PURPOSE OF POSITION: The Director of Finance, under managerial di ection, serves as a key financial leader
for Grant County, working collaboratively with the Chief Firncm Officer to ensure the establishment,
implementation, and monitoring of the County's financial processes and policies. This position is responsible
for supporting the County Administrator in maintai ng fiscal oversight, ensuring financial best practices are
followed across all departments, and safeguarding the County's fiscal health. The Director of Finance serves as
a strategic partner in financial planning, process improvement, and fiscal accountability, ensuring that the
County's financial operations align with organizational goals and regulatory requirements. Tte Director of
Finance also serves as a policy advisor to the Board of County Commissioners (BOCC) on budgetary and fiscal
matters, and supports the County Administrator in maintaining fiscal integrity.
DISTINGUISHING CHARACTERISTICS: This position is different from the Chief Financial Officer in that the
Director of Finance reports to the County Administrator andth`BOCC and focuses on financial process
oversight, internal controls, and cross -departmental fiscal coordination, while the CFO serves as the
principal fiscal officer reporting to the County Auditor with primary responsibility for budget development
and accounti, "'= wations. The Director of Finance works in partnership with the CFO to ensure
comprehensive financial management across the drganization.

• Collaborates with the Chief Financial Officer to establish, document, and implement financial
policies, procedures, and internal controls that ensure fiscal integrity and compliance across all
County departments.
Monitors adherence to established financial processes and procedures, conducting regular
reviews and assessments to identify areas for improvement and ensure consistency in financial
operations.

• Serves as a liaison between the County Administrator and the Chief Financial Officer, facilitating
communication and coordination on fiscal matters to ensure alignment of financial strategies
with organizational objectives.
• Evaluates the County's fiscal health through financial analysis, trend monitoring, and
performance metrics, providing regular reports and recommendations to the County
Administrator and County leadership.
• Works with departments to ensure compliance with financial poMcies and procedures, providing
guidance and technical assistance to promote sound fiscal management practices.
• Conducts financial process audits and reviews to identify risks, inefficiencies, and opportunities
for improvement, implementing corrective actions and process enhancements as needed.
• Assists in the development and monitoring.:of the County's budget, working with the CFO to
ensure budget alignment with County priorities and fiscal sustainability.

and best practices to promote fiscat literacy and accountab City throughout the organization.
• Coordinates with external auditors and regulatory agencies, ensuring timely and accurate
responses to audit findings and compliance requirements.
• Analyzes financial data and prepares reports, forecastnd prese ations for the County
Administrator, Board of County Commiss ioers, and Other stakeholders to support informed
decision -making.
• Leads or participatesin special financial projects and initiatives, including system
implementaons, process redesigns, and strategic, planning efforts.

accuracy, and ethical 6onduct.

QUALIFICATIONS:
Required Education and 'E perience:
• Bachelor's degree i` .accounting, finance, business administration, public administration, or
related field, and
• 7+ years' experience in finance, accounting, or fiscal management, including experience in
governmental finance and budgeting.
• 3+ years of leadership or supervisory experience managing financial operations, processes, or
teams.
• Experience developing and implementingfinancialpolicies, procedures, and internal controls.

• Experience working with multiple departments or stakeholders to ensure compliance with
financial standards and regulations.
• Experience analyzing complex financial data and preparing reports for executive leadership and
governing bodies.
• Experience with governmental accounting principles and practices, including knowledge of BARS,
GAAP and GASB standards.

Preferred Education and Experience:
• Master's degree in accounting, finance, business administration, public administration, or related
field.
