Alt public meetings were held in person with public access allowed at Commission Chambers, 35 C Street
NW, Ephrata, WA 98823 as well as via Zoom. Zoom recordings will be posted to the YouTube page Grant

CALL TO ORDER
The Grant County Commissioner's Session was called to order at 9:00 a.m. with
Commissioners Burgess, Jones and Carter in attendance.
8:30 a.m.-8:40 a.m. Assignment of BOCC Chair/Vice-Chair/Member for 2026

AUDITOR'S OFFICE
1. Payment of vouchers certified by the auditing officer as required by
RCW 42.24.080, and those expense reimbursement claims certified
by the auditing officer as required by RCW 42.24.090, as recorded on
,a Listing, and made available to the Board. (In the amount of
$829,148.79)
2. Approve Resolution for Creation of New Fund 171 - Current
Expense Travel Funds to be used for 2026 travel expenses for Current
Expense. (Held to 1/13/26 Consent)
COMMISSIONER'S OFFICE
3. Approve invoice to Washington Association of County Officials
(WACO) for 2026 Annual Assessment Dues in the amount of
$19,580.00 to be paid from Fund 001.0125 (Misc Gen Gov't).
4. Approve Surrender of Leasehold -Moses Lake Dunes with the
State of Washington Department of Natural Resources for State
Lease No. 60-1369048 related to the Moses Lake Sand Dunes Trust
Land Transfer (TLT).
5. Approve LTAC Grant Agreements as follows:
a. LTAC Grant Agreement 2026-051 to Grand Coulee Dam Area
Chamber of Commerce for Year -Round Tourism Promotion in the
amount of $30,000.00, and
b. LTAC Grant Agreement 2025-050 to Grand Coulee Dam Area
Chamber of Commerce for Festival of America in the amount of
$10,000.00.
6. Approve request for Coulee Creative Coto purchase ScenicWA
Travel Guide Advertisement in the amount of $7,590.00 to be paid
from Fund 114.0000 (Tourism).
7. Approve Special Occasion Liquor License Application for Moses
Lake -Othello Board of Realtors for an event taking place January 24,
2026 at the Grant County Fairgrounds, 3953 Airway Dr NE, Moses
La ke.

8. Approve Update of the Grievance/Complaint Procedure Form for
the Consolidated Development Block Grants (CDBG), Last updated
January 2018.
9. Approve reimbursement request from McKay Healthcare and
Rehabilitation Center on the Strategic Infrastructure Program (SIP)
No. 2024-07 Phase 1 Master Planning Project in the amount of.
$10,875.00.
PROSECUTING ATTORNEY'S OFFICE
10. Approve In -State Travel Request for Chief Civil Deputy Rebekah
KayLor to travel to Seattle, WA for oral argument at the Court of
Appeals, Division I for State v. Christopher Lester, Grant Co Case
#20-1-00349-13. Dates of Travel are January 8, 2026 through January
91 2026. Approximate Cost is $495.85.
PUBLIC DEFENSE
11. Approve Professional Services Agreement (PSA) for investigative
services by Rachel Bos of Bos Investigations. Term is 2 years for as
needed investigation at $72 per hour. This is a budgeted PSA.
PUBLIC WORKS
12. Approve Cooperative Service Agreement No. 26-7353-5972-RA
between the Ephrata Landfill and the United States Department,of
Agriculture -Animal & Plant Health Inspection Service (APHIS) -
Wildlife Services (WS), to perform services set forth in Work Plan.
Term is January 1, 2026 through December 31., 2026, not to exceed
$20, 000.00.
RENEW
13. Approve request to purchase Ford Transit Passenger Van for the
Crisis Endorsement Team. Total cost is $114,487.43, funded by
Crisis Endorsement Grant.
SHERIFF'S OFFICE
14. Approve Out of State Travel Request for Sgt. Tom Tufte and Support
Specialist Mary Mason totr'aveLto Coeur dAI.ene, ID to attend 1st
Responder Training. Dates of travel are February 1, 2026 through
February 3, 2026. Estimated cost is $1,739.00. Half of the cost will
be reimbursed by a wellness grant.
TREASURER'S OFFICE
15. Approve Contract Amendment C between the Grant County
Treasurer's Office and BTG Holding Group DBA Infrastructure for
2026 on Treasurer Financial package.
