Ries, Attorney at Law, of Ries Law Firm, P.S., of Moses Lake, Washington, to sense as a Special Deputy Prosecuting Attorney pursuant to the terms below,,, Section 1 PURPOSE 0000 The Prosecuting Attorney appoints a SPECIAL DEPUTY PR0SECUT1-N'-G NTTORNEY (S.D.) to perform and render legal assistance and counsel regarding the duties and responsibilities pertainina to Darryl Pheasant, the duly elected Treasurer of Grant County, and such other matters and proceedings as required by the Prosecuting Attomeyf or designee. SERVICES 00 P0 Poo 0 glopM The S.D.'s duties shall include, when necessary, assistance, counseling, and the preparation of all legal documents for the proper conduct of proceedings pertaming to the Tre-asurer,including, but not limited to, the following duties, and any other matters as requested by the Prosecuting Attorney or designee: *-10 Advice and assistance regarding 'issues involving collecting real and personal property taxes (including performing foreclosures on real property and distraints of personal property), special assessments, excise tax gamblincr taxes, and miscellaneous receipts from other County districts and departments and collection of all delinquent accounts. Advice and assistance regarding issues involving accountina for alundsand deposits of revenues for the state, county, cities and Junior taxing districts. Ries SPECIAL DEPUTY PROSECUTING ATTORNEY Appointment Advice and assistance regarding issues involving deteminffig adequate liquidity funds and authorizing the release of warrants for payment to vendors. Advice and assistance regarding issues involving administering short — and long — term debt financing- AdVice and assistance regarding issues involving managing the cash flow of the Counqr and investing farads not needed for immediate expenditures for the County and junior taxing districts. Advice and assi stance regarding issues involving coordinating 'banking services and facilitating fmancial plannina for the County and various taxing districts. *_e Section 3# COMPENSATION AND STATUS The S.D. shall be paid Two Hundred Seventy -Five and no/100 Dollars- ($275. per hour. The S.D.'s associate attorneys shall be pm*d One Hundred Seventy -Five and no/1 00 Dollars ($175.00) per hour, the paralegalswrho perform services shall be paid Ninety and no/ 100 Dollars ($90.00) per hour. Fees charged will be based on a Ill Wh hour minimum. Travel will be billed at the hourly rate. Monthly bills and a case status update shall be submitted to the Civil Deputy Prosecuting Attorney for tracking and payment by Grant County Treasurer. This Agreement shall be i-n full force and from appointment through December 31, 2026, unless otherwise tenninated or extended by the parties. This Agreement may be terminated at any time by either party upon written, not -ice, Seeflon 5: CONFLICTS OF INTEREST am, Notwithstanding anything to the contrary contained herein, S.D. shall have no obligation to provide legal services under this Agreement where to do so would or could reasonably be construed to rise to a conflict of interest under the Washington Rules of Professional Conduct (RPC t In any instance in which S.D. is prohibited from providing legal services under this Agreement by reason of an actual or potential conflict of interest, S.D. shall. have no duty or obligation to provide the Grant County Treasurer, the Prosecuting Attorney for Grant County, Washington,.
