If necessary, was this document reviewed by accounting? ❑ YES ❑ NO 0 N/A If necessary, was this document reviewed by legal? ❑ YES ❑ NO k N/A DATE OF ACTION: /3"c?(o DEFERRED OR CONTINUED TO: APPROVE: DENIED ABSTAIN D 1: Dom: D3: WITHDRAWN: RECEIVED 4/23/24 GRANT COUNTY COMMISSIONERS BOARD OF COUNTY COMMISSIONERS Grant County, Washington RESOLUTION NOTICE OF HEARING RESOLUTION No. 26- 0 b 9 -cc TO CONSIDER AN ORDINANCE MODIFYING CHAPTER 11.34 OF THE GRANT COUNTY CODE TITLED OPERATION OF GOLF CARTS ALLOWING THE USE OF GOLF CARTS UPON CERTAIN COUNTY ROADS, Moses Pointe WHEREAS,, Grant County, Washington, adopted Ordinance No. 17-039-CC which established Grant County Code Ch. 11.30 regarding the use of OFF -ROAD VEHICLES on County roads; including 11.34 Golf Carts and WHEREAS, Grant County has received petitions concerning Westshore Road and the Moses Pointe Development which bisects The Links at Moses Pointe and as shown on Attached Exhibit A. and WHEREAS, A speed limit hearing reducing the speed limits in the Moses Pointe area was approved via Resolution 25-064-CC, and WHEREAS,, the County completed a State Environmental Policy Act (SEPA) checklist outlining possible environmental impacts related to the use of ORV's which allowed for a public comment period, said SEPA approved by Development Services on 12/10/25; and WHEREAS, the Board of County Commissioners ("Board") determined that it is in the best interest of the public to adopt provisions allowing for the use of ORVs, including Golf Carts, upon designated County roads, and to impose penalties via 11.3 0.040 for the violation thereof; and WHEREAS, the Board finds that the above stated purpose will be furthered by modifying Chapter 11.34 of the Grant County Code; and WHEREAS, the Board will hold a public hearing regarding the amendment of the Grant County Traffic Codes (GCTC), Specifically 11.34 Golf Carts. GRANTCOPLANNING On behalf of the Moses Pointe Homeowners Association we agree with the assessment to make our community golf cart friendly as has been communicated in the mail to our homeowners and posted on the effected streets within our community. We would Uke to point out severat other locations that we feet should be inctuded in the Golf Cart zone and were part of our request of February 23, 2024 and subsequenty in the Grant County Commissioners office during a public hearing on August 26, 2025. At that meeting our board president, Mark"` erne Remington provided the overall map and described why additional street locations should be taken into consideration for zoning purposes. We had at least 3 community residents present to the commissioners at that meeting. Enclosed is the map of the original, request for the streets we felt would most benefit from the zoning change and we haves-. "marked up" the Nown.,mber 19, 2025 Notice of Appllication & Proposed DNS map on the back side of that mailing in blue. The golf course has 2 crossings on Westshore north near where Westshore bends 90 degrees east towards the take. Future home growth is expected in that area. Our developer has plans for several other smaller streets within our overall association which we have noted. One challenge homeowners on Edwards DR NE face is the intersection of RD 4 and Westshore as we turn south on Westshore. Traffic approaching northbound on Westshore creates a potential traffic safety issue as that is a blind left hand turn due to how the road was configured. last ty outside of our neighborhood as several homes on RD F that are avid golfers and use RD F to drive to the golf course. This is a section of RD about 200 yards Long, south of RD 4 on RD F. We took forward to participating in the next open meeting if one is open to the public.
