Bids for the Ephrata Landfill MPE System Expansion project were opened on March 17, 2026.
Parametrix has reviewed the submitted bids for completeness, responsiveness, and general
conformance with the Contract Documents.

Technical Memorandum
Based on this review, all four (4) bids were determined to be responsive. No material irregularities
were identified that would, warrant rejection of any bid. A detailed responsiveness checklist is
attached.
Based on the information provided in the bid documents, Precision Industrial Contractors, Inc.
appears to meet the requirements of a responsible bidder in accordance with RCW 39.04.350,
including contractor licensing, bonding, and required bid documentation.
Final responsibility verification (e.g., contractor registration, licensing status, and other statutory
requirements) should be confirmed by Grant County prior to award.
Precision Industrial Contractors, Inc. is the lowest responsive and responsible bidder.
In accordance with Washington State public works requirements (RCW 39.04), Parametrix
recommends that Grant County Public Works award the contract for the Ephrata Landfill MPE System
Expansion project to:
