Dear Commissioners and Leadership Team, I am writing to request a letter of support from Grant County as the Port of Moses Lake prepares an application for the Industrial Symbiosis Technical Assistance (ISTA) grant through the Washington State Department of Commerce. The Port recently completed an Energy Park Pre -Feasibility Investigation focused on accelerating energy and fuel access for clean technology manufacturers while protecting local ratepayers and supporting our legacy agricultural sector. We presented these findings to the Grant County PUD commissioners this past Tuesday, and the concept was very well received. We are now looking to move into the full feasibility phase (spanning August 2026 to June 2027) to evaluate key regional circular economy opportunities including agricultural residuals -to -fuels, agrivoltaics, industrial demand response, and thermal energy districts. Because the grant application is due in early July, we are operating on a tight timeline. I have attached a brief bullet -point summary of the grant, the project details, and a pre -written "Intent to Collaborate" letter. If you are willing to support this regional effort, please place the attached text on your official letterhead, include your logo, and return a signed copy to us. The investigation has identified several opportunities to leverage symbiotic relationships and planning that warrant further, full feasibility stage, evaluation including: • Agricultural residuals to fuels and high value nutraceutical & pharmaceutical extracts • Agrivoltaic integration of solar electricity with farmlands and agricultural production • Electricity demand response and power sharing between agricultural and manufacturing located within the same distribution network • Heating and cooling district development for direct thermal energy exchange and resulting conservation of electricity and fuel consumption The feasibility stage of this evaluation would be greatly benefited by access to the professional expertise made available through WA Commerce's ISTA program to deepen our collective understanding of the opportunities and challenges of each of these strategies and to identify the strategy most ready for collaborative development. Our organization recognizes the potential value of this feasibility phase to the community of Moses Lake as well as the integral role that we play in advising, vetting and informing actionable outcomes. As such, we encourage the ISTA team to select the Port's application for inclusion in their portfolio for support through the August 2026 to June 2027 period and hereby state our intension to collaborate in those efforts by contributing our insights, knowledge base and appropriately protected relevant information to the process.
