The official name shall be "The Grant County planning commission." (Res. 89-38-CC § 11 1989). 2.68.020 - Official seat Meetings. The official seat of the planning commission shall be the County Courthouse in Ephrata, Washington, and meetings shall be held there on the first Wednesday of every month except on such occasion, and at such times as the planning commission may by a majority vote otherwise direct. Additional meetings of the planning commission may be scheduled by the planning department provided adequate notice pursuant to GCC [Chapter] 25. 04 of any additional meetings is provided. (Res. 89-38-CC § 211989). (Ord. No. 15-082-CC, Exh. A, 12-7-2015) 2.68.030 - Officers. The officers of the planning commission shall consist of a chairman, vice chairman and secretary and such other officers as the planning commission may by majority vote, approve and appoint. (Res. 89-38-CC § 31 1989). 2.68.040 - Chairman —Powers —Retention of individual vote. The chairman shall preside over the meetings of the planning commission and exercise all the powers usually incident of the office; retaining, however, to himself as a member of the planning commission, the full right to have his own vote recorded in all deliberations of the planning commission. (Res. 89-38-CC § 411989). 2.68.050 - Vice chairman Absence of both chairman and vice chairman. The vice chairman shall, in the absence of the chairman from any meeting, perform all the duties incumbent upon the chairman. If the chairman and vice chairman are both absent, the members present may elect for the meeting a temporary chairman who shall have full powers of the chairman during the absence of the chairman and vice chairman. (Res. 89-38-CC§ 511989). 2.68.060-Secretary—Duties—Secretarypro-tem. The secretary may be a member ofthe planning commission or otherwise, as the planning commission may determine. The secretary shall keep the seal of the planning commission, if one is adopted, and shall cause it to be affixed to the instruments under the direction of the planning commission. The secretary shall keep a record of all meetings and its committees when requested to do so and these records shall remain the property ofthe planning commission and may be retained at such office as the planning commission may direct. In the absence of the secretary from any meeting, a secretary pro-tenn shall be appointed. (Res.89-38-CC §6,1gOg). 2.68.070 - Officers service period. The officers shall serve for a period of one year, serving until a successor has been elected. (Res.89-38-CC §7'198g). 2.68.080 - Membershinteeism—Request for resignation. In the event of a member being absent for three consecutive regular meetings, or being absent from twenty-five percent of the meetings, without being excused bythe commission, the chairman shall, at the discretion of the planning commission, request that the chairman of the board of county commissioners ask for his resignation. (Res. 89-38-CC § 81 1989) 2.68.090 - Membership —Majority vote. The recommendation to the board of any official control or amendments thereto by the planning commission shall be from a quorum of the planning commission and by the affirmative vote of not less than a majority of the members present. (Res. 89-38-[[§ 91 1989). (Ord. No. 15-082-CC, Exh.A, 12-7-2015) 2.68.100-Membership—Appo|rtment—Compensation. The membership of the planning commission shall consist of seven members, and while acting as members of the planning commission shall serve without compensation. (Res.8B-38-C[§ 10, 1989). (Ord. The sessions of the planning commission shall be open to the public, except during executive sessions. All decisions of the planning commission shall be made during public sessions. No member of the planning commission shall make any statement to the public tending to indicate his opinion or that of any other member of the planning commission on any subject that has not been formally decided upon. The planning commission shall include findings of fact supporting any action upon which it is authorized to act. The purpose of the survey was to determine the presence/absence of Priority Habitats and Species on the site In compliance With the Grant County Critical Area Code (GCCAC). Shrub Steppe habitat is an 'Identified priority habitat by Washington State and identified M*- the Grant County Critical Area Ordinance (GCCAO) 24,08. The Grant County Code (GCQ Chapter -24.08 identifies critical resources within the County. Section 24.08.3 OO.a. I defines Fish and Wildlife Habitat Conservation Areas (HCAs) as "Areas Within which State and Federal endangered and threatened species exist, or state sensitive, candidate and monitor species have a pri-mary association with. Both Priority Species and Shrub Steppe Habitat have restrictions associated with any.impacts resulting from any proposed development. This report addresses the findings of the survey that was conducted on April 18, 2024, The survey covered the area contained in the parcel listed above, approximately 10 acres (figures 1, and 2). Background The, area surveyed is approximately 10 acres within Section 15 of Township 20 North, Range 25 East Grant County Washington. The property is bordered on the north by county road 10 NW and on the east, south and west by large acreage single family residential. The site is level with a general south aspect. The property shows no signs of recent tivestock grazing or fire activity. The development proposed for this site is a two lot short plat. There is an existing home and out structures on the site. The Wasbingtoa State Departinont Qf EA. and Wildlife (WDFW) PHS database, Shows shmb steppe as the priority habitat type assooiated with this site and no specific sp ie's mentioned (figure ). The onsite assessment was conducted on April 18, 2024 between F00 and 1 :00 AM by Dennis Belch. The weather was clear with wind between 5 and 8 MPH., During the survey no burrows were located, and the site had low levels of fossorial activity. The soils Qn the site are classified by the USDA soil survey as Malaga stony sandy loam f Igure 4 USDA Soils map). Species observed during the survey were: Starling MeadQwlark Sturnella ne,giecta Robin Killdeer Charadrius vociferus Eurasian Collard doge Streptopelia decaocto Magpie Pica hudsonia Sand hill orane, Antigone eanadosis 2 This site is low quality shrub steppe habitat that has been impacted by various activities over the years. The gain driver for the quality rating Is the percent nonnative greedy species dominated by cheat grass. The normative vegetative component Is comprised of primarily cheat grass (Bromus) and bulbous blue grass (Poa bulbosa) with a cover of 15 to 0%, There is also the presence of tumble weed (Salsola kali) and small tumble weed mustard (Sisymbrium loeselli) between 5 and 1 ,. The native vegetation is rude up of the following species, The shrub component was dominated by rabbit brush (Chrysothamnus) at less than 1 cover. The native bunch grass had 3 to 25 cover and included Sherman (Poa seeunda), smooth meadow grass (Poa p tensis) and Blue wheat bunch grass (Psei)doroegnerla picatum). There was also a minor presence of several species of Frio ovum at less than 5% cover, within the native herbaceous plant community were found Yarrow (Achillea millet lium), Lomatium and phlox combined at less than % cover, Thera was low fossorial activity throughout the site, no bwrrows were observed, and the presence of biological gust was noted at a rate of 5 to 15%op r Conclusion and Habitat Management Plan Recommendations The 10 acres surveyed is low quality shrub steppe babitat. The proposed action for this site is a two let short plat. The site is 10 acres with an existing ho-use on the site. The location of the proposed home site on the newly created lot is shown on fig= 6.
