I. PURPOSE OF THE AGREEMENT The purpose of this Agreement is to establish a cooperative partnership between the Colleges and the Practicum Site to provide field practicum / internship learning experiences for students enrolled in the Colleges' Bachelor of Applied Science in Behavioral Health program. This Agreement establishes the general framework, roles, and responsibilities governing student placements. Specific operational details (e.g., schedules, hours, supervision) are outlined in separate Student and Field Supervisor Handbooks, which are incorporated by reference but do not supersede this Agreement. II. GENERAL PROVISIONS A. Scope of Training Students will participate in supervised field -based learning experiences aligned with behavioral health practice, including but not limited to mental health services, substance use services, community -based support, advocacy, case management, and integrated ca re. Letter Agreements / Placement Addenda The Colleges and Practicum Site may develop placement -specific addenda outlining: • Placement start and end dates • Required total practicum hours and supervision hours • Learning objectives and competencies • Designated supervisors and alternate signatories • Evaluation methods Such addenda shall be binding when signed by authorized representatives of both parties. C. Non -Discrimination The parties affirm compliance with all applicable federal and state non-discrimination Laws. No participant shall be excluded on the basis of race, color, religion, national origin,, sex, gender identity, sexual orientation, age, disability, veteran status, or other protected status. The Colleges shall: A. Maintain responsibility for curriculum, academic instruction, evaluation, grading, and awarding of degrees. B. Designate a Faculty Liaison to coordinate placements and serve as the primary contact with the Practicum Site. C. Ensure students assigned to the Practicum Site have completed prerequisite cou rsework for entry-level behavioral health practice. D. Provide student professional liability coverage to be applicable while students are engaged in their field practicum / internship Learning experiences with the Practicum Site. • The fee for annual coverage may be assessed to students through a course fee • A certificate of coverage will be provided to practicum sites. E. Provide the Practicum Site with: • Participating student names and contact information • Learning objectives and scope of practice expectations • Required evaluation forms and timelines Page 2 of 6 F. Provide training to participating students in confidentiality, ethics, cultural humility, and professional conduct prior to placement. IV. RESPONSIBILITIES OF THE PRACTICUM SITE The Practicum Site shall: A. Provide a Learning environment appropriate to behavioral health education and practice. B. Designate a Field Supervisor authorized to verify student hours and evaluations. When applicable, designate an Alternate Supervisor or Manager authorized to verify hours and evaluations if the primary supervisor is unavailable or Leaves the organization. C. Provide orientation for Faculty Liaison and participating students to site policies, expectations, and safety procedures. D. Verify student compliance requirements when required by the Practicum Site or governing regulations. E. Supervise students according to agreed -upon minimum supervision standards, including: • Frequency of supervision meetings 0 Participation in relevant trainings or meetings F. Participate in student evaluations and communicate concerns regarding performance to Faculty Liaison in a timely manner. G. Retain full responsibility for services provided to clients and ensure students do not replace paid staff. V. STUDENT STATUS AND RESPONSIBILITIES A. Students are Learners, not employees of the Practicum Site. B. Dual -Role Students If a student is also employed by the Practicum Site, practicum hours must be distinct from paid employment hours, with clear documentation and supervision established specific to the educational role. C. Students must adhere to Practicum Site policies, professional standards, and ethical, guidelines. Page 3 of 6 D. The Colleges encourage students to acquire comprehensive personal health and accident coverage. VI. PERFORMANCE CONCERNS, REMEDIATION, AND TERMINATION A. Graduated Response When concerns arise with student performance, the Practicum Site shall notify the Faculty Liaison and student promptly. A graduated remediation process (e.g., feedback, improvement plan) will be attempted unless the issue involves egregious misconduct. B. Removalfrom Placement The Practicum Site may immediately remove a student for serious safety, ethical, or conduct violations. Final academic and student conduct decisions rest with the Colleges. C. Grievance Process Students retain access to applicable College grievance procedures as outlined in program handbooks. VII. CONFIDENTIALITY, HIPAA, AND FERPA Students shall comply with all applicable confidentiality laws and Practicum Site policies, including HIPAA, where applicable. Students are considered members of the Practicum Site workforce solely for purposes of confidentiality compliance, not employment. The Parties agree to protect the participating students' educational records in accordance with the Family Educational Rights and Privacy Act, 20 U.S.C. 1232g and any applicable policy of the Parties. To the extent permitted by law, the Parties may share information from participants' educational records with each other so that each can perform its respective responsibilities under this Agreement but shall not disclose or share education records with any third party. VIII. LIABILITY AND INSURANCE Each party is responsible for the acts and omissions of its own employees and agents. Neither party is the agent of the other. The Colleges are covered by Washington State self-insurance. IX. TERM AND TERMINATION This Agreement shall be effective upon execution and remain in effect for five (5) years, unless terminated earlier by any Party with 90 days written notice to the other Parties. Termination by the Practicum Site shall not disrupt students currently placed when such Page 4 of 6 disruption would prevent completion of degree requirements. Should the Colleges decide to pursue individual BAS-BH programs (not partnered), this agreement will remain in effect for each college and the Practicum Site. X.INDEMNIFICATION The parties hereto mutually agree to be liable for the negligent acts and omissions of themselves, including their officers, agents, and employees. Nothing in this section shall be construed as a waiver of sovereign immunity or any other protections available to the Colleges under Washington law. XI. AMENDMENTS This Agreement may be amended only by written agreement signed by authorized representatives of all parties. XII. GOVERNING LAWS The parties' rights or obligations under this Agreement will be construed in accordance with, and any claim or dispute relating thereto will be governed by, the laws of the State of Washington.
