Counties First (Convention of Counties)
is County Sovereignty in Action
as a nonpartisan , non-profit, civic initiative built on a simple constitutional truth:
Counties are the foundational unit of American governance,
Key Objective & 2 Guarantees
Key Objective:
+ Restore the voice of Counties, back into the State Senate.
+ A right that the counties of WA State once enjoyed.
+ It is in the Constitution (no need to change).
History:
+ All 13 of the original states enjoyed a state senate represented by fixed districts (Counties)
+ The WA Constitution calls for 25 Senators to represent 34 counties
+ In 1964, SCOTUS removed that right in Reynolds v Sims.
+ What impacted that decision, Dillons Law or Dillons Rule, a legal theory moved into law.
+ What we lost, Popular Sovereignty and recognition of Cooleys Doctrine
