I apologize form issing my update this morning. I have been fully absorbed in preparing for go -live this weekend.
I had asked accounting if I could use funds from my budget to pay for staff lunch this Sunday while we are doing
our go -live. Her response indicated I would need BOCC approval. I hadn't thought of this earlier, so I don't have it
on consent this week. I would do a walk-on tomorrow; however, I have a meeting with the Administrative Office of
the Courts.
Amy Paynter will attend the commissioners' meeting and reference this email as a form of request unless you
prefer it be done differently.
I anticipate around 20 — 25 people will come into work on Sunday. We have a long task list from the state, and I
would like to provide a working lunch in lieu oftaking a lunch break.

Should be fine. According to Grant County's current personnel policies (1600 & 1200) -Saturday work
Lunches maybe reimbursable, provided they are clearly for official business, pre -approved, and fully
documented. Please keep in mind:
*Any meal meant as a perk or celebration without business purpose would be unallowable
under policy and constitutional constraints.'
The following is needed:
• Seek PRE -APPROVAL from Department Head/Elected Official & BOCC
• Keep asign-in sheet for that day and all employees that were in attendance and that were fed and
document the Type of Work that is being provided during the lunch hour (i.e. training through
Lunch on Tyler Module..ya da da)
• Evaluate the cost of food provided and ensure the amount does NOT exceed GSA per person
LUNCH Per Diem (even though its not per diem, this is the measurement for reasonableness).
Document this and maintain with receipts and sign -in sheets
• If using Grant Funds, ensure meals is explicitly allowed in the Grant Agreement &Grant Budget.

Expenses that cannot be paid by the County:
• Meals included in other County -paid fees (e.g., conference registration)
• Social or recreational gatherings (parties, retirements, holiday events)
• Alcohol or tobacco purchases
• Any purchase considered a "gift of public funds", barred by WA Constitution, Article Vill, Section
7
o To determine potential "gift of public funds", evaluate the public purpose and whether or
not the County is receiving consideration for the expenses.
Public Purpose Test:
Does the expenditure serve a recognized fundamental government
purpose (e.g., public health, safety, infrastructure)?

If yes, it's allowed.
Consideration Test:
If no public purpose, did the government receive consideration or
value in return?
If not, and there's donative intent, the spending is unconstitutional.
