9. Request for a Letter of Support from the WorkForce Development Board in support of the
release of the WIOA Governor's 10% Discretionary Funds currently being held at the state level
and that the Boards can deploy these dollars where the need is greatest.
10. Request approval from Grant County Mosquito Control District No. 1 for permission to operate
within the boarders of Grant County for the purpose of mosquito abatement for the 2026 year.
11. Purchase request from Coulee Creative for TripAdvisor Campaign in the amount of $4,500.00.
This purchase is over the dollar limit of the 2025 Coulee Creative Co. Contract and must be
approved by the BOCC prior to purchase.
12. Approve a Notice of Approval to Hear Property Tax Appeals to the Grant County Legislative
Authority, from the Board of Equalization, for the purpose of hearing appeals filed for the
current year.
13. Held from the 1219125 Consent Agenda: Approve 2026 Marketing/Development Contract with
Rachelle Baughman, Coulee Creative Co. the amount of $232,267.25. Term is from January 1,
2026 — December 31., 2026.
14. Held from the 1219125 Consent Agenda: Approve request for Rachelle Baughman (Coulee
Creative Co) to sign on behalf of Grant County for the 2026 Social Media Management and
Digital Marketing Services agreement with Westwind Media LLC in the amount of $70,320.00.
Term is January 1, 2025 — December 31, 2026.
15. Approve Submission Letter to the Washington State Department of Commerce, Housing
Division, for the Grant County Five -Year Homeless Housing Plan (2025-2030)

16. Approve and memorialize an Addendum to an existing contract with Placer Al to allow all
tourism -related county staff to access the software (incl. Tourism Advisory Committee, Lodging
Tax Advisory Committee,, BOCC and Fairgrounds). The original contract was reviewed by legal
and was signed as a sole source. Total amount is $37,000 ($7,000 from Fairgrounds; $2,000
from Central Services; and $28,000 from Tourism).
17. Request approval to increase 2026 prices, more than was originally approved. Their goal is to
break even for the operations.

18. Resolution to delegate road engineer authority for private development engineering activities
to Juliana Fries,, PE. This will be effective January 1, 2026.
19. Resolution to delegate road engineer authority for ER&R program administration to John
Brissey. This will be effective January 1,, 2026.
20. Approve request to add Vehicle Category 81 titled Motor Pool —Small Car/SUV/Truck, with
lifespan of 10 years or 100,,000 miles. The rates will be $0.74 per mile, the combined
depreciation and replacement cost of $0.53 and the maintenance and operation cost of $0.21.
Vehicles used less than 10,000 miles/year will be changed to $7,400/year, paid monthly.
21. Approve Local Agency Agreement Supplement 2 to No. LA10057 with Washington State
Department of Transportation., to extend the project end date for the Grape and Maple Drive
Project No. STPUS-9913(004) to 12/31/2026.

Standards seeking to increase development flexibility within the Open Space Conservation land use
designation by permitting cluster developments comprising smaller residential lots. At their
regularly scheduled public hearing on October 8., 2025., the Grant County Planning Commission
conducted an open record public hearing to consider files P 25-0192 & P 25-0193. The Planning
Commission unanimously recommended approval ofthe proposed UDCamendmment.

amendment updates Chapter 25.04 "Permit Application Review Procedures— Review Timelines" to
comply with Washington State 2SSI3 5290 (2023). The changes establish uniform and expedited
timelines for review and final decisions onproject pennit applications, clarify process deadlines,
provide for applicant extensions, and regulate exclusions from mandatory time limits, thereby
improving regulatory transparency and efficiency in Grant County. At their regularly scheduled
public hearing onOctober 8,2O25,the Grant County Planning Commission conducted anopen
record public hearing toommider file P25-OIg4.The Planning Commission unanimously recommended
approval ofthe proposed UDC amendment.

proposes amendments iothe Grant County Unified Development Code toupdate several sections
for statutory compliance, consistency, and policy clarity. The amendments would update provisions
for condominiums in UDC Chapters 22.04.600 and 23.04, and revise definitions in 25.02, ensuring
consistency with the Washington UnMbnn Common Interest Ownership Act (WUCIOA,. R[W 84.90),
revise time limitations for short subdivisions in UDC Chapter 22.04.260 to align with current State
statute, and update parking limits for hospitality commercial establishments in UDC Chapter 23.12,
Table 5,for clarity and regulatory consistency. At their regularly scheduled public hearing on
October 8., 2025,, the Grant County Planning Commission conducted an open record public hearing
toconsider files P25-Ol95. The Planning Commission unanimously recommended approval ofthe
proposed UDC amendment.

(2026-2031)to Chapter (Transportation Element, Appendix E) of the Grant County
Comprehensive Plan. The applicant has recommended adoption of the 2026-2031 Six -Year
Transportation Improvement Program (TIP) as an amendment to the transportation element of the
comprehensive plan. The TIP details proposed transportation projects— indudingroadvvay,bridge,
safety, bicycle, pedestrian, and transit improvements —planned for construction or design within the
next six years. Adoption will ensure state and federal funding eligibility, maintain GMA compliance,
and coordinate local capital investments with land use plans. At their regularly scheduled public
hearing on October 8., 2025., the Grant County Planning Commission conducted an open record

recommended approval of the proposed comprehensive plan amendment.

to Appendix JI—Strategic Infrastructure Program Eligible Projects, Chapter 5,, Economic
Development Element,, Grant CountV Comprehensive Plan. The applicant recommends the annual
adoption of updates to Appendix ], which resides inChapter 5(Economic Development) ofthe Grant
County Comprehensive Plan. Appendix Jinventories and tracks projects thathavebeensubrnittedbo
and approved by the Grant County Economic Development Council (EDC) as eligible for the county's
Strategic Infrastructure Program (SIP). This annual update ensures the comprehensive plan reflects
