AUDITOR'S OFFICE
1. Approve payment of vouchers certified by the auditing officer as required by RCW 42.24.080,
and those expense reimbursement claims certified by the auditing officer as required by RCW
42.24.090, as recorded on a listing, and made available to the Board.
COMMISSIONER'S OFFICE
2. Approve invoice to Chelan County for the Regional Diversion Facility and Workgroup
Consultant 2025 Grant County portion in the amount of $13,100.26.
3. Approve Lodging Tax Advisory Committee (LTAQ Grant Agreements as follows:
a. LTAC Grant Agreement 2026-055 to Coulee Corridor Consortium for Coulee Corridor
Trailblazer Replacement Signs in the amount of $4,000.00,

Celebration of Harvest & Culture — 250, in the amount of $9,000.00,
d. LTAC Grant Agreement 2026-005 to Othello Sandhill Crane Festival for the Othello
Sandhill Crane Festival in the amount of$11,000.00,
e. LTAC Grant Agreement 2026-047 to Moses Lake Spring Festival for Spring Fest in the
amount of $60,000.00, and
f. LTAC Grant Agreement 2026-052 to Ephrata Chamber of Commerce for Year -Round
Tourism Promotion in the amount of $30,000.00.
4. Approve recommendation of appointment to the Grant County Board of Health Seat #3 —
City/Town Elected Official.
5. Approve recommendation of appointment to the Grant County Board of Health Seat #4 —
City/Town Elected Official.
6. Approve recommendation of appointment to the Grant County Board of Health Alternate Seat
#5 — Healthcare Facility, Healthcare Provider of Public Health.
7. Approve recommendation of appointment to the Grant County Board of Health Seat #6 —

Plan Act (ARPA) in the amount of $72,562.65 for November 2025.
11. Approve reimbursement request from Hopesource on the Consolidated Homeless Grant (CHG)
Grant No. 26-46108-10 in the amount of $36,768.80 for November services.
12. Approve Sub Recipient Agreement with Opportunities Industrialization Center (OIC) on the
Washington State Department of Commerce Community Development Block Grant (CDBG)
Public Services No. 25-64210-005 in the amount of $132,000. Term is 7/1/2025-6/30/26.
DISTRICT COURT
13. Approve Out of State Travel for Emanuel Garcia to attend Case Manager Practitioner Training
from 3/23/26 — 3/27/26 in Oklahoma City, OK. Approximate cost is $2,378.00.
EMERGENCY MANAGEMENT
14. Approval of a Professional Services Agreement with Integrated Solutions Consulting Corp. to
update the County's Community Wildfire Protection Plan. Term is 10/30/25-12/09/29 in the
amount of $79,500 (to be reimbursed by a CWDG grant).

15. Approve request to DocuSign a Department of Commerce Federal Interagency Agreement for
Youth Homelessness Demonstration Project —Youth Lead grant No. 26-47YLP-30. Grant period
is November -December 2025 in the amount of $5,600.00.

16. Approve Consulting Services Agreement with Nossaman LLP and Strat Geosciences, to provide
services. Estimated cost is $215,652.00 and will remain in effect until the services agreed upon
are completed.
17. Approve Out of State Travel for James Davis,, Josh Savage, and Charles Spencer to attend
CONEXPO from 3/2/26-3/6/26 in Las Vegas NV. Cost is approx.. $8,196.00.
18. Approve request to change the Equipment Rental Rates that were implemented 1/1/25. These
will remain in effect until revised or adjusted by the BOCC.

19. Approve Out of State Travel for Megan Watson and Constance Baulne to attend a CADA
Leadership Forum in National Harbor., MD from 2/1/26 — 2/5/26 for the estimated cost of
$6,180.82.
20. Approve Out of State Travel for Darci Alamos to attend an RX and Illicit Drub Summit in
Nashville., TN from 4/5/26 — 4/9/26. Estimated cost is $3,089.37.
21. Approve request to purchase /quote from Puget Sound Hardware for door hardware at their
Yonezawa site. PSH WA State Hardware Contract No. 29723 and Droma-Best Access TIPS
Contract No. 170203, for the total amount of $13,,809.53.
SHERIFF'S OFFICE
22. Approve request to digitally sign a Washington State Recreation and Conservation Office —
Maintenance and Operation Grant / RCO Grant Agreement Project No. 24-2264M for the Moses
Lake Sand Dunes. Term is 11/1/25 — 10/30/27 in the amount of $65,000.
23. Approve request for Phillip Coats to sign a Community Health Plan of Washington — Carceral
Health Agreement for Apple Health Services provided in Carceral settings. This is a Care
Organization related to the Health Care Authority Grant for billing purposes (No. 7967-658744).
This is a temporary agreement until a full agreement can be made after 3/1/26.
TECHNOLOGY SERVICES
24. Approve Purchase Order No. 1052 to Guardian RFID for annual software maintenance renewal
(used by the Sheriff's Office) in the amount of $16,944.00. Term is 1/12/26 — 1/11/27.
25. Approve Purchase Order No. 1051 to Granicus for annual software maintenance renewal (used
by Public Records/BOCC) in the amount of $19.,323.12.
