The Port of Coulee City (Grant County Port District No. 4) is requesting $3 million in FY 2027 Federal Congressionally Directed Spending (CDS)/Community Project Funding (CPF) for Phase 5 (the final phase) of the Port's Medical Center and Library Project. As a result, we would ask that you put the below/attached letter (or something similar to it) on your letterhead and email it back to P�rt,of.coulee.city@gmail.com by March 5. We (the Port of Coulee City) will then take your letter as well as letters from other businesses, organizations and individuals and provide them as part of a submission we are making this later this month to request federal funding for this important project. This final phase will construct a new standalone Library Building and complete the remaining tenant improvements for the newly opened Medical Center. Coulee City and the surrounding rural communities have long faced significant challenges due to outdated public facilities. The former library could no longer meet the needs of modern educational services, and the previous medical clinic housed in a repurposed World War II -era meeting hall was too small and insufficiently equipped to support current healthcare demands. These limitations created barriers to essential services for residents across the region. Recognizing these needs, the Port of Coulee City launched a multi -phase effort to modernize community infrastructure. Since 2015, the Port and its partners have secured more than $3 million in state, local, and Port funding, including: • $1.8 million in state funding • $900,000 from Grant County's Strategic Infrastructure Program (SIP) • $500,000 in Port funding for property acquisition and matching contributions These investments enabled site acquisition, topographic surveys, pre -design work, and construction of the new Medical Center. In late 2024, the Port celebrated the opening of this facility, which now provides state-of-the-art healthcare services in collaboration with regional hospitals and Grant County Mental Health. Until the standalone Library Building is constructed, a portion of the Medical Center is temporarily serving as the community library. To complete the project, Phase 5 will: • Construct a new standalone Library Building adjacent to the Medical Center, creating a modern hub for education, digital access, and community programming. This project represents a long-term investment in the vitality of Coulee City. The Medical Center is already improving access to healthcare across Grant County, and the new Library will significantly expand educational resources, digital connectivity, and community engagement. Together, these facilities will strengthen economic development, support families, and enhance quality of life for residents throughout the region. For these reasons, we strongly support the Port of Coulee City's request for $3 million in FY 2027 CDS/CPF funding to complete Phase 5 of the Community Facility Project.
