It is Grant County's policy to strive to support and facilitate training which meets the needs of the County and the employee's job, and to promote continuing education when feasible and applicable. 631.2 POLICY This policy applies to all full-time-, part-time, temporarv, seasonal, and contract employees of Grant County, including elected officials and volunteers, where applicable. All employees and elected officials must com lete desianated mandatory trainin-gs as determined by federal, state L, ... and county reaulations, as well as iob-spe...c,...i*ficresponsibilities. Completion of these traininc -is is a condition of continued ern t)lovment or service. Grant County employees may be provided job -specific internal training. The amount of training will vary from job to job. Some jobs will require specific external training and certifications, as well. A job may require one-time or annual specific and/or nonspecific training in order to proceed in any level promotions that may apply. An employee is required to take any job specific training necessary to remain qualified in their position. Employees should see their supervisor, man Department Head, or Elected Official for specific training provided or required for their position. Subject to budgetary limitations as determined by the Board of County Commissioners, Grant County supports education and training for employees and may sponsor attendance at seminars and/or classes which are relevant to the employee's job. The request must be in writing and document the cost and benefit to the employee and Grant County, and is subject to prior written approval by the supervisor mans er De artment Head or Elected Official. Employees may be required to attend seminars and/or classes which will benefit their job knowledge and performance, and may be sponsored by Grant County. These seminars and/or classes may require travel and/or participation during non -work hours. Non-exempt employees will be compensated in accordance with the FLSA for seminars or classes required during non - work hours.- All non-exempt emoloyees shall be comoensated in accordance with the FLS) for all mandatory training time, whether Burin a or outside regular work hours, as follows: (a) Mandatory Training; Training is compensable work time if it is: Required by Grant County (mandatory attendance): Directly related to the employ ee's job; Designed to improve job__ performance-, OR Copyright Lexipol, LLC 2026/07/09, All Rights Reserved. ***DRAFT*** Employee Training and Continuing Education Published with permission by Grant County - 1 Grant County Government Policy Manual Employee Training and Continuing Education • Required for certification, licensure, or compliance Mandatory training must be compensated regardless of; • Whether it occurs during or outside regular work hours; Whether it occurs on Counly premises or elsewheree • whether the employee is interested in the training b. voluntary Training_(may be unpaid if ALL conditions mety. Training may be unpaid ONLY if ALL FOUR of the following conditions are met: 1. Attendance is completelv volunta no consequences for not attendin 2. occurs outside the em to eels regular working hours: 3. The trainin is NOT directiv related to the employee's current iob;, AND 4. The employee does not perform any productive work during the training. If ANY of these conditions is not met the training time must be corn ensated. (c) Exempt Employees: Exempt errs to ees are not entitled to additional compensation for training time but may use compensatory time off in accordance with Grant County policies Employees may be required to reimburse the County for costs incurred in certain circumstances. 631.3 CONTINUING EDUCATION Grant County will support employee participation in education programs that assist employees in continuing their formal education. (a) Generally, payment for continuing education is made by the employee and is during off-duty/non-working hours or appropriate time off is requested and approved. 631.4 ESSENTIAL TRAINING As referenced above, certain positions may require specific training, certification, or licensure as a part of a bona fide job requirement or part of a professional certification or licensing program, and these are deemed essential to an employee's right to hold their particular position at the County. (a) The required training must be successfully completed according to the instructional guidelines of the coursework. Failure to successfully complete a bona fide job requirement shall put continued employment in the position and/or with the County in jeopardy. (b) Generally, payment for essential training is made by the employee and training is accomplished on employee's time. Department Head or Elected Official on a case by case basis. 631.6 COUNTY -SPONSORED TRAINING Grant County will research, coordinate and provide training opportunities for employees in order that services to the County will be more efficient and effective. (a) Employees are offered training as a benefit of their employment. (b) Employees, including n8^4VS and supervisorsmanagers, Dei)artment Heads or Elected Officials, may be requested to attend training that is essential to their successful performance at the County. (c) Generally, payment for County -sponsored training is made by the County and is accomplished on County time, at County facilities. All trainings are intended to be com leted during the employee's regular workday. 631.10 COMPLIANCE AND ENFORCEMENT Failure to comDlete mandatory training within specified timeframes will result in disciplinary action, up. to and including suspension or termination. Exceptions may be aranted for documented medical leave or other extenuating circumstances, subject to review and approval by the Human Resources Director -_ 631.11 DOCUMENTATION AND RECORD KEEPING The Human Resources Department will maintain all training completion records for a minimum of Live (5yoars or as required bv-law and will be housed in the employee's personnel file. 631.12 POLICY REVIEW This po.licy will be reviewed annually bv Human Resources and updated as necessary to reflect changes in reciulations technoloqv, or organizational needs.
