 AS PRESENTED. MOTION
PASSED UNANIMOUSLY.
