Parametrix, Inc. (Paran etrix)y is currently providing engineering and environmental services for Grant
County Public, Works De ar ment (County) at the Ephrata Landfill (Active Landfill) and Closed Landfill
(Old Landfill).
Parametrix is responsible for completion of the tasks below and will utilize Grant County (County)
staff to perform specific services as needed. This scope and budget amendment is based on
conversations with County staff, Parametrix experience at the site, and continued development of
the Active Landfill. The County has requested Parametrix conduct additional tasks for the Active
Landfill and Old Landfill through fiscal year (FY) 2026 as listed below. The budget is attached as
Exhibit B.
For tasks where effort is split between the two landfills, invoicing will be separated using alphabetical
suffixes for the Old (A) any New (B) Landfills.

Throughout the course of the Contract, Parametrix will provide effective project management and
coordination to execute the scope of work within the budget and schedule, meeting the County's
expectations for content and quality.
Project management activities will include:

• Preparing monthly invoices accompanied by a project status report:
• Administering subcontractor agreements.
Coordinating, scheduling, and participating in project meetings, including preparation of

Task Leader - Travis Klaas (Strata Geosciences)
Background
The County is required under Washington Administrative Code (WAC) 173-351 to collect
groundwater samples quarterly from groundwater monitoring wells surrounding the Old Landfill and
Active Landfill as outlined in the 2020 environmental monitoring plan. The'County is also required to
submit quarterly and annual groundwater monitoring reports to Washington State Department of
Ecology (Ecology) and Grant County Health District (GCHD).
Strata Geosciences (formerly Pacific Groundwater Group [PGG]), as a subcontractor to Parametrix,
will assist the County in collection of samples through fourth quarter 20,26 and produce four -
quarterly reports and the 2025 annual report. The County will provide all personnel required to
perform for each sampling round. Strata Geosciences will continue to manage the water quality
database 'and generate reports. Strata Geosciences will also submit quarterly groundwater data
results to Ecology's Environmental Information Management (EIM.) database as required by WAC
173-351.
Solid waste landfill groundwater sampling work for the Old and Active Landfills occurs at the same
time and the reports are combined. However, the level of effort for the Old and Active Landfills is
estimated based on a standardized percentage of effort. Parametrix effort will be billed under the
02 subtask, while Strata Geosciences work will be invoiced under its own di,$tinct subtask (02SG).
Laboratory analytical costs will be billed directly to Grant County by the analytical laboratory.
Strata Geosciences will work directly with Analytical Resources Inc. of Seattle (ARI)'to receive ,
groundwater monitoring data in standardized electronic digital format. Data will be reviewed for
quality and entered into the project's groundwater monitoring database for the Ephrata Landfill. This
task also includes troubleshooting the database for any technical issues and errors.
Upon receipt of data, Strata Geosciences will also submit monitoring data into Ecology's EIM
database. Data will be entered for all wells sampled in each sampling event through 2025: The
County will be provided with a complete copy of the data upon request.
Subtask 02SG.2 - Support Groundwater Sampling During Four Sampling Rounds
Strata Geosciences will coordinate the laboratory bottle order and any rental equipment needed to
help County personnel prepare for groundwater sampling activities. Strata Geosciences will remotely
provide sampling logistics and support to the County, and the County will collect groundwater
samples during four sampling rounds (through fourth quarter 2026).
The County will supply any required equipment to perform groundwater sampling activities. The
County will maintain pumps and other County -owned field gear.

Subtask 02SG.3 - Prepare and Submit Four Quarterly Reports
Strata Geosciences will generate four quarterly reports combined for both the Old and Active
Landfills, beginning in first quarter of 2026 and ending fourth quarter of 2026. The quarterly reports
will conform to the requirements of WAC 173-351-415(2).
Subtask 02SG.4 - Prepare and Submit 2025 Annual Report
Strata Geosciences will generate the annual 2025 report combined for both the Old and Active
Landfills. The report will conform to requirements of WAC 173-351-415(l). The 2025 annual report
is due April 1, 2026.
Subtask 2SG.5 - Project Management
The project management subtask includes effort associated with Strata Geosciences' project
controls, coordination, and communication.
Subtask 2SG.6 - Pump Replacement Support
Strata Geosciences will assist in replacing or coordinating maintenance on groundwater sampling
pumps and appurtenances. This subtask will be specified upon request and may include elements of
pump removal, sourcing replacement equipment from vendors, and troubleshooting equipment.
Subtask 2SG.7 - Additional Training of County Staff (As needed)
Strata Geosciences will assist the County providing training as needed, this may include training new
County employees to perform groundwater sampling, or act as additional groundwater sampling
assistance as needed. Site visits for training would include travel expenses as a direct cost.
Deliverables
Strata Geosciences, under contract to Parametrix, will prepare and submit four quarterly reports and
one annual groundwater monitoring report, which will be forwarded to GCHD and to Ecology.
Task 3 - fl ions, Monitoring, and Reporting

Background
The County is also actively pursuing a Title V Air Operating Permit (AOP) through Ecology. The Title V
permit application for the Ephrata Landfill is currently in the draft phase. Until issuance, the County is
required to operate the landfill gas collection system in accordance with Notice of Construction (NOC)
Approval Order 19AQ-EO51 and. the new Landfill Gas Emission Rule (WAC 173-408). This task
includes monthly monitoring, annual reporting, and greenhouse gas (GHG) emissions calculations.
Subtask 3,A - Landfill Gas Monitoring and System Operational
Support
Approach
Parametrix will provide oversight to County staff for the monthly monitoring of the landfill gas
collection system, flare facility, surface emission monitoring (WAC 13-408), and gas probes.

Parametrix will generate one annual letter report for 2025 combined for both the Old and Active
landfill gas collection systems and gas probes, in accordance with the NOC Approval Order No. 19AQ-
E051 and WAC 173-408. The 2026 findings will be summarized in the 2026 annual letter report
which will be executed under the FY 2027 contract.
Parametrix will assist County staff in operating and maintaining the active landfill gas system,
following the guidance provided in the Active Landfill Gas Operations and Maintenance Manual
(Parametrix 2022). Parametrix will provide guidance to safely and effectively operate the Ephrata
Landfill gas collection system that will help control landfill gas from migrating around the Old Landfill
and emitting from the Active Landfill.
The system operations assistance provided by Parametrix will include the following:
• Reviewing monthly gas monitoring and providing recommendations for system adjustment.
• Maintaining long-term gas system performance spreadsheets established previously by
Parametrix as part of gas system monitoring.
• Reviewing surface emission monitoring (4 quarterly and up to 8 follow up monitoring events).
• Conducting up to 4 site visits to perform inspection of the landfill gas system and audit of the
gas monitoring and data collection procedures.
The Active Landfill Gas Operations and Maintenance Manual will be used as a reference and training
guide to operate and maintain the gas collection systern. Parametrix will assist the County in the
proper operation and data collection required to satisfy greenhouse gas regulations.
Subtask 3.2 Title V Air Quality Operating Permitting and Annual
Reporting
The Title V air operating permit (AOP) for the Ephrata Landfill is currently in draft phase with Ecology.
Additionally, the revision to the NOC Approval Order No. 19AQ-E051, as directed by Department of
Ecology for the AOP application process, will be submitted in December of 2025. Parametrix will
continue to assist the County in 2026 with the revisions to the NOC Approval Order No. 19AQ-E051
and prepare revisions to the draft AOP including correspondence with the County and Department of
Ecology regarding content of the AOP, modifications to the draft permit, and responses to
Department of Ecology comments as part of the public hearing requirement of the AOP.
Once issued, the permit will require annual reporting of landfill operations. Parametrix will provide
the following to assist the County in complying with the new requirements outlined in the draft
perm it:
• Assisting with any deviations throughout the year.
• Preparing permit condition forms using Ecology Air Quality templates that communicate
activities during the year.
• Training County staff on proper permit condition reporting and compliance (assumes one site
visit).
• Updating the landfill gas system overall site plan in accordance with Title V Operating Permit.
Preparing annual report in accordance with the Operating Permit conditions. Parametrix will
submit electronic copies to the County for review and submit final electronic files to the
County for delivery to Ecology Air Quality Program via email at

Emissions.inve.n,tory@ecy.wa.i:,fov by January 31 or as directed by -the issued permit. Each
report will communicate year-to-date permit condition activities during the year.
The 2026 Annual Report (assuming issuance of the AOP in 2026) is due on January 31, 2027. The
2026 Annual Report will be prepared under the FY 2027 engineering services scope of work.
In addition to the Annual Report, Parametrix will prepare the Annual GHG Reporting documents
submitted through the Electronic Greenhouse Gas Reporting Tool (e-GGRT), Annual Emission
Inventory through the Washington Emission Inventory Reporting System (WEIRS), and WAC 173-408
reporting through Methane Emissions Monitoring Reporting (MEMR) system. The GHG reporting work
will also include third -party verification per the ' Ecology Cap -and -Invest third party emissions
verification for the calendar year 2025 emissions calculations (reported in 2026). SCS Engineers, as
a subconsultant to Parametrix, will perform the third -party verification as per the attached scope
provided by SCS. Parametrix effort will be billed under the 03 subtask while SCS Engineers work will
be invoiced under its own distinct subtask (03SCS).
Deliveralbles
Deliverables for this subtask include:
* Written monthly evaluation of gas system operations data provided by County operations
staff.
* A summary of landfill gas collection system and probe monitoring data, which will be
forwarded to GCHD and Ecology.
* Revisions to IOC and AOP permits (originally submitted to Ecology in 2025)
* Title V monitoring forms for used by County staff.
* One annual report for communicating Title V Operating Permit activities, deviations, and
compliance reporting. The report is due to the County for review by January 20, 2027, and to
Ecology via the County by January 31, 2027.
* Annual Emissions Inventory and WAC 173-408 reporting through WEIRS and MEMR
respectively (due March 31, 2026).
* Annual GHG reporting documents submitted through the e-GGRT. A third -party verification
ation
statement, provided by SCS Engineers, will accompany the reporting documents. The GHG
reporting documents are due by March 31, 2026, and the third -party verifications statement
is due August 10, 2026.
Task 4 - On -Call Engineering and Environmental Consulting
Services

Approach
Parametrix wiII assist county staff, if requested by the County, in responding to operations, design,
and regulatory issues that arise during the contract period.
Parametrix will assist the County in continuing landfill operations and future development of the
Active Landfill in accordance with current and approved Ephrata Active Landfill Permit Application
Phases 1 through 4 (prepared by Parametrix in 2020). This work is assumed to consist of

communications (both written and oral) with County staff concerning site operations and
development. This work is anticipated to require about 8 hours per month, with time and travel
expenses included for four field visits or meetings between a Parametrix project manager or
engineer, agencies, and County staff in Ephrata. As part of landfill operations assistance Parametrix
has included budget for up to two photogrammetric surveys of the landfills to quantify filling
progress. Additional on -call services may include the design of additional gas collection systems (i.e.
toe collection system) for compliance with WAC 173-408 requirements. Parametrix will request
authorization from the County (including a detailed scope of work and budget if requested by the
County) prior to execution of on -call work under this task.
Parametrix support will remain within the available subtask budget unless additional SUbtask funds
are authorized.
Deliverables
Deliverables for this task include:
m Meeting notes and other correspondence in support of the landfill operation.
n Topographic survey of landfill and production of site map based upon survey data (up to 2
per year)
'Task 5 - Financial Assurance Reporting Assistance

WAC 173-351 requires the preparation of detailed closure capital and post -closure operations and
maintenance (O&M) opinions of probable costs in order to calculate an annual financial assurance
payment schedule that will pay for closure and post -closure activities. Additionally, these landfill
capital and O&M cost spreadsheets can assist County landfill managers with a quick and reliable
retrieval system for budgeting and operations information.

Parametrix will update and complete the following:

Task 6 - Long -Term Disposal Planning
Task Leader - Drew Norton, PE
Background
Parametrix previously provided support to revise the solid waste management plan (SWMP) narrative
and recommendations to better define the scope of the disposal options study and eliminate the
need for a SWMP amendment to implement the disposal options study recommendations.*
Parametrix also supported the SWMP cost assessment based on revised recommendations.
The County has identified the need to develop a new solid waste disposal option by2032 to replace
the existing operating landfill (Active Landfill). Parametrix initiated the long-term disposal options
study effort under the FY 2022 amendment and continued effort under the FY 2023-2025
amendments. This included documenting options for (1) siting and developing a new in -county
landfill, and (2) contracting for long -haul and disposal at an out -of -county landfill. The documented
findings were presented to the Board of County Commissioners (BOCC) and Solid Waste Advisory
Committee (SWAG) in 2024. The BOCC decided to move forward with the first option and for staff to
proceed with siting a future landfill. In 2025, the County engaged the Bureau of Reclamation
regarding a property in Grant County south of the existing landfill which was identified as a candidate
for siting the new landfill. The communication included procedures to purchase/obtain.the property,
land available for direct purchase vs property exchange, and culminated in a site meeting between
the County, BOR, and Parametrix. The County is in progress of submitting an application to BOR for
the property available for direct purchase, which could take multiple years to process. During this
time the County will require services to respond to requests from BOR. Services included below are
for anticipated needs during FY2026, a revised scope of services will be generated for FY2027
based on the progress of the application in FY2026,
Subtask 6.1 - New Landfill Site Procurement Assistance
Approach
Work to assist the County in procurement of the property and response to BOR. request includes the
following:
m Conceptual site plans for the facility layout (up to 3).
rm Summary of components (including life expectancy) of proposed layouts.
m Desktop literature and agency resource material review.
Regular progress meetings throughout the year will be held between Parametrix and the County to
review findings and receive input from the County.
Assumptions
The above scope of services and associated budgets are based upon the following assumptions:
® The scope of design layouts will be limited to the BOR property that is the subject of
discussion with BOR.
• A total of six progress meetings (bimonthly) will be held with the County.

m Decision matrix to evaluate and compare the sites.

Parametrix will perform a cultural resources survey and prepare a Cultural Resources Technical
Report for the project in support of the County's permitting and SEPA obligations. Activities for this
task include:
m Perform an archaeological and architectural history pedestrian survey of the 345-acre parcel
(Grant County Property ID 44969) where landfill expansion is proposed. Archaeologists will
conduct their survey along 15-meter parallel transects.
m Prepare a Cultural Resources Report to support the project's cultural resources findings
under SEPA.
• Prepare summary of cultural resources findings in support of SEPA checklist question 13.
• Prepare an Historic Property Inventory of the one irrigation canal within the parcel.
• Record up to three archaeological sites on Washington State Department of Archaeology and
Historic Preservation Archaeological Site Forms.
• Respond to comments on the Cultural Resources Technical Report and SEPA checklist from
the County.
The above scope of services and associated budgets are based upon the following assumptio,ns:
m One Cultural Resources Technical Report will be prepared consistent with local, state, and
federal requirements.
m One round of review/revisions of the draft deliverable. Parametrix will incorporate the County
revisions into the final document deliverables.
The contents of the Cultural Resources Report and SEPA checklist will be based. on the
findings of an archaeological and architectural history pedestrian survey, and a cultural
resources records review.
n If more than three archaeological sites are encountered, recordation would need to be
covered under an amendment to this scope of work and cost estimate.

Deliverables
Parametrix will prepare and submit the following:
m Draft and final Cultural Resources Technical Reports in PDF format.
m One Historic Property Inventory form.
Up to three Washington State Department of Archaeology and Historic Preservation
Archaeological Site Forms.
In 2025 subconsultant FCS Group (FCS), under contract to Parametrix, developed a utility rate study
to forecast annual operating and capital financial obligations over a multiyear period and make
recommendations for tipping fee adjustments to fully fund these obligations. This work is currently
undergoing adjustments based on County and Parametrix comments and will be finalized by March
11 2026. This task will be executed as a continuation of the FY2025 scope and budget (provided
below for reference)
FCS will develop a rate and financial toolkit. The rate and financial toolkit provides the analytical
framework for the rate study. The toolkit is a fully integrated financial management model that
establishes a cause -and -effect relationship between solid waste activities (e.g.,, tons, transactions,
loads) and County revenues, costs,, and rates.
FCS will perform solid waste data validation and forecasting. Once the conceptual design of the
toolkit is finalized, Parametrix will review and validate solid waste operational data for use in the rate
study. These data are the basis for developing key components for the revenue requirement and cost
of -service analyses. Data validation makes sure that tonnage, transaction, and load data are
reconciled for accuracy and consistency within the rate study.
FCS will determine revenue requirements. A revenue requirement analysis determines the total
amount of money that the County must collect from tipping fees to pay for all operating and capital
expenditures as well as the financial requirements to comply with the County's fiscal policies. The
revenue requirement is net of other miscellaneous charges from grants and interfund transfers.
FCS will perform a cost -of -service analysis. The cost -of -service analysis provides a defensible basis
for allocating the revenue requirement to each customer class of service based on their unique
service characteristics and requirements. In some cases,. County expenses can be directly assigned
to a particular customer class. In other cases, costs may not directly relate to a single customer
class and, as a result, are treated as a shared cost. Landfill disposal costs would likely be allocated
proportionally to all customer classes that deliver solid waste to County facilities.
FCS will develop a rate design for changes to the system of charges for customers of the solid waste
system. At a basic level, the rate design process establishes cost -based,, equitable rates for each
customer class, which generates the overall revenue needed to fully support the operations.
FCS will prepare and submit a draft report to the County for review and comment. The report will
document the assumptions, methodologies, findings, results, and recommendations of the solid
waste rate study. Detailed technical analyses supporting the study will be included as appendices
(e.g., financial schedules of forecasted revenues,, fixed and variable expenditures, financial policy
achievement, and rates),, A final report will be prepared based on feedback on the draft report by
county staff.

The subtask includes up to five virtual meetings with the County as well as two on -site meetings with
the SWAC andlor BOCC. Presentation materials will be provided to the County for review prior to the
virtual and on -site meetings.
Schedule
Deliverables for Subtask 6.3 will be completed in Q1 2026. After delivery of submittals, the schedule
will be dictated by timeline of County (SWAC and BOCC review).
