3. Approve reimbursement request from Royal City Water District on the American Rescue Plan
Act (ARPA) in the amount of $27,011.39 for the Well Replacement project.
4. Approve Notice of Cannabis License Application /Assumption of a License application for
Mega High Inc.., 11728 SE Rd U,, Ste A,, Warden, WA, from the Washington State Liquor and
Cannabis Board.
5. Approve Notice of Special Occasion Liquor License Application for Big Bend Community College
Foundation and their event 3/21/26 at Big Bend Community College from the Washington State
Liquor and Cannabis Board.
6. Approve Out of State Travel for Tom Gaines, County Administrator, to attend the National
Association of Counties (NACO) Legislative Conference in Washington DC. Dates of travel are
2/19/26 — 2/25/26. Estimated cost is $3,.150.00.
7. Approve Out of State Travel for Commission Chair Kevin Burgess,, to attend the National
Association of Counties (NACO) Legislative Conference in Washington DC. Dates of travel are
2/19/26 — 2/25/26. Estimated cost is $3,150.00.
8. Approve Out of State Travel for Commissioner Rob Jones, to attend the National Association of
Counties (NACO) Legislative Conference in Washington DC. Dates of travel are 2/18/26 —
2/25/26. Estimated cost is $3,150.00.
9. Approve Out of State Travel for Caitlin Manell to attend the 2026 Laserfiche empower
Conference in Las Vegas NV. Dates of travel are April 26 — May 1., 2026. Estimated cost is
$1.,784.80 to be paid from the Historical Preservation Fund.
10. Approve Letter of Appreciation to Diane Kohout for services on the Solid Waste Advisory
Committee.
11. Approve Letter of Appreciation to Judy Madewell for service on the Solid Waste Advisory
Committee.
12. Approve Letter of Appreciation to Arin Swinger for service on the Tourism Advisory Committee.
13. Approve Letter of Appreciation to Richard Stevens for service on the Housing Authority of Grant
County Board.
14. Approve Resolution in the matter of establishing the effective date of salaries and benefits for
non -union and non -association personnel. Term is 1/1/26-12/31/26.

15. Approve In State Travel for Desiree Ochocinski and Judge Gwinn to attend Legislative Days in
Olympia WA 1/21/26-1/22/26. Estimated cost is $750.00.
FACILITIES AND MAINTENANCE
16. Approval of a request for a Lot Consolidation for parcel nos. 140453000, 14054000,
140455000,140456000,140457000,140458000,,140451000,140452000. Signature is needed
on the Real Estate Excise Tax Affidavits and Quit Claim Deed. Cost is $3,846.00 and will be paid
from the Musuem Maintenance fund.

17. Approve Appointment of Oath of Office of Special Deputy Prosecuting Attorney for Anthony
Menke of Menke Jackson Beyer,, LLP to perform and render legal assistance and counsel
regarding labor law, employment law and personnel matters. Term is 1/1/26 — 12/31/26.
18. Approve Appointment of Oath of Office of Special Deputy Prosecuting Attorney for William
Dow of Floyd, Pflueger, Kearns, Nedderman and Gress PS to perform and render legal
assistance, advice, and litigation regarding Pinckard v. Grant County., 25-2-00769-13. Term is
1/1/26 — 12/31/26.
19. Approve Appointment of Oath of Office of Special Deputy Prosecuting Attorney for Nathan
Smith of Kutak Rock LLP to perform and render legal assistance and counsel to the Planning
Department regarding land use matters. Term is 1/1/26 — 12/31/26.
20. Approve Appointment of Oath of Office of Special Deputy Prosecuting Attorney for John Barry
of Baker Sterchi Cowden and Rice LLC to perform and render legal assistance, advice, and
litigation for the following cases: 25-2-00282-19; 2:25-cv-00022; 2:25-cv00324; and 25-2-01523-

23. Approve Professional Services Agreement Conflict and Overflow Investigator with Robert
Gaines of Cascade Investigations. Term is 1/1/26-12/31/27; $72/hr.
2.4. Approve Professional Services Agreement Conflict and Overflow Investigator with Karl
Calhoun of Calhoun Investigative Services. Term is 1/1/26-12/31/27; $72/hr.
PHRI ic WORKS
25. Approve Resolution notice of hearing to consider an ordinance modifying Ch. 11.34 of the
Grant County Code titled "Operation of Golf Carts" allowing the use of golf carts upon certain
county roads in Moses Point. Hearing is scheduled for 2/3/26 at 11:45 a.m.
26. Approve request to begin the Drumheller project.
27. Approve request for public hearing to declare surplus certain county owned vehicles to be sold
through publicsurplus.com.
SHERIFF'S OFFICE
28. Approve Out of State Travel for Nicholas Overland to attend the 15t Responder Wellness,
Conference in Coeur D'Alene, ID 2/2/26 — 2/3/26. Estimated cost is $455.00.

29. Approve Out of State Travel for Justin Grubb and Jacob Rimple to attend the American's for
Effective Law Enforcement conference in Las Vegas, NV 1/18/26-1/23/26. Estimated cost is
$1,850.00.
TECHNOLOGY SERVICES
30. Approval of a Shared Services Agreement for sharing Technology Services, equipment, and
technical personnel between Grant County and Municipalities (specifically the Royal City Police
Department). Term is in force until terminated by either party.
31. Approve Purchase Order No. 1053 to Harris Govern in the amount of $40,877.64.00 for annual
renewal of PACS Collections Web Portal and E-Reet Web Portal used by the Treasurer's Office.
Term is 1/1/26-12/31/26.
32. Approve Purchase Order No. 1054 to Harris Govern in the amount of $63,162.13 for annual
renewal of PACS Appraisal MAY Matrix MA,, Internet Property Search Hosting & Administration
MA used by the Treasurer's Office and Assessor's Office. Term is 1/1/26-12/31/26.
TREASURER'S OFFICE
33. Approve Application for Tax Title Property for Parcel No. 13-0247-001 to Diana Gonzales for a
minimum price of $1,500.00 plus costs which is over the minimum bid required on the tax
foreclosure sales last year.
WSU EXTENSION
34. Approve Memorandum of Agreement with Washington State University Extension for providing
an Extension Program from I/1/26-12/31/26 in the amount of $143,216.00.
