The Port of Quincy is continuing to work to expand and extend rail infrastructure from the Port of Quincy Rail Terminal to nearby industrial -zoned properties on the northeast side of Quincy. This effort is essential to attracting and supporting future industrial, manufacturing, and food -processing projects that want to locate in this growing area of the Port District. As a result, we would ask that you put the below/attached letter of support (or something similar to it) on your letterhead and email it back to publicaffairs@portofquincy.org no later than March 5, 2026. Your letter, along with others from businesses, organizations, and community partners, will be included in our submission for federal funding to improve and expand infrastructure within and to the northeast of the Port of Quincy Rail Terminal. This phase will extend rail infrastructure on the northeast side of Quincy, both within the Port's existing rail terminal and to adjacent industrial -zoned properties. The Port has already secured $2 million from the Washington State Legislature (2024), $2.5 million in FY 2024 CPF/CDS funding for Phase 1, and $2.5 million in FY 2026 CPF/CDS funding for Phase 2. These investments, totaling $7 million, provide a strong foundation and will allow the Port to complete the first two phases of the project. However, with the full project estimated at approximately $16 million, additional .federal support is essential to advance and complete Phase 3. This project would expand the Port's existing rail infrastructure from the Port's current rail terminal (which has been in successful operation for about the past 19 years) to the east across Road 0 NW to serve industrial -zoned properties in northeast Quincy, unlocking new opportunities for industrial, manufacturing, and .food -processing development. Beyond local benefits, this project carries significant regional and statewide value. Expanded rail capacity will: • Support future projects that will generate hundreds of family -wage jobs in Central Washington • Reduce wear and tear on highways, freeways, and mountain passes by shifting freight from trucks to rail • Lower fuel consumption and carbon emissions through more efficient freight movement Kevin R.
