PROPERTIES INTO GRANT
COUNTY FIRE PROTECTION
DISTRICT NO. 10
WHEREAS, Grant County Fire Protection District No. 10 received a petition for
annexation to annex certain properties into Grant County Fire Protection District No, 10, Grant
County, Washington; and,
WHEREAS, in accordance with RCW 52.04.021, the annexation petition was filed with
the Grant County Board of Fire Commissioners of Fire Protection District No. 10, signed by the
owners of at least 60% of the area of land to be annexed, and included a legal description and a
map outlining the boundaries of the proposed annexation; and,
WHEREAS, On September 9, 2025, the Grant County Fire Protection District No. 10
accepted the signed petitions from the property owners requesting permission to be included in
Grant County Fire Protection District No. 10 boundaries by Resolution 2025-06 in accordance
with RCW 52.04.041 (Attached); and,
WHEREAS, in accordance with RCW 52.04.011, the Grant County Auditor certified the
sufficiency of signatures on the petition for annexation of territory into Grant County Fire
Protection District No. 10 for the described property; and,
WHEREAS, the Grant County Board of Commissioners finds that the annexation will be
conducive to public safety, welfare and convenience.

NOW, THEREFORE, BE IT HEREBY RESOLVED, that according to statue, the
Grant County Board of County Commissioners adopts the recommendation of the Grant County
Fire Protection District No. 10, as submitted by the Fire District's Resolution 2025-06 on
September 9, 2025, and orders the annexation of the designated property into Grant County Fire
Protection District No. 10.

THIS IS TO CERTIFY, that the petition for annexation, originally
submitted on October 3, 2025 to the Grant County Recording Department,
regarding the Grant County Fire District No. 10, has been examined and the
signatures thereon carefully compared with the owners records of the Grant
County Recording Department, and as a result of such examination, found
the signatures to be sufficient under the provisions of the Revised Code of
Washington 52.04.031

RESOLUTION 2025-06
RESOLUTION AUTHORIZING AN ANNEXATION PETITION
WHEREAS, the Board of Commissioners of Grant County Fire Protection District No. 10 was
presented with an annexation petition signed by over 60% of the registered landowners
included in the following legal description; and,
WHEREAS, the registered owners who signed the petition to annex believe that it would be
conducive to the public safety, welfare, and peace of mind to be included in the fire district; and,
WHEREAS, the area is located in no fire protection district and is contiguous to current fire district
boundaries.
NOW, THEREFORE BE IT RESOLVED, that the Board of Commissioners does hereby adopt a
resolution accepting the annexation petition set forth in the following legal description and plat of the
boundaries of the area to be annexed; and,
BE IT FURTHER RESOLVED, that in accordance with RCW 52.04.031, this resolution was adopted
on September 91h, 2025, after the public hearing has taken place in response to RCW 52.04.041.

WATER TELEMETRY SYSTEM UPGRADES
ENGINEER'S ESTIMATE $180,000-$220,000
Sealed Proposals will be received by the undersigned at the City of Mattawa, 521 E
Government Road, Mattawa, Washington 99349, up to 11:00 a.m.; local time on Friday,
August 29, 2025, for furnishing the necessary labor, materials, equipment, tools, and
guarantees thereof to construct Water Telemetry System Upgrades.
Work shall include, but not be limited to, the following:
• Replace and relocate the control panel and radio at the Well 3 site.
Refurbish control panel at Reservoir 2 site with new backplate, radio, and
PLC.
Install new radio at WWTF site.
The Work shall be Substantially complete within 60 working days after the
commencement date stated in the Notice to Proceed. All bidding and construction is to be
performed in compliance with the Contract Provisions and Contract Plans for this project
and any addenda issued thereto that are on file at the office of the City Clerk, City Hall,
Mattawa, Washington.
The Proposals will be publicly opened and read aloud shortly after the time and date
stated above. Proposals are to be submitted only on the form provided with the Bid
Documents. All Proposals must be accompanied by a certified check, postal money order,
cashiers check, or Proposal bond payable to the "City of Mattawa" and in an amount of
not less than five percent (5%) of the total Proposal amount.

The project funding has statutory requirements commonly known as "Build America,

construction materials used in the project to be produced in the United States. General
contractors and all subcontractors must meet DWSRF and BABA requirements and
provisions.
Financing of the Project has been provided by city of Mattawa, Washington and the
Washington State Drinking Water State Revolving Fund Program with federal funds
from the Environmental Protection Agency. The City of Mattawa expressly reserves the
right to reject any or all Proposals and to waive minor irregularities or informalities in any
Proposal.

This petition applies to three separate areas:
Area 1: The area enclosed by a series of the north half of sections starting on the west
side of Frenchman Hills, about Y2 mile east of Adams Road SW on a private road which,
if numbered, would be Road 8 SW. This road would be on the north side of the half
sections which would continue east for 6 miles.
Area 2: The area enclosed by Sections 25 and 26 Township 18 Range 26, in which the
center lies approximately four miles north of the intersection of Frenchman Hills Road
and A SW.

A petition for annexation of an area located within reasonable proximity to a fire district shall be in writing,
addressed to and filed with the board of fire commissioners of the district to which annexation is desired. Such
territory may be located in a county or counties other than the county or counties within which the fire protection
district is located. It must be signed by the owners, according to the records of the county auditor or auditors, of not
less than sixty percent of the area of land included in the annexation petition, shall set forth a legal description of the
property and shall be accompanied by a plat which outlines the boundaries of the property to be annexed. The
petition shall state the financial obligation, if any, to be assumed by the area to be annexed.
For the purposes of this section, "reasonable proximity" has the same meaning as in RCW 52.26.020'.
