Dear Grant County Commissioners,
Coulee Medical Center is once again seeking community support for Congressionally
Directed Spending! The FY26 project is "Rural Health Clinic Access Expansion
Project", a request to expand our Rural Health Clinic and improve access to care
across our region. Due to the outpouring of support that we received from all of our
community leaders for the FY26 project "Relief for the Rural Health Workforce
Project", we were notified earlier this year that we will receive $3.2M in
Congressionally Directed Funds to build our Tiny Home Community to house
traveling and out-of-town staff and medical providers.
In recent years, our clinic and the number of patients we serve have grown
significantly, and we have outgrown our current space. Our plan will repurpose
existing square footage within our facility to create additional clinic space and exam
rooms, improving patient flow, reducing wait times, and ensuring residents across
Douglas, Grant, Lincoln, and Okanogan Counties, including portions of the
Confederated Tribes of Colville Reservation can access care close to home.
We are asking local businesses and community leaders to provide a letter of support.
I've attached a template for your convenience, which you may use or modify as you
see fit.
If you are willing to show your support of our request to Senators Cantwell and
Murray, we would greatly appreciate receiving your signed letter by March 3, 2026.

RE: FY2 7 Congressionally Directed Spending Request — Coulee Medical Center — Rural
Primary Health Access Expansion Project
Dear Senators Murray and Cantwell,
We, the Board of County Commissioners, write to you in strong support of the FY27
Congressionally Directed Spending request submitted by Coulee Medical Center for the
Rural Health Access Expansion Project to expand healthcare services in rural Washington.
Coulee Medical Center (CMC) is a Critical Access Hospital and Rural Health Clinic serving
Douglas, Grant, Lincoln, and Okanogan Counties in North Central Washington State,
including portions of the Confederated Tribes of the Colville Reservation. CMC is the
primary access point to healthcare services and the only hospital within an hour's drive of
their home for many families in the region.
Through the Rural Health Access Expansion Project, CMC proposes the renovation and
repurposing of existing space to add clinic exam rooms and improve patient flow, enabling
more patients to be seen locally and more quickly. Additional clinic exam rooms will
increase primary care capacity in a region where provider shortages and geographic isolation
significantly limit access to routine and preventive healthcare.
CMC's service area is designated as a Health Professional Shortage Area (HPSA) for both
primary care and behavioral healthcare services, with population -to -provider ratios
significantly below Washington State averages. Preventive care remains the most effective
strategy to address the region's higher -than -average rates of chronic disease, obesity,
physical inactivity, and preventable hospitalizations identified in CMC's most recent
Community Health Needs Assessment. However, routine appointments can require wait
times of up to 125 days.

By expanding clinic capacity, this project will strengthen rural healthcare infrastructure,
improve continuity of care, and enhance health outcomes for some of Washington's most
underserved communities. It will allow residents to receive timely preventive and behavioral
health services closer to home, reducing delays in care and avoidable emergency department
visits.
For these reasons, we strongly support CMC's FY27 Congressionally Directed Spending
request and respectfully urge your consideration. Thank you for your leadership and
continued commitment to rural healthcare in Washington State
