Grant County Community Court would like BOCC to consider and approve a
Proclamation on May 5, to declare the month of May as Therapeutic Court Month to
acknowledge the work being done as well as the benefit of our services to
the community.

PROCLAMATION
WHEREAS, Grant County operates an innovative therapeutic court, Grant County Community
Court, within District Court, which has been actively serving participants since its launch in Apri12o23
to provide an alternative, problem -solving approach to justice; and
WHEREAS, the Grant County Community Court serves adults exper41
iencing complex
challenges such as substance use disorders, mental and behavioral health needs, housing instability,
unemployment, and other barriers that contribute to recurring involvement in the criminal justice
system; and
WHEREAS, the Community Court operates through a collaborative partnership that includes
the judiciary, prosecution, defense counsel, probation services, local behavioral health and treatment
providers, social service agencies, housing partners, nonprofit organizations, peer support specialists,
and community volunteers;
and
WHEREAS, Municipal Clerks have pledged to be ever mindful of their neutrality and.
impartiality, rendering equal service to all; and
WHEREAS, Grant County's therapeutic court approach has contributed to measurable
improvements in community well-being, including reductions in repeat offenses, increased engagement
in treatment services, improved employment outcomes, greater housing stability, and strengthened
connections between participants and local support networks.
1VOW THEREFORE, RE IT PROCLAIMED that the Board of County Commissioners of
Grant County, Washington, hereby declares May 2026 as:
THERAPEUTIC COURTMONTH
Grant County encourages all residents, agencies, and community partners to recognize and support the
ongoing work of therapeutic courts in strengthening individuals, families, and the broader Grant
County community.

WHEREAS, therapeutic courts improve both public health and public safety, using
evidence -based approaches to support adults, youth and fam ilies affected by substance use and other
behavioral health conditions in making long-term changes that create safer, healthier communities and
'benefit us all; and
WHEREAS, Washington state is a national leader in creating meaningful pathways out of the
legal system and toward recovery and family reunification, having supported some of the earliest
therapeutic courts in the country and with these innovative courts now operating in. nearly every county
and at every court level; and
WHEREAS, therapeutic courts provide treatment, case management, peer support, judicial
oversight, parenting support,, resources, structure, and accountability to support long-term recovery and
effectively address root causes of criminal behavior and child abuse and neglect; and
WHEREAS, therapeutic courts have an upstream impact, interrupting generational cycles of
substance use and legal involvement and helping to prevent adverse childhood experiences associated
with parental substance use, incarceration and foster care; and
WHEREAS,, therapeutic courts demonstrate that compassionate public policy can result in a cost
benefit for taxpayers, with studies showing participation resulting in savings due to crime reductions,
lower rates of hospitalization, fewer emergency department visits, less involvement in the child welfare

system, and fewer children. born drug affected; and
WHEREAS, therapeutic court participants and alumni create positive ripple effects in
Washington state, inspiring hope and giving back as productive, employees, present parents, good
neighbors, and effective leaders and role models in the recovery community;
NOW, THEREFORE, 1, Bob Ferguson, governor of the state of Washington, do hereby proclaim
