Box 37 Ephrata, WA 98837 Subject: Quarter 12026 Advisory Committee — Project Review/Recommendations Dear Commissioners: The SIP Committee met Monday, February 23rd and reviewed 4 project applications. Committee members present for the meeting were Corinne Isaak, Chuck Allan, Scott Hunter and Brant Mayo. Curt Morris was absent but verbally gave recommendations before the hearings. SIP #2026-01: Applicant: Port of Royal Slope—Transloading and Driveway Project (Request $100,000) Recommendation: The committee voted to recommend a $100,000 grant for Port of Royal Slope. This project is important for road expansion and transloading facilities in the port district. These expansions will encourage private and public investment and create jobs. The Committee is recommending the $100,000 grant request. Motion made by Chuck Allen, seconded by Scott Hunter, unanimously approved SIP #2026-2: Applicant: City of Royal City — Lion's Park Expansion Plan — (Request $100,000) Recommendation: The committee voted to recommend a $100,000 grant for the City of Royal City. Thes funds will be for design and planning of the new park facility. A well thought-out, well developed park will attract new businesses, help current business thrive and expand. The new park will also attract new tourism dollars into Grant County and Royal City. The Committee is recommending the $100,000 grant request. Motion made by Chuck Allen, seconded by Scott Hunter, unanimously approved SIP #2026-3: Applicant: McKay Healthcare, Hospital District #4 —Continuation of Phase 1 for assisted living/memory care/community center expansion (Request $319,500) Recommendation: The committee voted to recommend a $319,500 grant for the McKay Healthcare. This request is necessary to: 1) complete change orders to incorporate value engineering findings to lower the project cost and incorporate LEED silver and material specifications for state and federal grant eligibility; 2) provide for project management and support through the building permit application and thereafter depending on the complexity of the process; 3) create a final construction cost estimate to provide the basis for the capital stack needed for construction; and 4) develop a business plan for the community center. These additional services will ensure that the project is not only permit ready, but will also, maximize grant eligibility The committee is recommending the $319,500 grant request. Motion made by Chuck Allen, seconded by Scott Hunter, unanimously approved SIP #2026-4: Applicant: Port of Moses Lake — W20 Expansion Plan — (Request $500,000) Recommendation: The committee voted to recommend a $500,000 grant for the Port of Moses Lake. The purpose of this project is ensuring a reliable and sustainable water supply for Moses Lake and the surrounding region. Water is essential to economic vitality, public health and community safety. This investment supports economic development by ensuring water infrastructure capacity necessary to retain existing employers and attract new business investing in Grant County. This project will also benefit other areas in Grant County, especially Quincy/George area. The committee is recommending the $500,000 grant request. Sincerely, Brant Mayo Administrator Grant County SIP Advisory Committee BOARD OF COUNTY COMMISSIONERS Grant County, Washington RESOLUTION FOR: STRATEGIC RESOLUTION No. 26- 0,7-4 -CC INFRASTRUCTURE PROGRAM WHEREAS, The Grant County (County) Board of County Commissioners (BOCC) approved a Strategic Infrastructure Program Prioritization Process; and WHEREAS, the BOCC found it in the best interest of the County to set up a committee to facilitate local coordination and communication; and WHEREAS, the Strategic Infrastructure Program (SIP) Committee (Committee) has submitted recommendations for funding; and WHEREAS, the BOCC has reviewed recommendation(s) submitted by the Committee; NOW, THEREFORE, BE IT HEREBY RESOLVED THAT the Grant County Board of Commissioners, APPROVE/ADOPT/ THE SIP ADVISORY COMMITTEE FUNDING RECOMMENDATIONS ON February 23,2026 AS FOLLOWS: Port of Royal Slope 2026-01 Transloading and Driveway Project $100,000, Grant City of Royal City 2026-02 Lion's Park Expansion Plan $100,000, Grant McKay Healthcare, Hospital District#4 2026-03 Phase I Assisted Living/Memory Care Community Center Expansion Cont'd $319,500, Grant Port of Moses Lake 2026-04 W20 Expansion Plan $500,000, Grant These funds shall be utilized within one year of this resolution or returned to the fund for use by other recipients.
