CALL TO ORDER
The Grant County Commissioner's Session was called to order at 8:30 a.m. with
Commissioners Burgess and Carter in attendance. Commissioner Jones attended in

F. Consent Agenda
The following items are considered routine or were presented to
Commissioners during earlier sessions listed above. All items are
enacted by one motion. If a separate discussion is desired, that item
may be removed and placed under Board Discussion/Decision.
ADMINISTRATOR
1. Approve request to purchase a surplus vehicle from Public Works
in the amount of $5,000.00 for use in the Administrator's Office.
Annual cost with ER&R Expenses is $7,400 per year, for a total in
2026 of $12,400.00.
AUDITOR'S OFFICE
2. Payment of vouchers certified by the auditing officer as required by
RCW 42.24.080, and those expense reimbursement claims certified
by the auditing officer as required by RCW 42.24.090, as recorded on
a listing, and made available to the Board. (In the amount of
$497729486.44)
3. Approve Authorization of Canvassing Board Representatives -
Auditor's Staff and Delegation of County Legislative Authority to
Serve on Canvassing Board (Kevin Burgess).
COMMISSIONER'S OFFICE
4. Approve reimbursement request from Big Bend Community
College on the American Rescue Plan Act (ARPA) in the amount of
$56,313.36 for December 2025.
5. Approve reimbursement request from Beverly Water District on
the American Rescue Plan Act (ARPA) in the amount of $6,500.00 the
Water System Improvement Project.
6. Approve Notice of Special Occasion Liquor License Application
for New Life Christian School and their event on 3/7/25 at Chuck
Yarbro Auctioneers, 2566 Frontage Rd, Moses Lake, from the
Washington State Liquor and Cannabis Board.
7. Approve Notice of Liquor License Application for Par 71, 19547
Golf Club Rd NW, Soap Lake, from the Washington State Liquor and
Cannabis Board.
8. Approve a request to Amend Resolution No. 25-125-CC Strategic
Infrastructure Program (SIP) Advisory Committee recommendations
forfunding. Remove SIP 2025-05Coulee Medical Center project in
the amount of $1,250,000.00 as the project is not listed on a
Comprehensive Plan per RCW 82.14.370 which is requirement.
9. Approve reimbursement request from Housing Authority of Grant
County on the Consolidated Homeless Grant (CHG) No. 26-46108-
10 in the amount of $109,183.12 for December 2025 services.
10. Approve reimbursement request from New Hope on the
Consolidated Homeless Grant (CHG) No. 26-46108-10 in the amount
of $30,338.99 for December 2025 services.

11. Approve reimbursement request from Hopesource on the
Consolidated Homeless Grant (CHG) No. 26-46108-10 in the amount
of $49,207.35 for December 2025 services.
12. Approve 2026 Grant County Travel Planner Publishing Agreement
with JayRay Ads & PR Inc. (JayRay) in the amount of $23,435.00 plus
applicable taxes. Term of the agreement is upon signature through
12/31/26.
13. Approve Lodging Tax Advisory Committee (LTAC) Grant
Agreement with Northwest Powerboat Association for the Moses
Lake Vintage Test and Tune in the amount of $3,000.00.
14. Approval of Resolution No. 26-008-CC and Annexing certain
properties into Grant County Fire Protection District No. 10.
15. Approve recommendations of appointment to the U.S.
Department of Energy to the Hanford Advisory Board (HAB) (Kevin
Danby is being recommended for the Primary position and Alan
Key is being recommended for the Alternate position).
EMERGENCY MANAGEMENT
16. Approve update to State Homeland Security Program (SFiSP)
grant Signature Authority Form (SAF). This SAF will be used for the
two approved SHSP Contracts E24-122 and E25-205 and any future
SI-ISP contracts.
FAIRGROUNDS
17. Approval of Capital Purchase requests from Current Expense (see
consent agenda items for List)
PUBLIC DEFENSE
18. Approve Professional Services Agreement for Legal
Representation of Indigent Individuals with Anna Nordtvedt. Term
is 2/1/26-12/31/27; $12,500.00 monthly.
PUBLIC WORKS
19. Approve Resolution No. 26-009-CC to designate the Assistant
County Engineer as the Certification Acceptance (CA)
representative for Grant County, effective 2/2/26.
20. Approve Authorization to Call for Bids for the Multiphase Extraction
BuiLdout. Bid opening to be held 3/9/26 at 1:00 p.m. at Public Works.
21. Approve Exhibit A - Amendment 30 with Parametrix to conduct the
additional tasks outlined for the Active Landfill and Old Landfill
through fiscal year 2026.

22. Approve Request for the Executive Director to electronically sign
a Partner Agreement with North Central Accountable Community
of Health dba Thriving Together NCW. Renew is the fiscal agent for
Quincy Partnership for Youth. Term is 1/1 /26-12/31 /26, in the
amount of $20,000.00.
23. Held from the 1120126 ConsentAgenda: Approve Out of State
Travel request for Executive Director Dell Anderson and the
following staff: Gonzales, Garcia, Garza, PadiLLa, Sanches, Ruiz,
Nunez, Davidson, and Hunt to attend a Quest for Excellence
Conference from 3/29/26-4/1/26 in Baltimore, MD. Estimated cost is
$38,188.20.
SHERIFF'S OFFICE
24. Approval of Out of State Travel for Justin Grubb and Dan Simon to
attend a First Responder Conference in Coeur d ALene, ID from
2/1 /26-2/3/26. Estimated cost is $1,739.50 to be reimbursed by their
WeLLness grant.
TECHNOLOGY SERVICES
25. Approve Out of State Travel for Keith Conley, Evan Little, and Seth
Sampson to attend the Laserfiche Empower conference in Las
Vegas, NV from 4/27/26-4/30/26. Estimated cost is $4,467.99. (To be
Paid from Historical Preservation Fund 143.0000.)
26. Approve Purchase Order No. 1055toCOLLective Data forannuaL
software renewal of the QuarterMaster Inventory System used by the
Sheriff's Office. Cost is $10,125.00 with a term of 12/31 /25-
12/30/26.
MOVED BY COMMISSIONER CARTER, SECONDED BY COMMISSIONER JONES, TO
APPROVE THE CONSENT AGENDA ITEMS 1 THROUGH 26 AS PRESENTED, NOTING USE
OF HISTORICAL PRESERVATION FUND TO PAY FOR OUT OF STATE TRAVEL TO THE
