DEFERRED OR CONTINUED TO: APPROVE: DENIED ABSTAIN D 1: kA,V D D3: WITHDRAWN: FtECEIV'ED 4/23/24 GRANT COUNTY COMMISSIONERS BOARD OF COUNTY COMMISSIONERS Grant County, Washington RESOLUTION TO DESIGNATE THE ASSISTANT RESOLUTION NO. 26- �v CC COUNTY ENGINEER AS THE CERTIFICATION ACCEPTANCE (CA) REPRESENTATIVE FOR GRANT COUNTY WHEREAS, Grant County participates in state and federal transportation programs administered by the Washington State Department of Transportation (WSDOT) Local Programs; AND WHEREAS, WSDOT's Certification Acceptance (CA) program allows qualified local agencies to assume responsibility for certain project administration, design, documentation, and construction oversight activities in lieu of direct WSDOT administration; AND WHEREAS, participation in the CA program requires the designation of an authorized Certification Acceptance Representative to act on behalf of the County in matters related to CA delivered projects; AND WHEREAS, RCW 36.80.010 requires the Grant County Board of Commissioners to employ a County Road Engineer, either part time or full time, to oversee the planning, design, construction, and maintenance of county road infrastructure; AND WHEREAS, RCW 18.43 requires that professional engineering activities be performed under the responsible charge of a Washington State licensed Professional Engineer; AND WHEREAS, the County Road Engineer desires to delegate certain administrative and technical responsibilities associated with the Certification Acceptance program through a limited appointment approved by the Grant County Board of Commissioners; AND WHEREAS, the delegated authority shall be limited to duties associated with Certification Acceptance projects, including coordination with WSDOT Local Programs, certification compliance, project documentation, and approval actions consistent with the County's approved CA authority level; AND WHEREAS, the Assistant County Road Engineer is a Washington State licensed Engineer in Training and possesses the qualifications, experience, and familiarity with WSDOT Local Agency Guidelines necessary to carry out Certification Acceptance responsibilities, and satisfies the Federal Highway Administration requirements for Responsible Charge as defined under applicable federal and state guidance; AND WHEREAS, the County Road Engineer recommends designation of the Assistant County Road Engineer as the County's Certification Acceptance Representative to ensure continuity, efficiency, and compliance in the delivery of CA projects; NOW, THEREFORE, BE IT HEREBY RESOLVED that the Grant County Board of Commissioners designates the Assistant County Road Engineer to serve as the Certification Acceptance (CA) Representative for Grant County, authorized to act on behalf of the County for Certification Acceptance program activities in coordination with WSDOT Local Programs, consistent with the County's approved level of CA authority. BE IT FURTHER RESOLVED that this designation shall be effective February 2, 2026, and shall remain in effect until rescinded or modified by subsequent action of the Grant County Board of Commissioners.
