AUDITOR'S OFFICE 1. Approve payment of vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, as recorded on a listing, and made available to the Board. COMMISSIONERS' OFFICE 2. Approve invoice to Westwind Media, LLC in the amount of $5,869.00 for Social Media Management Services to be paid from Fund 114.0000 (Tourist Advert). 3. Approve 2026 Agreement regarding Use of County Property for Public Purpose with the American Legion Auxiliary, Art Semro Unit 28 for their National Day of Service and Remembrance (previously: Patriot Day Ceremony) event to be held on September 11, 2026. 4. Approve extension request from the Town of Coulee City on the Strategic Infrastructure Program (SIP) No. 2020-02 Rodeo Ground Improvement Project. Current end date is December 311 2026. Due to entire staff turnover, the request is to extend to December 31, 2027. Page 3 of 5 Grant County Commissioners Agenda Week of July 6, 2026 DEVELOPMENT SERVICES 5. Initiate Table 1 of the Annual 2026 Grant County Comprehensive Plan Amendments pursuant to Grant County Code (GCC) 25.12.030(e)(1)-(4). FAIRGROUNDS / CENTRAL SERVICES 6. Approve contract with Carlile Excavation Inc. in the amount of $17,312.00 to repair the concrete in the rabbit barn to be paid from approved capital funds for the 2026 Brian Miller Upgrade. Fund balance is $18,210.59. NFW HOPF 7. Approve Resolution and request for Kim Pope, Director, to DocuSign Interagency Agreement between Grant County and Washington State Department of Commerce Community Services and Housing Division, Office of Crime Victims Advocacy for the SFY 2027 Domestic Violence Legal Advocacy Grant Program, Contract Number S27-31108-005. Term is from July 1, 2026 through June 30, 2027 in the amount of $23,247.00. 8. Approve County Program Agreement with Washington State Department of Social and Health Services for the Emergency Shelter Grant. This is the second year of the two-year grant. The total amount awarded is $624,036.00 with a grant end date of June 30, 2027. PUBLIC DEFENSE 9. Approve Professional Services Agreement with Karla Kane for public defense attorney services on an hourly rate of $150.00 per hour to take cases of on defendant due to conflict of interest of each current qualified panel attorney. Term is from January 1, 2026 through December 31, 2028. 10. Approve Professional Services Agreement with Adolfo Banda Jr. for public defense attorney services on an hourly rate of $150.00 per hour to take cases of on defendant due to conflict of interest of each current qualified panel attorney. Term is from January 1, 2026 through December 311 2028. 11. Approve Professional Services Agreement with Adolfo Banda III for public defense attorney services on an hourly rate of $150.00 per hour to take cases of on defendant due to conflict of interest of each current qualified panel attorney. Term is from January 1, 2026 through December 31, 2028. PUBLIC WORKS 12. Approve request for Grant County Public Works to rebuild their Caterpillar 973D track loader, Equipment No. 0494, in Fall 2026 instead of 2027 to avoid an anticipated 5-7% cost increase in December 2026. Rebuilding will be more cost-effective in comparison to purchasing a new machine for $910,.000.00. A year-end budget extension of $475,,000.00 will be required. Approve request for Dell Anderson, Director, to DocuSign Subvendor agreement for provision of services by and between Family Health Centers Omak dba Advance and Grant County dba Renew for cost reimbursement for two Recovery Coaches (Renew employees). Term is from January 1 through December 31, 2026. Total reimbursement amount is $201,761.00. SHERIFF'S OFFICE 14. Approve Guardian RFID Contract Addendum to reflect changes to the Annual Software Renewal Fee (SRF) reimbursement of services no rendered in the amount of $1,000.00. 15.
