All public meetings were held in person with public access allowed at Commission Chambers, 35 C Street
NW, Ephrata, WA 98823 as well as via Zoom. Zoom recordings will be posted to the YouTube page Grant

CALL TO ORDER
The Grant County Commissioner's Session was called to order at 8:00 a.m. with
Commissioners Jones and Burgess in attendance. Commissioner Carter attended in
person at 8:30 a.m.
11:30 a.m. -11:45 a.m. Open Record Public Hearing, 2026 Budget Adoption,
Making Tax Levies and Setting Assessment Rates (Noxious
Week)

This being the date set, and proper notices having been
posted and published in accordance with local and state
Laws, Commissioner Jones opened the public hearing on
December 1, 2025, at 8:00 a.m. for the purpose of fixing the
final 2026 Grant County budget,
and making tax levies.
• Commissioner Jones gave an overview of the Noxious
Weed Board Assessment Rates. (Approved via
Resolution No. 25-110-CC)
• Andy Booth gave an overview of the County Roads Levy
Resolution. (Approved via Resolution No. 25-109-CC)
• Barbara Vasques gave an overview of the Current
Expense Levy Resolution. (Approved via Resolution
No. 25-108-CC)
• 2026 Budget Adjustments and Insurance Changes

MOVED BY COMMISSIONER BURGESS, SECONDED BY COMMISSIONER JONES, TO
CLOSE THE PUBLIC COMMENT PORTION OF THE HEARING. MOTION PASSED WITH
Following the motion, it was

APPROVE THE CURRENT EXPENSE AND COUNTY ROADS LEVY, NOXIOUS WEED

2. Approve Settlement and Release Agreement regarding the
Morgue between Grant County and Grant County Public Hospital
District No. 1 dba Samaritan Healthcare (Hospital) for the agreement
to terminate agreements relating to the use of the space in the
Existing Hospital for the Morgue in the amount of $184,019.27.
COMMISSIONER'S OFFICE
3. Approve Commissioner's Minutes for the week of November 101
2025.
4. Approve invoice to LDC, Inc. for the development of the Grant
County Homeless Housing Five -Year Plan in the amount of
$17,699.25.
5. Approve invoice to the Grant County Economic Development
Council (EDC) in the amount of $37,500.00 for Q4 Membership Dues
to be paid from Fund 133.184 (Economic Rural Co).
6. Approve 2026 Grant County Tourism Promotion Grant
Agreements as recommended by the Lodging Tax Advisory

Planning Commission. (Stephen Phipps was appointed .fora four-
year term beginning 12/2/2025, ending 12/1/2029)
9. Approve Recommendation of Appointment to the Mosquito
Control District #2. (Michael Eylar was appointed for a two-year
term beginning 12/2/2025, ending 12/1/2027)
10. Approve reimbursement request from HopeSource on the
Consolidated Homeless Grant (CHG) No. 26-46108-10 in the amount
of $33,044.98 for October 2025 services.
NEW HOPE
11. Approve policy updates for CHG Housing programs and New Hope.
PUBLIC DEFENSE
12. Approve Professional Service Agreement Renewal with Michael
Morgan for a two-year agreement in the amount of $12,500.00 per
month to be available for 90% caseload in Superior Court.
Considered and part of the 2026 budget.
13. Approve Professional Service Agreement Renewal with Jeffrey
Scott Niesen for a two-year agreement in the amount of $8,750.00
per month to be available for 70% caseload in Superior Court.

RISK MANAGEMENT
14. Approve new insurance premium allocation chart for De,partments
and Offices.
TREASURER'S OFFICE
15. Approve Resolution No. 25-113-CC and Interlocal Investment
Services Agreement with United Schools Insurance Program (USI P)
to invest monies provided by the Local Government into the County
Pool on its behalf. Term is upon signature through December 31,
2035.
MOVED BY COMMISSIONER CARTER, SECONDED BY COMMISSIONER BURGESS, TO
APPROVE THE CONSENT AGENDA ITEMS 1 THROUGH 15 AS PRESENTED. MOTION
PASSED UNANIMOUSLY.
